This folder of text and photographic memorabilia relating to Robert Wilson Baxter (1935py) is a fascinating record of this former student's service and ultimate sacrifice for his country. Robert Baxter was awarded the George Medal on the 28th July 1942 for heroism in rescuing a fellow crewman from the burning wreck of their aircraft. The Medal was received by his family after Robert's death on 7th August 1942 as a result of an accident while taking off on operations. Robert Baxter's father, also Robert Wilson Baxter, was a Ballarat businessman who purchased the Ballarat Star Newspaper in 1897, selling it to the Courier in 1924. He was also part of Baxter and Stubbs Pty. Ltd. (Printers). Robert's mother attended Mrs Kennedy's School for Girls. Items in the folder have historical significance as they document the service and sacrifice of a RAAF sergeant during World War Two. The 1914–15 Star was authorised in 1918 and was awarded for service in specified theatres of war between 5 August 1914 and 31 December 1915. A recipient of the 1914 Star could not also be awarded the 1914–15 Star. The medal is accompanied by its original box. The Holgate medals were the first war medals held by BCC archives. They have historical and social significance for the College.The 1914-15 Star is a four pointed star of bright bronze, ensigned with a crown. The obverse has crossed gladius, overlaid with an oak wreath that is ensigned with the cypher of King George V. A scroll bearing the legend 1914-15 is centrally placed across the crossed blades. The British War Medal 1914-20 was iInstituted by King George V in 1919 to mark the end of World War I and record the service given. The qualification period was later extended to cover post-war mine clearance and service in Russia during 1919 and 1920. The British War Medal was awarded for service in a theatre of war between 5 August 1914 and 11 November 1918. Those eligible included members of women's organisations; persons on the staffs of military hospitals and members of recognised organisations who handled sick and wounded; and members of other duly recognised or other authorised organisations as specified in medal regulations. The qualification period was later extended to cover post-war mine clearance and service in Russia during 1919 and 1920. Lieut E. S. Holgate was mentioned in despatches for Gallantry in the Field 24/25 April 1918. He was killed in action at Villers-Bretonneux, 27 April, 1918. The British War Medal completes a trio of medals awarded to Lieut. E. S. Holgate, including the 1914-15 Star and the Victory Medal. The Holgate medals were the first war medals held by BCC archives. Instituted in 1914, the Military Cross (MC) was issued for gallantry in presence of the enemy to warrant and junior officers of the Army who were ineligible (on account of their rank) for the Distinguished Service Order. During the First World War, it was also available to equivalent ranks in the Royal Naval Division and Royal Marines and it later became available to equivalent ranks in the RAF for acts of gallantry on land. The equivalent award for the other ranks for gallantry on land in presence of the enemy was the Military Medal (MM) which had been instituted in 1916 and, similarly to the MC, later became available to RAF other ranks serving on the ground. This medal was awared to Pte H. S Holgate for bravery in the field in 1917. Pte Holgate was killed in action at Zonnebeke 11 October 1917. The fire screen was gifted to Mr J J Watson at his retirement in 1952. The assembly hall at the Mair Street property was named in his honour. Mr J J watson was a member of the school council from its inception in 1919 when he was elected as a representative of Scots' Church. He succeeded Rev J T Riddle as secretary to council in 1920. In 1954 the assembly hall at the Mair Street property was officially named Watson Hall in his honour. In 1957 the constitution of the Council was amended to enable Mr Watson to be elected its first life member. The fire screen was returned to the school by the family after his death. In a tribute in 1952 at the time of Mr watson's retirement from secretarial position on council, Principal Kerr said, 'Mr watson's family was friendly with the Kennedy(founder) family in Ireland, so that his interest in Clarendon was almost hereditary. His breadth of vision, generosity, devotion to the advancement of the school in every way, and meticulous care of the property and ikts interests, have given him a unique place in the hostory of the school. The WWI Death Plaque (Dead Man's Penny) was issued to the next of kin of servicemen/women who had fallen in the Great War between 1914 and 1918.This plaque was given to honour the service of Ballarat College old collegian Harry Spencer Holgate who entered the school in 1894. On leaving school he became an auctioneer at Muswellbrook and Scone. He enlisted on 24 May 1916 and was awarded the Military Medal at Polygon Wood in September 1917. He was killed at Zonnebeke on 11 October 1917. His brother Edward Spencer Holgate was also killed while serving his country during World War 1. Of the 305 Ballarat College old collegians who enlisted in WW1 65 gave their lives for their country. This 'death penny' is representative of the incredible sacrifice given by this huge percentage of the school's community. According to the school magazine 'The Minervan December 1954' the book was compiled to honour former students who were members of the forces in World War II. See file attached. The book was displayed in the ballarat College reception area until 2014. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. On 2 April, the number of cases in Victoria exceeded 1,000, including over 100 healthcare workers. On 5 April, New South Wales Police launched a criminal investigation into whether the operator of Ruby Princess, Carnival Australia, broke the Biosecurity Act 2015 (Cwth) and New South Wales state laws, by deliberately concealing COVID-19 cases. On 6 April, the Department of Health revealed that 2,432 people recovered from the infection as the federal government started reporting recovery statistics. This is more than a third from the official number reported so far, Deputy Chief Medical Officer Professor Paul Kelly stating, "I think it is important. Firstly it really reinforces that message, which is a true one, that most people who get this disease do recover”. Clarendon PLC celebrated its 125th anniversary on 11-12 September 1993. Events included a dinner on Saturday evening at the Balanada Room, Main Road, Ballarat, a Sunday morning service in the College Chapel, Sturt Street campus and an informal luncheon in Watson Hall, Mair Street campus. A recipient of the 1914 Star could not also be awarded the 1914–15 Star. Albert was born 29 June 1897 at his home 'Ashford Vale" farm, Cuthbert's Road, Cardigan. Albert, a second generation Australian, was the fourth son and sixth of eleven children born to dairy farmer John White and his wife Elizabeth, nee Douglas. Albert attended Bunker's Hill State School prior to enrolling at Ballarat College. After College he obtained employment with the engineering firm Ronaldson and Tippett in Ballarat. Following his eighteenth birthday Albert enlisted in the AIF in Ballarat with the rank of Private, No 2012. He embarked for the Middle East with 23rd Battalion on 26 August 1915 and was 'taken on strength at the Gallipoli Peninsular 25 October 1915". On 10 January 1916 Albert was posted to Alexandria, Egypt and during this time he was able to meet with his aunt Rose Douglas, an Australian Army Nursing Sister. This was a great comfort to his family. Albert was sent to France 19 March 1916 and transferred to the 22nd Battalion. He was mentioned in dispatches for 'good and gallant conduct' 5 August (1917?). Albert was hospitalised 30 March 1918, rejoined 22nd Battalion 3 June 1918, wounded in action 3 October 1918 but died of wounds at Rouen 10 October 1918. news of his death was received by his family in Australia just prior to the armistice. The obverse has crossed gladius, overlaid with an oak wreath that is ensigned with the cypher of King George V. A scroll bearing the legend 1914-15 is centrally placed across the crossed blades. Constance Ross was an early pupil at the school attending classes during the Kennedy era (1876 - 1902), teacher until retiring in 1935, but returning 1940 - 1943 during the war years. Constance served on the Clarendon Council 1925 - 1949. In 1954 the school named a visual education centre at the Mair Street campus the IC Ross classroom. The room was furnished and equipped by the Old Collegians Association to honour the long school service of Constance Ross. Large, thick cloth-bound book with embossed design; ornate gold lettering on front cover; very poor condition - lettering missing from spine; the book is accompanied with a hand-written note from Constance Ross dated Nov 1929.
