The general public was fascinated by the nightly 'Penguin Parade' on Phillip Island. Many articles have been written about the birds and the Penguin Parade attraction since the 1930s. So many people spent their summer holidays on Phillip Island in one of the many guest houses, then caravan parks and holiday homes and a visit to the Penguin Parade by them and their visitors was very common during their holidays. Articles tended to be a mix of basic penguin behavior information and anthropomorphic descriptions. Accompanying photographs were almost invariably taken by flashlight (now illegal), or of penguins taken from their burrows during daylight hours for photo opportunities. This article, written in the 1950s, describes the management of the Penguin Parade at that time as being run by the Penguin Preservation Committee. Due to increased numbers of tourists in the post-World War Two era, and the increased popularity of the Penguin Parade, without sufficient public education or protection of the penguin habitat, many Little Penguins perished during the 1960s. These two letters discuss the secretarial requirements of Legacy in the 1930s. One is a letter to Legatee Os Gawler outlining the costs incurred by the Board of Management General Fund for the past 3 and half years that related to the secretarial fees of Miss Wheeler and stationery and phone expenses. It was written in response to a request by the President. The second letter shows there was a resolution a couple of weeks later that the Board moved to appoint a sub committee. The sub committee consisted of Legatees Gillespie, Russell, Cremor, Parkes, Birrell, Kemsley, Meldrum and Gawler. The sub-committee decided that the co-ordination of the club was best served by a paid male Assistant Secretary and Employment Officer who would be responsible for all the administrative and employment work, assisted by a typist. Also that when that was enacted the services of Miss Wheeler and Mrs Andrews were no longer required. These documents show that the club had recognised the need for paid assistance in their administration. The notation H9 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. A letter to the President of Melbourne Legacy from a representative of a sub-committee. The pencil mark on top of first page could imply it came from Legatee Stan Savige. Date is not known, the first section refers to a resolution of the Board of Management in 1930. That resolution was 'That members of the Club make every effort to influence trade towards Returned Soldiers in business, particularly fellow members, and accept every opportunity at this juncture to carry this into effect.' The rest of the report is a discussion on the impact of this resolution and how it can be made effective in the working of the Legacy spirit. It is possible the report is incomplete as it ends abruptly on page 5. The notation H12 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. In the report on the work of Legacy in 1953 (see item 01491) it was mentioned that the education of Legatees was seen as something that needed to be addressed and a formal induction process with proper training would be necessary. A two page report was included as attachment 'C'. This is the report. It mentions the Board of Management decided to inaugurate a course of classes, over six Monday evenings. The topics covered: 1) The structure of Legacy and the nature of contact work. 2) Welfare Committee and Welfare assistance available from statutory sources. 3) Education and Employment Committee 4) Residences, Housing and Accommodation, Camp and Holidays Committees. 5) The Medical, Dental, Boys' and Girls' Group Committees. 6) Personnel and Comradeship. Two letters dated 12th June 1972 and 18th June 1972 from Legatee D.B. Carter to Legatee E.G. Baker as a member of the Board of Management, discussing the Residences Review Sub-Committee Report of April 1972. (Cat. No. 01674). L/- Carter challenges many of the items in the report in quite an emphatic manner before offering his own recommendations in the first letter; not content with this lengthy letter, he revisits the matter only six days later and 'urges' the Board of Management to appoint a sub-committee to examine not only accommodation of problem children, but also whether Melbourne Legacy funds are being used in the most effective way. Supplement to the Melbourne Legacy Bulletin No. 2463 which discusses how the Club should be structured after 1979, dated 27/6/79. It notes that the number of children being cared for was diminishing rapidly and immediate action should be taken with regard to the recruitment of Legatees and the adjustment of Branch boundaries. In 1978 the number of Junior Legatees had dropped to 3103 and by 1988 this figure was expected to be 280. However the 16,654 Legacy widows in 1978 was expected to increase to 24,700 in 1993. The work was split between 15 Branches, but the adjustment of Branch boundaries was not investigated in detail. The photo appeared in the President's Highlights report in 1989 to introduce him as the new President. The caption mentioned 'Tony Norris was born in melbourne and now lives with his wife Barbara and two daughters in Essendon. Working at the MMBW in 1966 he was conscripted and joined the 7th battalion R.A.R. Between 1967/68 he saw active service in Vietnam and on return from service rejoined the Board of Works. He is currently Director of Human Resources of that organisation and joined Melbourne Legacy in 1972. Lists the rank and file committee - see key associations. Latham’s frustrations were shared by several would-be heroes in Victoria. In 1977 Paul Krutulis gained an exemption from union membership from the Arbitration Commission as a conscientious objector, only to find that tramway workers at Kew planned to stop work as soon as he appeared. Commissioner Cohen then recommended his dismissal, saying she “had to deal with the reality of the situation.” Krutulis later became president of a group called People Against Communism, before being murdered in September. Thus Krutulis departed the scene to be followed in early 1978 by motor mechanic Jack Kane, who had crossed a picket line at a Melbourne City Council depot. The AMWU forced the Council to sack him before it would end the strike. In September of the same year, Barbara Biggs succeeded in provoking a confrontation in the tramways where Krutulis had failed, by refusing to join the union and prompting 100 unionists at Brunswick depot to go on strike. The union executive had arranged token action confined to this depot, but the members wanted more. The strike spread to Preston, then 2,000 trammies at a mass meeting voted for an indefinite strike amidst “rowdy outbursts”. When Biggs complained at being excluded from the meeting a conductress told her, “We should have let you in, love.
