The cottage and land were purchased by the Shire of Eltham as the site for a new shire office building. The cottage was destined for demolition but members of the community concerned at losing one of the areas earliest buildings (built c.1859) initiated a fund-raising campaign to save the cottage. In 1964 the cottage was dis-assembled, all the bricks numbered and reassembled several hundred meters to the south on a site between the Gahan house and the Eltham Railway Trestle Bridge (present-day Panther Place), which became known as the Eltham Common. The new shire offices at 895 Main Road were opened in 1965. Following the Kennett Government amalgamation of local government areas in 1994, the Shire of Eltham ceased to exist, and a new Shire of Nillumbik was created 15 December 1994 from the former Eltham shire and parts of the Diamond Valley shire. The former West Riding which included parts of Montmorency, Lower Plenty and Briar Hill were ceded to the new City of Banyule. Commissioners were appointed for several years and the new Council occupied the former offices of the Shire of Diamond Valley in Greensborough. The former Eltham Shire offices remained vacant until August 1996 the Commissioners suddenly elected to have the former Shire offices demolished immediately and the site has remained vacant ever since. It was not until 1997 before the community was allowed to democratically elect new Councillors to represent them. In 1964 the Shire of Eltham acquired the land upon which Shillinglaw Cottage stood for the purposes of building a new Shire Office. Shillinglaw Cottage was to be demolished but a campaign was managed by the local community to save Shillinglaw Cottage which was relocated to its present day site, (Panther Place, Eltham) immediately in front of the Gahan house as viewed in the photo. View looking across Main Road to Wingrove Cottage (c.1950s), former home Charles Symons Wingrove. Charles Wingrove was a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and, as Shire Engineer and Secretary to the Heidelberg Road Board. He was part of the Committee to establish the Church of England at Eltham. The Wingroves were an important pioneer family of Eltham and Wingrove Cottage is one of the most important heritage buildings in Eltham as one of the few surviving 19th century buildings. Reputedly built in 1858, Wingrove Cottage was recorded in the 1859-60 Eltham Road District rates book as a brick house owned and occupied by Wingrove with a Net Annual Value (NAV) of ₤30. In 1861, the year the Church opened, Wingrove's house was identified as a two -roomed brick cottage. Charles Wingrove is buried with other members of his family in the cemetery at St Katherine’s Church, St. Helena. St Mary's Catholic Church, cnr Main Road and Henry Street, Eltham was opened/blessed October 13, 1912. The wooden church was built to replace an earlier brick church also known as St Mary's (1865-1912), which had been situated on the main road near present day Wingrove Park. The church and land cost £1,400 (Evelyn Observer). The wooden church was destroyed by fire in 1961. A new modern architecture (1960s) style church was erected - Our Lady of Help Christians Church. The second St Mary's Catholic Church Eltham was located at the corner of Main Road and Henry Street, Eltham and was opened/blessed October 13, 1912. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is made from hand made bricks laid in a Flemish bond pattern. In the 1960s it was marked for demolition to make way for the construction of new council buildings but a community campaign saved the cottage and it was re-located. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). Sidney and Ivy-Jane Browne purchased the Lower Plenty ‘Golf Club’ Hotel in 1940. They owned it until 1943. Their daughter, Irene Stella, was born in Eltham in July 1923 and would have been between 17 and 20 years of age at the time this photograph was taken. Ivy-Jane (nee Williams) was born in Eltham in December 1899 and was the sister of George Alfred Williams who is commemorated on the WWI plaque at the back of St. Margaret’s church, Eltham, and whose name is also listed on the Cenotaph in front of the Eltham War Memorial in Main Road, Eltham. Irene Browne married Leslie Allan Walker in 1945 and following his death in 1958 she married Charles William Smith. She died in 2008 and is buried in Omeo Cemetery along with her husband, Charles Smith. Her granddaughter, Veronica Gunn, advises a few years earlier, Irene’s son took her to the hotel and spoke with the then owner who showed Irene the photo, which she confirmed was of herself. EDHS Newsletter No. 182, September 2008 In the late 1970s when our Society was the Shire of Eltham Historical Society, an offer was made to the Society regarding use of an old cottage at Christmas Hills. For various reasons the offer ultimately lapsed The cottage sat beside Watsons Creek just outside the then Shire of Eltham but following municipal restructuring it now lies within the Shire of Nillumbik. At that time some research on the cottage was carried out for the Society by Keith Chappel as part of a larger research project that he was doing. Keith's notes were taken from Lands Department records and showed that house is the subject of a permissive occupancy of Crown land comprising the creek reserve. In 1903 a Miners Right of one acre in area was granted to Edwin Samuel Birch. In 1907 Birch applied to purchase this land but was unable to because it was part of the creek reserve. The documents show that the house existed at that time. Birch died in 1932 and his daughter Honor Mary Birch was granted a permit to occupy the residence. The future of the cottage remains precarious because of its location on Crown land. In 2007 the Andrew Ross Museum began a campaign to ensure that it is preserved. It included a video presentation on the history of the cottage under the title of "This Old House- Birch Cottage".
