The Shire of Eltham Office was constructed in the late 1960s on the original site of Shillinglaw Cottage. Upon cessation of the Shire as a local government body following dismissal of councils by the Kennett Liberal Government in December 1994, the new Nillumbik Shire offices were located in Civic Drive, Greensborough. The Shire of Eltham office building was demolished and the site has remained vacant ever since. The three pine trees which featured in front of Shillinglaw Cottage and then the Shire of Eltham Offices remain standing on the vacant site as of 2017. The Bundoora Pre-school started as the Bundoora Free Kindergarten in 1961. From its part-time inception in a leased hall, the Committee of the Bundoora Free Kindergarten worked toward obtaining its own premises and expanding the hours of the kinder in order to serve a growing population. Report on the second annual meeting of the Eltham War Memorial Trust History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. The old Sebastopol Town Hall was erected in 1868 and opened on 19 March, 1869. The newer Town Hall was rebuilt in the 1950s and opened on 20 December 1960. The building was demolished except for the facade to build a new library in Sebastopol. The $2.8 million redeveloped Sebastopol Library Community Hub opend its doors to the community on Wednesday 2 January, 2019. This major redevelopment has transformed the City of Ballarat’s Library and Maternal and Child Health services into a vibrant modern community hub, Photographs of the facade of the former Sebastopol Town Hall, and the remains fo the old Sebastopol Town Hall revealed during renovations in 2018. The Wattle Glen Picnic Ground was located in a paddock just west of the Wattle Glen railway station (between the station and the creek). It has now completely disappeared except for a dilapidated overgrown building on a rise across the track from the railway platform. This was the picnic ground's main pavilion, which for a short time (circa 1972-1974) also served as the Wattle Glen post office and general store. An image from the Herbert Richmond collection, gifted in 1982 to the Ballarat Library. The collection contains approximately 200 photographs of Ballarat and district in the 1940s, 50s and 60s, as well as photo albums, glass negatives and other memorabilia. Herb Richmond was a keen photographer, a foundation member and a life member of the Ballarat Camera Club, and a photographer with the Ballarat Courier during the 1940s. The Ballarat Camera Club named an annual award after him. Mr Richmond died in 1981 aged 79. Black and white photograph of bulldozer excavating the former Shillinglaw Cottage site for new Shire Offices. 'Shillinglaw Trees' in background. The cottage and land were purchased by the Shire of Eltham as the site for a new shire office building. The cottage was destined for demolition but members of the community concerned at losing one of the areas earliest buildings (built c.1859) initiated a fund-raising campaign to save the cottage. In 1964 the cottage was dis-assembled, all the bricks numbered and reassembled several hundred meters to the south on a site between the Gahan house and the Eltham Railway Trestle Bridge (present-day Panther Place), which became known as the Eltham Common. The new shire offices at 895 Main Road were opened in 1965. Following the Kennett Government amalgamation of local government areas in 1994, the Shire of Eltham ceased to exist, and a new Shire of Nillumbik was created 15 December 1994 from the former Eltham shire and parts of the Diamond Valley shire. The former West Riding which included parts of Montmorency, Lower Plenty and Briar Hill were ceded to the new City of Banyule. Commissioners were appointed for several years and the new Council occupied the former offices of the Shire of Diamond Valley in Greensborough. The former Eltham Shire offices remained vacant until August 1996 the Commissioners suddenly elected to have the former Shire offices demolished immediately and the site has remained vacant ever since. It was not until 1997 before the community was allowed to democratically elect new Councillors to represent them. The Halfway Hotel was built c1871. It was a thriving business in the days of the bullock wagon and was virtual headquarters of border drovers and teamsters, who camped on the Wodonga Flats opposite. Mr. John Jennings applied for a license in 1871 but it was refused. In October 1872 a License was granted to Thomas Weeks who was advertising that he had purchased the premises. In December 1878 the licensee was advertised as Ann Weeks. Daniel McCormick took over as licensee in 1882 and was followed by Thomas Fitzgerald. In September 1886, Fitzgerald transferred the licence of the hotel which contained eight rooms, to Patrick Flanagan. Flanaghan was a hotel keeper, brewer and stock trader. Pearce Murphy became licensee in 1889, followed briefly by his wife, Julia, in 1890. In September 1890, the licence was transferred back to Patrick Flanagan, the hotel’s owner. During the 1890s, the licence changed hands a number of times. Licensees included Alexander McDonald, Mrs Spehrs, George and Mary Rust. In December 1895, George Rust held the ‘Halfway Races’ on a course at the back of the hotel. Towards the end of the 1890s, Patrick Flanagan was again licensee of the hotel. He died in his residence at the Halfway Hotel in 1929. The license was then held for two years by his son, Mr M.J. Flanagan. In June 1931 the licence was transferred from Maude J. Flanagan to Percy Pickering. In July 1939 the hotel was sold by Mr P.W. Pickering to Irene Weatherall. The new licensee was Mr H.O. Harris of Bonegilla. In April 1940 The Licensing Court granted an application to remove the Halfway Hotel, Albury Road, Wodonga, to the corner of Elgin and Smythe Streets, Wodonga, on condition that premises were to be erected within 42 weeks. Applicants were Irene A. Weatherall and Lena Emma Pickering, owners, and Harold O. Harris, licensee. Mr Edwin Harold and Mrs Ruby Scholz bought the property. Ruby was a sister of Emma Pickering. They lived there until the premises was demolished for the widening of the Lincoln Causeway.
