On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Surrey Panels was started by Maurice Dalzell (Maurie) Costello (1918-2000) in 1948, soon after the first Holden was released. Maurie later brought his sons Alan, Robert and Brian into the business. F H Stevens Motors started in North Balwyn at a similar time and in 1982 was taken over by the Costello brothers, with Robert as General Manager. Members of the Costello family have been around the Surrey Hills area for many decades. Maurie’s parents Thomas Maurice and Mabel Isabel Costello lived at 43 Box Hill Crescent, Mont Albert North. Thomas was a cattle dealer and related to the Costellos of Costello’s Jersey Dairy (demolished) in Mont Albert Road, Balwyn. Prior to starting the business Maurie is listed as a market gardener living with his parents in Box Hill Crescent. He married Mavis Jean Guillerme in 1942. Surrey Motors and Surrey Panels are well known businesses serving the Surrey Hills community for decades.A small booklet, yellow in colour, designed to fit in the glove box of a car. Roadside buildings, formerly Doney's General Store. Doney's operated from the 1880s through to the late 1960s. It was situated at the head of the present day Research shops on Main Road near the corner of Raglan Road. By the 1960s it was under new ownership. The Store had a residence at the back. Signs promote The Herald and Sun newspapers, four 'n twenty pies, coca cola and more. A public phone box is in the front of the store. Beside the store is possibly an old farm building with more signs advertising honey, Streets, Tarax and a local bottle dump. These two pencils have been marked with names to serve as advertising items and souvenirs. One is from Zanos’ Elite Café of 80 Liebig Street. This café operated in the 1950s and 60s. The other is from the Jaycee 20th Victorian Zone Conference of 1965 held in Warrnambool. The Warrnambool Junior Chamber of Commerce (Jaycees) was established in the early 1950s to advance business and encourage civic leadership in its members. The Briquette Company was a sponsor of the 1965 Conference.These pencils are of minor interest as examples of advertising techniques used in the second half of the 20th century. This box contains maintenance equipment for a Remington typewriter. The Remington company was founded in U.S.A. and it produced the world’s first typewriter for commercial use in 1873. In 1886 the Remington family business was sold but the name was retained and typewriters with the Remington Rand brand name were sold from 1927 on. Typewriters have now been replaced by computers. This box of equipment belonged to Dr Horace Holmes who would have used a typewriter in his medical practice in Warrnambool in the first half of the 20th century and perhaps would also have used a typewriter in the activities of the many community groups with which he was associated. Horace Iles Holmes (1877-1959) was born and educated in Tasmania and he completed a medical degree at the University of Melbourne. He commenced a practice in Warrnambool in 1906 and was the honorary Medical Officer at the Warrnambool Hospital and Warrnambool’s Health Officer. His practice was at ‘Ierne’ at the corner of Spence and Kepler Streets. He was an early member of the Royal Australian College of Surgeons and was prominent in community affairs (foundation President of Warrnambool Rotary Club, a member of the Warrnambool Masonic Lodge for over 50 years, a Warrnambool Hospital Committee member, a long-term Trustee of the Warrnambool Methodist Church and President of the Lyndoch Hostel for the Aged Committee. Dr Holmes also had agricultural interests and enjoyed fishing, bowls and golf. This box of typewriter equipment is of interest as an item in the collection of Horace Iles Holmes, a doctor who was prominently associated with the professional and community life of Warrnambool for over 50 years. This is a rectangular-shaped black cardboard box with a detachable lid. The box contains eight items used for typewriter maintenance. They are a glass bottle containing typewriter oil, a round metal oil dispenser, a small metal hook, a small metal spanner, a metal wire brush, and three bristle brushes, one with a bone handle and one with a wooden handle enclosed in cellophane. The box is somewhat stained inside.
