On 15 January 1964 the Shire of Otway was going to poll its ratepayers about a loan required to build temporary municipal workshops and a Shire Engineer's office in the Apollo Bay Riding. This led to a number of objections at public meetings in the west and central ridings, such that a Committee of protest was formed, with a nominated Chairman, Secretary and members, to put to ratepayers their considered point-of-view of disapproval. After drafts the Committee produced a printed flyer for distribution to ratepayers summarising the Committee's position. The Committee knew and agreed with a Council Sub-Committee's recommendation to Council of a new, adequate building on one site of suitable size. However, this did not happen. Instead Council moved for loans for temporary renovations of existing buildings. This the Committee objected to believing that Council must decide on a final location before any consideration is given to borrowing money for temporary repairs. The 1st Kew Scouts was one of the first Scout Troops in Victoria, being formed in 1909. From 1927 they met in a magnificent Scout Hall in Disraeli Street, Kew until it was demolished in 1993. Still operating (in 2020) from their new Scout Hall on the corner of Kilby Road and Kellett Grove, Kew.1st Kew Scouts with the Governor of Victoria and Chief Scout, Lord Somers. For many years Victorian Scouts participated in a competition camp at the Gilwell Park Scout Camp at Gembrook. The Governor of Victoria has traditionally taken on the honorary role of Victorian Chief Scout and would have been visiting the camp to encourage the Scouts. The names of the Scouts featured in the photograph are inscribed on the mount and include two Rovers, who would have been acting as Scout Leaders on the camp, and two Scouts (who are peeling some spuds for dinner).Front: "Gembrook, Easter, 1928 / Rover C.H. Miranda was a very popular journalist of this era, whose homely style appealed to many readers, especially women, her main audience in her writing. Here she talks about renting a new demonstration holiday home (probably a Coldon Home), which, although small, had a 'dream kitchen'. She describes the birds and walk through the wattle to the beach, but also the many blocks for sale and wonders what the island will be like in 10 years time from their visit. Her son drove them to Pyramid Rock where they almost got bogged on the road. They visit the usual spots, which she describes with a combination of curiosity and enjoyment. She also mentions another block fenced off on the main road which was a gift from the ratepayers of Phillip Island, and which the Young Farmers were to plant out for koala trees.This article is significant because thousands of Weekly Times newspaper readers read Miranda’s letter article without fail each edition. She describes renting a house for a holiday, which indicates the move away from family holidays in guest houses. She also describes some of the rough roads in parts of the island at the time. She concentrates on the island’s natural attractions rather than man- made tourist attractions, which is also significant in letting us see why people would visit Phillip Island in that era. Miranda also predicts the explosion of the holiday home owner market which took place soon after, and continues today though in a more controlled way.Photocopy of newspaper article cut out from full page.
