Newsletter No. 116, September, 1997 846-848 MAIN ROAD ELTHAM Nillumbik Shire Council has granted a permit for a funeral parlour on land which includes this site at the corner of Main Road and York Street. The site contains an architect's office in a building which was formerly a shop and dwelling dating from the 1920's. The proposal requires demolition of this building which is one of the few remaining old shops which formed the rather spread out "town centre" of Eltham. Prior to making its decision the Council obtained a report from Graeme Butler and Associates, the heritage consultants who carried out Stage 1 of the Nillumbik Heritage Study. The report summarized the historical significance as follows:- "This brick comer shop with associated residence has potential local historical significance as a late 1920's grocer's shop, now much altered and one of only a few shops of that era left in Eltham's Main Road. This significance is qualified by the many changes. The other examples are better preserved and still function as shops." With this type of expert advice it is difficult to make a strong case for preservation of the building although, of course, it is a shame to see it demolished. The report includes details of the site itself and its history based on research carried out by Carlotta Kellaway. The building dates from the late 1920's when it was owned by C.R. Nicholls. From the early 1930's it was Charles Cockroft's grocery shop and he also ran a grain store there. According to his daughter, Edna Brown, he delivered groceries around the district taking his truck as far as Kangaroo Ground. In 1950 he shifted to Traralgon. Since then several different businesses have operated from the site including a bottle merchant and produce store. Conversion to the present office use involved alterations to the shop front and rebuilding the galvanized iron store at the rear. Eltham Plumbing Supplies (Lennie Whiteway Plumbing) located on the right side of the street. It later became the Eltham Bookshop and sold cane ware as well. On the corner with Main Road is the local branch of the State Bank of Victoria. The building still stands and is the present day Westpac bank branch. This site once formed a row of shops forming part of the early ribbon of development along Main Road. The Returned and Services League of Australia (RSL) is a support organisation for people who have served or are serving in the Australian Defence Force. These are plans for alterations to the residence and surgery of Dr Angus in Koroit Street, Warrnambool (Birchwood). Dr William Roy Angus (1901-1970), after several years practising as a doctor in South Australia and northern Victoria, came to Warrnambool in 1939, purchasing the practice of Dr John Hunter Henderson (Birchwood). Dr Angus was a dominant figure in medical and community circles in Warrnambool for 30 years, becoming an important ophthalmologist in his later years. Birchwood, with its beautiful gardens, lawns and tennis court was suitable for entertaining and many distinguished people, including Vice-Regal personnel and representatives of the Red Cross stayed at the house. It was also a meeting place for representatives of the many organizations with which Dr Angus was associated (over 20 groups including the Good Neighbour Council, the Boys’ Club, the Food For Britain appeal, the Historical Society, Rostrum and the National Fitness Council). Birchwood or earlier buildings on the site was used as a residence/surgery by many doctors in Warrnambool, going back to the 1860s and Dr Angus and his family lived there from 1939 to 1967. In 1998 Birchwood was demolished and a new Warrnambool Police Station was built on the site. These plans are of interest as they show the 1939 alterations to the building known as Birchwood in Koroit Street Warrnambool. We have a good floor plan and a drawing of the front of the building so we know what it looked like in the late 1930s. Both Birchwood and Dr Angus are important in Warrnambool’s history. These are four sheets showing alterations for the residence of Dr Angus (Birchwood) in Koroit Street Warrnambool. One sheet shows the front of the house in colour drawn in ink and pencil and paint and there is a copy of this in black and white. The other drawing is of the plans for the house drawn in pencil and ink and with some red and blue colouring. The building at 94 Merri St is amongst the earliest buildings in Warrnambool. It was possibly constructed before 1854 and maybe as early as 1848. The original building consisted of four main rooms under a hip roof. The outer walls were masonry , apparently rubble The Heritage Council indcate that on the balance of probabilities this was the general store of Richard Osbourne and John Moffat Chisholm built in 1847-48.The building at 94 Merri Street had historical and architectural significance to the state of Victoria. It was a rare example of surviving, pre separation building with associated interest in its materials and components It is associated with Richard Osbourne who founded the Warrnambool Examiner(1851_1889) and the town’s first historian. Architecturally, the significance of the house lay in the hand -wrought timber framing. All the major timbers in this building had been hand sawn. The Gold rush of the 1850’s saw this process mechanised. A kitchen fireplace in the rear skillion included a large block of Merri Creek Mudstone, a combination of “tufa” and clay that was used in the Warrnambool District as an excellent substitute for fire bricks. The house was demolished in 2011 and items of significance were salvaged, this brick being one. While some bricks were imported, there is evidence that there were a number of brick burning businesses in operation around this time. However it is difficult to ascertain to which group this brick belongs. Red clay rectangular brick. These two motels were built in the 1960’s on the eastern outskirts of Warrnambool on the corner of the old Princes Highway and Simpson St. They were both built around 1960. The Turn In was originally known as Freeland’s Turn In. The Hopkins River, later the Riverside Motel, was demolished in around 2000. This photograph provides a view of Warrnambool as it was beginning the expansion on the East side of Warrnambool. Two vehicles including a Holden FC Special Sedan and ca 1958 Ford 100 truck are parked outside the Eltham Produce Store, Main Road, Eltham near Arthur Street. The brick building has signage to promote Tanox Paint and Permoglaze products. It also sold hay and grain. Operated by John McLean and Son. Situated just south from opposite Arthur Street, opposite the Eltham Village Shopping Centre. To the right was Garnet Burgess' second hand scrap metal and bottles, then the blacksmith shop, which was later taken over by Garnet with second hand furniture and next door to that was Ray Staff's grocery store. The store was demolished by 1963 for the BP Evergreen Service Station. Situated near the top of what was known as 'Policeman's Hill' according to Miss Ivy Reynolds, neice of the photographer, Tom Prior. From the left, Eltham Court House, Police Residence and Police station on Main Road and corner of Brougham Street. These buildings formed part of Little Eltham and still stand (without the front fence) today though the Police Station was demolished in 1986 due to termite damage. A replica was built circa 1989. The institutions of law and order in Colonial Victoria included the police, courts and prisons. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. About 1989, after some years of discussion, a replica Police Station was built, based on photographs, to act as a lunchroom and meeting room for the Parks and Environment staff and volunteers doing community service. In 1996 Eltham District Historical Society held discussions with Nillumbik Shire Council commissioners throughout the year regarding a home for the Society. A proposal was put forward by the Society in October to occupy the former Police Residence. In March 1997 Eltham District Historical Society gained access to former Police Residence and on July 12, 1998, moved into its Local History Centre. The Reynolds/ Prior collection of photographs were taken by Tom Prior, the maternal uncle of Ivy Reynolds, around 1900 and the 60 photos in the album give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. lvy lived in the family home for many years at 106 Thompson Cres Research. Ivy's father, Ernst Richard Reynolds and grandfather, Richard Reynolds, lived at the same address. Ivy's father Richard worked for Mr. Trail on his property in Research. Reynolds Road is named after the family. Mr Tom Prior (wife Eva) worked at the Melbourne zoo. He was very innovative and made his own camera, using the black cloth hood to exclude the light. Farmhouse built in the late 1800s by the Crozier Family. Subsequently owned by the Hill Family. Purchased in the early 1960s and by 1965 the property was owned by the Shire of Eltham. Employees of the Shire lived in the house. In 2006 the Shire of Nillumbik demolished the house which had been subject to extensive vandalism. In accordance with heritage advicde and a permit condition a sign was placed on the site outlining the history of the building. This was installed and remained in place till about 2016 when it was removed. The lands adjoins Alistair Knox Park. By 2010 the Eltham Skate Park was developed. One of the last houses to face demolition.Single fronted weatherboard with striped veranda blind, brick chimney over front rooms with TV aerial. Green painted walls. Red painted iron roof over veranda and under veranda rail. Adjacent to Target entrance.The 'Miss Stayput' house in the car park out the front of Target in Camberwell. You can even see the Target logo on the building. The house was owned by Mary Campigli, who defied the council order to move, and won her case in court. She stayed in the house, surrounded by a car park until she died in 1983 at the age of 94. The house was finally demolished soon after.

A4 size wire-bound book compiled by Bryce RaworthINTRODUCTION: This heritage impact assessment (HIS) was prepared at the request of the City of Maroondah, the owner of the subject property at 1 Bedford Street (sic), Ringwood. It relates to a proposal to demolish the existing shop on the site and construct a multi-storey car park incorporating a commercial tenancy at the lower levels. It reviews the significance of the existing building on the site and the contribution it makes to the surrounding streetscapes, then comments on the heritage impacts of the proposed demolition in the context of the significance of the place and broader considerations. This office has previously provided an Historical Overview of the subject site (June 2020) and this assessment draws upon that previous research and analysis. The report has been prepared by Guy Murphy and Bryce Raworth. CONCLUSION: The proposed demolition of the former Blood Brothers Store at 1 Bedford Street (sic), Ringwood and the construction of a multi-storey car park on the enlarged site will result in the loss of some significance to the Heritage Overlay. The degree of loss is moderated by the partial intactness of the store, its modest character and the loss of its original setting, as well the proposal to implement a heritage interpretation strategy for the site. When considered in the context of the broader range of urban planning considerations and broader net community benefit, the proposed development is supported with respect to heritage impacts.

This laneway which ran between Bamford's Timber Yard on the corner of Warrandyte Rd and Maroondah Hwy became Civic Place. Two storey building is Renong Chambers. 'Ringwood Mail' office at end of lane in Adelaide St." Another copy's backing sheet reads, "Mail Office. Lane went to Melbourne St. Ham's Billiard Saloon, Renong Chambers (2 storey) bot. left Jack Orr's clothes hoists. Bot. right Horman & Woolhouse plumbers." Another copy reads, "This laneway became Civic Place."

The Kraft Walker Cheese Co Pty Ltd entered into an agreement with Warrnambool Cheese and Butter Factory Company in 1935 whereby the Kraft company leased premises from WCB. This arrangement remained in place until the 1990s. WCB took over the Garvoc factory in the 1920s. The framed photographs were presented to University of Ballarat to commemorate 140 years of Technical Education. The Ballarat School of Mines was the first site of technical education in Australasia.Framed photographs of two views of the Ballarat School of Mines Administration Building. The first was was taken c1901 and shows the former Ballarat Circuit Couthouse (now demolished) and the original front of the former Ballarat Wesleyan Church. In 1978 Diamond Valley Shire recognised the need for a new public hall in Diamond Creek. Council considered the Bini shell form of construction which was in operation overseas and in use in New South Wales as libraries, gymnasiums, sports centres and multi-purpose centres. The Council gave the go-ahead. A site was chosen opposite the Hotel and close to the railway line. One day in - the following year, in 1979, activity stood still in Diamond Creek as school children and other excited spectators watched the one-hour inflation of the Bini Shell. This unusual method of construction was invented by Italian industrial designer and architect Dante Bini. The construction pneumatically raises a level of reinforced concrete from ground level which has not been set, using an internal balloon. The inner membrane inflates and compresses the mesh and concrete against the outer membrane. A net of flexible steel rods was laid on the building’s circular base, on the top of a fabric bladder. 300 tonnes of reinforced concrete were poured onto the mesh and a sealed cover laid over the concrete making a sandwich of cover, bladder and mesh. Compressed air was pumped into the bladder and the sandwich slowly began to rise and become a massive self-supporting dome. After inflation and removal of the outer membrane workmen filled in any holes. It was some days before pneumatic drills pecked out the first opening. The ceiling of the concrete dome was lined with fluffy insulating material. The dome was 36 metres in diameter at the base and 12 metres high in the centre with a usable floor space of 670 square metres. An opening night dinner was held to celebrate the new facility on March 12, 1980. Shire President Ron Pata made a speech and unveiled a plaque. It was the first public building in Victoria to be erected using the Bini Shell design method of construction The facility could cater for up to 400 people and in 1980 a fee for use was $100 for up to 200 people, $150 for up to 300 people and $200 for up to 400 people. For the next ten years or so, locals attended the hall for marital arts classes, basketball and netball games and school discoes and various other activities. After pieces of concrete fell off a Bini shell interstate due to a construction fault, the Council closed the centre. Demotion took place during the Diamond Creek Town Fair in 1991, as part of the annual Town Fair’s program. Research by L.P.
