First radio appeal for 3RPH raising over $30,000, opening of the new Baringa Day Centre at Shepparton. 30/6/1996 the annual report highlighted the Centenary of AFB it was noted that self-help has always been the major emphasis underpinning the work of the Blind Member's Council. The Tilly Aston Fund raised over $1/2 million for the new National Information Centre. The peer support work and monitoring of services, ensures that we give back something to AFB, for the support we receive. BMC representatives made 70 visits across the State. The Council registered the Tilly Aston Rhododendron as a lasting way of acknowledging the work of our founder. 19/9/1997 The Chairman welcomed those present to the second combined meeting of the AFB and the Tilly Aston Customer Council. The Council welcomed the change in Articles and Memorandum of the Association and the formation of the Tilly Aston Customer Council which allowed all customer of the Association automatic membership and input to the monitoring of services. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966. A large part of this collection of civic ephemera was assembled by W. D. Birrell. This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. This 1989 booklet contains lists of publications connected with Warrnambool and District and it was compiled by W. Pinson and M. Johnstone. The publications listed were ones held at the time by the Warrnambool branch of the Corangamite Regional Library Service and the Warrnambool Institute of Advanced Education library. The publications are listed under the headings of Community, Environment, Heritage, Industry and Tourism. Although the information in this book is well out-of-date, it may be of interest to researchers today. The publications may still be available at the Warrnambool Library or at the South West College of TAFE in Timor Street Warrnambool or at Deakin University in Warrnambool. This is a soft cover booklet of 162 pages. It has a pale blue cover and is bound with black tape. It has a map of Warrnambool city, an Introduction, an alphabetical listing of publications concerning Warrnambool City and Shire and an Index. Some highlights include: 3/12/1982 the film, 'A world that is dark', which was made by AFB for television release is now available on video. 31/8/1984 the Blind members' brochure includes sections titled 'Yesterday, Today and Tomorrow' which outlines the history, present position and the aims for the future of the AFB, 'Information about Blind Members' and Blind Members' Council', List of AFB homes and centres' and 'An invitation from Bryan Sitlington to be a Blind Member accompanied by an application form. It will be available to all visually impaired people, their family and friends, AFB staff and suitable for distribution at doctor's surgeries. 14/12/1984 it was reported 29 new Blind members were elected at the September meeting and the 1,000th member was among them. 8/6/1984 Mr John Blanch reported that the General Committee had approved, although rather reluctantly, Mr John Wilson's resignation and had appoint Mr John Cook as his successor. 13/9/1985 Mr John Blanch reported that following Mr Pat Lightfoot's resignation he had contacted Mr John Wicking to offer him the position of sighted representative on Blind Members' Council. John Wicking had been approached for role on the BMC however he was unable to attend Fridays. It was moved to move the meetings to the last Monday of the Month, after approaching John Wicking again. Council members agreed that if John Wicking took the position it would be good as would have been held by Pat Lightfoot and John Wicking, both past Presidents of AFB. Mrs Margaret Canavan and Mr Alan Cooper had been selected to attend a garden party at Government House with Her Majesty the Queen and His Royal Highness the Duke of Edinburg on Thursday March 6. The original Kew Town Hall offices were located in Walpole Street, Kew. Before 1960, even though it had been much discussed over a number of decades, Kew did not have a 'civic hall'. When required, events such as balls, exhibitions or theatrical events were held in the Kew Recreation Hall in Walpole Street. A new City Hall was to be opened by Sir Robert Menzies in 1960. It was located beside the Alexandra Gardens in Cotham Road. It is now used as the Kew Library. Cr Hugh George Ferguson (at right) was born in June 1900 in Williamstown. After his family moved to Kew, they lived in Fernhurst Grove while his future wife’s family lived in Fellows Street. He married in 1940 and subsequently joined the Australian Imperial Forces. After the war he worked as a Billeting Affairs Organiser for the Dutch Government, resettling migrants in Australia. He also worked in advertising as an account manager, and was campaign director for Arthur Rylah is Victorian politics. He organised the first major trade fairs at the Royal Exhibition Buildings after the Second World War, including a World Trade Fair. He built a home in Brougham Street and represented North Ward on Kew Council from 1952 to 1968. He was elected Mayor for the 1959-60 term. He died in 1975, aged 75, and is buried in Boroondara Cemetery.An item of historical interest donated by members of the Dods family in 2006. The Dods-Ferguson Collection includes a number of items once in the possession of the families related to or descended from two mayors of Kew: Cr. Hugh Ferguson and Cr. Lightfoot Centre after the immediate past President of AFB. The Council has been successful in having included in the learner driver book of road rules a question on the significance of the white cane. 30/7/1979 The Chairman, Mr Sitlington, represented Blind Members at the opening of the Ballarat Day Centre, Kelaston, in April. 30/6/1980 it was reported that the BMC welcomed 119 new members during the past twelve months. This navigation cart of Lady Bay and Warrnambool Harbour was originally surveyed in 1870 but this version includes the update for magnetic variation in 1893. Since the printing of the chart several annotations have been added. These include an additional stamp dated 15-8-1910, a handwritten comment across the top of the page dated August 1910, and another handwritten comment regarding the ‘Proposed Extension of Dock’ dated 19-2-1925, plus connected drawings, notes and figures. The 1925 proposal on this chart may have been a reaction to the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. The Breakwater construction had begun in 1874 and was completed in 1890. The Victorian Government had commissioned Sir John Coode, a British harbour engineer, to present a plan to complete the Warrnambool Breakwater but his original plan was too expensive. He prepared a revised plan for a shorter structure. The construction proved to be too short to protect adequately from the weather and didn't allow enough depth for larger vessels to come into port. The decreasing trade was further affected by siltation in the bay due to the breakwater, and the completion of the railway line. The situation of the harbour became a real problem by 1910 and required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem and by the 1940's the harbour was no longer used. More alterations were made in the 1950's and 1960's. This chart is significant for its strong connection to the maritime history of Warrnambool Harbour and Lady Bay and the Warrnambool Breakwater. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). The Warrnambool Breakwater is one of the most important late 19th century maritime engineering projects in Victoria and significant in the development of Victorian coastal shipping. It is also significant for its connection with British harbour engineer, Sir John Coode. The chart is a historical record of structures existing in 1893; the Warrnambool Jetties, Warrnambool Breakwater in Lady Bay, the leading lights (lighthouses), streets, roads, bridges and many buildings.
