Field Marshal Viscount Kitchener of Great Britain was invited by Prime Minister Deakin in 1909 to visit Australia and advise on the best way to provide Australia with a land defence. Kitchener’s report echoed the bill, introduced to Parliament in 1909 and supported by the Opposition Labor Party at its 1908 conference, to introduce compulsory military training in peace time (referred to as universal training). On 1 January 1911, the Commonwealth Defence Act 1911 (Cth) was passed as law and all males aged 12 to 26 were required to receive military training. Men were divided according to age, with junior cadets comprising boys 12-14 years of age, senior cadets comprising boys 14-18, and young men aged 18-26 assigned to the home militia defence. The support of schools was vital to the success of the scheme, since the system of cadet training began in the primary schools, with physical training prescribed by military authorities. Junior cadet training was entirely in the hands of school teachers, who had first been trained by military officers. This early training was less military in nature than focused on physical drill and sport. It also acted to inculcate boys with the notions of loyalty to country and empire. At this age, uniforms were not worn, although there were schools with pre-existing uniformed cadet units, who continued to do so. Senior Cadets were organised by Training Areas, administered by Area Officers. If a school had at least 60 senior cadets, they could form their own units. Unlike their junior counterparts, Senior Cadets were issued uniforms, a rifle, and learned the foundations necessary for service in any arm of the defence forces. Boys and men could be exempted from compulsory training if they lived more than five miles from the nearest training site, or were passed medically unfit. Those who failed to register for training were punished with fines or jail sentences, and the severity of this punishment generated some of the strongest opposition to the scheme. While institutions such as the political parties and most churches generally supported universal training, some in the broader labour movement were less enthusiastic, as evidenced in the Daily Herald newspaper’s editorials and letters. Universal military training persisted after the conclusion of World War 1, with the Junior Cadet scheme the first to go, in 1922. Rees From the Ballarat School of Mines Magazine, 1916 "Our Competition Team, 1916 At a parade, held on the 25th August competition teams were called from from the three colleges - Ballarat College, St Patrick's College, and the School of Mines. In each case, a large muster was obtained, twenty-nine volunteering fro the School of Mines. On account of the number in a team being limited to 21, some had to be weeded out. The team decided to have a camp at Learmonth in the vacation for the benefit of training for the coming competitions. The tents, within our baggage, were brought to the Junior Technical School at 10 a.m. on Monday, 11 September. Everything was carted to the station on a lorry, which was very kindly lent by Mr C. Burrow. ... Arriving at our camp, which was in the Park, we first raised the tents. This was done in record time. Three large tents, A.B.C., were pitched one behind the other. We also pitched a smaller one to act as a provisions tent. The provisions supplied by each cadet were placed in this tent. Dinner was ready by 3.30, and was prepared by the three senior non-coms., who also acted as orderlies. Things went alright Monday night, the two senior non-coms. acting as sentries for the first two hours. On Tuesday morning Reville sounded at 7. There was no need for it, however, as nearly all the cadets were up before daylight, owing to their beds being too hard. After physical exercises were gone through we had breakfast. We then had rifle exercises until Messrs A.W. Steane and F.N. King arrived. The former put the team through the table of physical exercises set down for competition work, many valuable points being obtained. The visitors remained for dinner, afterwards returning to Ballarat. Wednesday was uneventful, until the soldiers arrived at about 11 a.m., stopping at the park for lunch. As we handed over the coppers, etc., to them, our lunch was delayed. Two more visitors arrived after lunch, and after taking a few photos returned home. That night we had a "Sing-a-long" in C Tent until "Lights out" sounded at 9.30. After physical exercises ad breakfast on Thursday, we went for a six mile route march round the lake, doing skirmishing on the way. In the afternoon we practised rifle exercises and the march past. A concert was arranged for that night, the chief singers being cadets H. Siemering and W. Shattock. Supper was served at the end of the entertainment. On Friday, Reveille sounded at 6.30 instead of 7, and, as usual, we had physical exercises before breakfast, after which the team went through skirmishing at the reserve. In the afternoon, section drill and the march past were practised. Friday night, being our last night in camp, leave was granted until 10 p.m., "lights out" sounding at 11. Reveille sounded on Saturday at 4.30, the reason being that all kits, tents, etc., had to be packed away ready to catch the 8.15 train to Balalrat. At 7.30 we were all ready to leave for the station. We had a very enjoyable time in the train, each cadet having a chip in at the patriotic songs. On arriving at Ballarat, we found the lorry awaiting us. The luggage was carted to the Junior Technical School, the team following. The team were here dismissed, everyone feeling that he had had a very good time. F.G. This pair of brass binoculars was presented to Tom Pearce in recognition of his heroic efforts at the wrecking of the Loch Ard and saving Eva Carmichael. They were presented to him by the Lady Mayoress of Sydney on 27th July 1878 on behalf of the colonists of New South Wales "In recognition of his gallant conduct on the occasion of the wreck of the Loch Ard". Tom (Thomas) Pearce was born in Ireland in 1859 and arrived in Melbourne two years later; he considered himself as Australian. Before sailing on the Loch Ard he had been at sea for three years as an apprentice sailor and had already experienced one shipwreck. Tom was on the deck of the Loch Ard with Captain Gibb throughout the night of May 31st 1878. It was mistakenly thought they were 150 miles (240 km) southwest of Cape Otway. By 2:00 am on June 1st, the wind was blowing "pretty fresh" but a thick haze remained and, when it eventually cleared, the land was so close the unsuccessful battle to save the Loch Ard began. After the ship struck Mutton Bird Island Tom and five others were sent to the lifeboats. Conditions were very dangerous as waves broke over the decks and they were all washed away. Tom found himself in the stormy waters and under a lifeboat, which had also been washed into the sea. After being swept into the gorge Tom left the boat and swam into shore; he was alone. Eva Carmichael, a passenger on the ship, had been snatched from her bed just before dawn and into the chaos, confusion and terror of the shipwreck, with rigging and rocks raining down. Thrown into the sea, she afterwards said: "God taught me to swim in my distressful plight, for I never swam before". Clinging to a spar, she was swept into the gorge and saw Tom Pearce walking along the beach. Upon hearing the cries of Eva, Tom swam out and with great difficulty brought her to the shore and placed her safely in a cave where he made a bed of grass and shrubs and gave her brandy to revive her. She sank into exhausted unconsciousness. Tom then scrambled to the top of the high cliff and after walking for some time he stumbled upon workers from Glenample Homestead. They rode back to the homestead for help but Tom insisted on returning to Eva. When Eva awoke she found herself alone, "cold, weak and terrified with the wild waves before me, and caves and cliffs around me" and upon hearing strange noises, which she imagined to be made by the local indigenous people, she hid. The noises were made by the rescue party from Glenample Homestead. After eventually discovering Eva they hauled her up the cliff in the darkness of night, “a work of great difficulty and danger” and took her to Glenample. Sadly, Tom and Eva were the only survivors of the 54 people on board the Loch Ard. Tom’s rewards for his bravery included the Gold Medal of the Humane Society, a gold watch and £1000 from the Victorian Government, a set of nautical instruments, (which included the binoculars) from the people of Sydney and £60 from the people of Warrnambool. He was also presented with a Bible by a “Friend of the Loyal Orange Institution of Victoria, Protestant Hall Melbourne” in August 1878. Coleman Jacobs composed the music "The Young Hero Schottische" and dedicated it, by permission, to Mr Thomas R. (Tom) Pearce. The sheet music was published in 1878 by Mr Roberts, professor of dancing and was on sale for 3/- (3 shillings) in aid of the "Loch Ard" fund. Tom Pearce went on to join the Loch Sunart on her return to England, only to be wrecked again off the Irish coast in January 1879. Tom left the Loch Line in 1883 and the following year married Edith Gurney Strasenbergh, the sister of his friend Robert who had died on the Loch Ard. They had three children, unfortunately, two of the male children were to die at sea. In 1895 Tom obtained his first command as Master of The Larne, a vessel with the Royal Mail Steam Packet Company. He remained with the company until he died in Southampton, England, on 14th December 1908. Tom Pearce never saw Eva Carmichael after he had fare welled her some 30 years before. Eveline Victoria Berta Carmichael was born in 1859 in Mountrath, Queens County, Ireland. After recovering from her ordeal in August 1878 Eva returned to Ireland and in 1884 married Thomas Achilles Townshend, a Civil Engineer. They had three sons, all of whom had successful military careers, and when Eva’s death notice appeared in the Melbourne Argus It read. "Townshend on 8th April 1934 aged 74 at her residence in Bedford, England, Evaline Victoria, widow of the late Thomas Archilles Townshend, C.E. of Co. Cork, Ireland. Mrs Townshend was the Eva Carmichael who, with the late Tom Pearce, were the only two survivors of the ship Loch Ard, which was wrecked near Port Campbell on June 1st 1878." The binoculars are significant for their association with the wreck of the Loch Ard and the only two surviving members of that wreck Tom Pearce and Eva Carmichael. Flagstaff Hill’s collection of artefacts from Loch Ard is significant for being one of the largest. The shipwreck of the Loch Ard is of significance for Victoria and is registered on the Victorian Heritage Register ( S 417). Flagstaff Hill has a varied collection of artefacts from Loch Ard and its collection is significant for being one of the largest accumulation of artefacts from this notable Victorian shipwreck. The collections object is to also give us a snapshot into history so we can interpret the story of this tragic event. The collection is also archaeologically significant as it represents aspects of Victoria's shipping history that allows us to interpret Victoria's social and historical themes of the time. The assemblage of items from the wreck is of historical significance in that they are associated with the worst and best-known shipwreck in Victoria's history. Pair of brass marine binoculars in a wooden box On the left hand eye piece, on the underside, is an engraved inscription and another engraved word. On the right hand eye piece there is another small inscription and on the underside there is a small green mark. The binoculars have a pattern of embossed tiny circles on the outside. Some of the patterning is very shiny due to wear and rubbing, there is a brass ring on the underside of the binoculars for the attachment of a lanyard. The wooden box has a hinged lid and on the front of the box in the centre is a lock, and at either end are two hooks and eyes. The box is split across the top for about 3/4 of the length. Marking on the left underside reads, 'Presented on behalf of the Colonists of New South Wales By the Mayoress of Sydney on 27th. July 1878 to Mr Thomas B Pearce. In recognition of his gallant conduct on the occasion of the wreck of the "Loch Ard"'. Underneath this inscription is engraved 'Sydney'. 1. Rock-art of the Western Desert and Pilbara: Pigment dates provide new perspectives on the role of art in the Australian arid zone Jo McDonald (Australian National University) and Peter Veth (Australian National University) Systematic analysis of engraved and painted art from the Western Desert and Pilbara has allowed us to develop a spatial model for discernable style provinces. Clear chains of stylistic connection can be demonstrated from the Pilbara coast to the desert interior with distinct and stylistically unique rock-art bodies. Graphic systems appear to link people over short, as well as vast, distances, and some of these style networks appear to have operated for very long periods of time. What are the social dynamics that could produce unique style provinces, as well as shared graphic vocabularies, over 1000 kilometres? Here we consider language boundaries within and between style provinces, and report on the first dates for pigment rock-art from the Australian arid zone and reflect on how these dates from the recent past help address questions of stylistic variability through space and time. 2. Painting and repainting in the west Kimberley Sue O?Connor, Anthony Barham (Australian National University) and Donny Woolagoodja (Mowanjum Community, Derby) We take a fresh look at the practice of repainting, or retouching, rockart, with particular reference to the Kimberley region of Western Australia. We discuss the practice of repainting in the context of the debate arising from the 1987 Ngarinyin Cultural Continuity Project, which involved the repainting of rock-shelters in the Gibb River region of the western Kimberley. The ?repainting debate? is reviewed here in the context of contemporary art production in west Kimberley Indigenous communities, such as Mowanjum. At Mowanjum the past two decades have witnessed an artistic explosion in the form of paintings on canvas and board that incorporate Wandjina and other images inspired by those traditionally depicted on panels in rock-shelters. Wandjina also represents the key motif around which community desires to return to Country are articulated, around which Country is curated and maintained, and through which the younger generations now engage with their traditional lands and reach out to wider international communities. We suggest that painting in the new media represents a continuation or transference of traditional practice. Stories about the travels, battles and engagements of Wandjina and other Dreaming events are now retold and experienced in the communities with reference to the paintings, an activity that is central to maintaining and reinvigorating connection between identity and place. The transposition of painting activity from sites within Country to the new ?out-of-Country? settlements represents a social counterbalance to the social dislocation that arose from separation from traditional places and forced geographic moves out-of-Country to government and mission settlements in the twentieth century. 3. Port Keats painting: Revolution and continuity Graeme K Ward (AIATSIS) and Mark Crocombe (Thamarrurr Regional Council) The role of the poet and collector of ?mythologies?, Roland Robinson, in prompting the production of commercial bark-painting at Port Keats (Wadeye), appears to have been accepted uncritically - though not usually acknowledged - by collectors and curators. Here we attempt to trace the history of painting in the Daly?Fitzmaurice region to contextualise Robinson?s contribution, and to evaluate it from both the perspective of available literature and of accounts of contemporary painters and Traditional Owners in the Port Keats area. It is possible that the intervention that Robinson might have considered revolutionary was more likely a continuation of previously well established cultural practice, the commercial development of which was both an Indigenous ?adjustment? to changing socio-cultural circumstances, and a quiet statement of maintenance of identity by strong individuals adapting and attempting to continue their cultural traditions. 4. Negotiating form in Kuninjku bark-paintings Luke Taylor (AIATSIS) Here I examine social processes involved in the manipulation of painted forms of bark-paintings among Kuninjku artists living near Maningrida in Arnhem Land. Young artists are taught to paint through apprenticeships that involve exchange of skills in producing form within extended family groups. Through apprenticeship processes we can also see how personal innovations are shared among family and become more regionally located. Lately there have been moves by senior artists to establish separate out-stations and to train their wives and daughters to paint. At a stylistic level the art now creates a greater sense of family autonomy and yet the subjects link the artists back in to much broader social networks. 5. Making art and making culture in far western New South Wales Lorraine Gibson This contribution is based on my ethnographic fieldwork. It concerns the intertwining aspects of the two concepts of art and culture and shows how Aboriginal people in Wilcannia in far western New South Wales draw on these concepts to assert and create a distinctive cultural identity for themselves. Focusing largely on the work of one particular artist, I demonstrate the ways in which culture (as this is considered) is affectively experienced and articulated as something that one ?comes into contact with? through the practice of art-making. I discuss the social and cultural role that art-making, and art talk play in considering, mediating and resolving issues to do with cultural subjectivity, authority and identity. I propose that in thinking about the content of the art and in making the art, past and present matters of interest, of difficulty and of pleasure are remembered, considered, resolved and mediated. Culture (as this is considered by Wilcannia Aboriginal people) is also made anew; it comes about through the practice of artmaking and in displaying and talking about the art work. Culture as an objectified, tangible entity is moreover writ large and made visible through art in ways that are valued by artists and other community members. The intersections between Aboriginal peoples, anthropologists, museum collections and published literature, and the network of relations between, are also shown to have interesting synergies that play themselves out in the production of art and culture. 6. Black on White: Or varying shades of grey? Indigenous Australian photo-media artists and the ?making of? Aboriginality Marianne Riphagen (Radboud University, The Netherlands) In 2005 the Centre for Contemporary Photography in Melbourne presented the Indigenous photo-media exhibition Black on White. Promising to explore Indigenous perspectives on non-Aboriginality, its catalogue set forth two questions: how do Aboriginal artists see the people and culture that surrounds them? Do they see non-Aboriginal Australians as other? However, art works produced for this exhibition rejected curatorial constructions of Black and White, instead presenting viewers with more complex and ambivalent notions of Aboriginality and non-Aboriginality. This paper revisits the Black on White exhibition as an intercultural event and argues that Indigenous art practitioners, because of their participation in a process to signify what it means to be Aboriginal, have developed new forms of Aboriginality. 7. Culture production Rembarrnga way: Innovation and tradition in Lena Yarinkura?s and Bob Burruwal?s metal sculptures Christiane Keller (University of Westerna Australia) Contemporary Indigenous artists are challenged to produce art for sale and at the same time to protect their cultural heritage. Here I investigate how Rembarrnga sculptors extend already established sculptural practices and the role innovation plays within these developments, and I analyse how Rembarrnga artists imprint their cultural and social values on sculptures made in an essentially Western medium, that of metal-casting. The metal sculptures made by Lena Yarinkura and her husband Bob Burruwal, two prolific Rembarrnga artists from north-central Arnhem Land, can be seen as an extension of their earlier sculptural work. In the development of metal sculptures, the artists shifted their artistic practice in two ways: they transformed sculptural forms from an earlier ceremonial context and from earlier functional fibre objects. Using Fred Myers?s concept of culture production, I investigate Rembarrnga ways of culture-making. 8. In 1984 the Commonwealth Government made available to Flagstaff Hill a collection of lead ingots and copper sheets recovered from the wreck-site of the LOCH ARD. They were presented to the Warrnambool City Council by the Hon. Tom Uren MHR, Minister for Territories and Local Government: “The Commonwealth recognises that shipwrecks like the LOCH ARD are our national heritage with important educational, recreational and tourist applications” (The Standard, Tuesday 8 May 1984). The LOCH ARD was wrecked in 1878. Unsuccessful salvage operations were then undertaken with the 90 ton paddle steamer NAPIER. In sudden bad weather this vessel too was sunk. The precise position of the LOCH ARD in the exposed and dangerous waters off Mutton Bird Island became lost to memory. The underwater location of the LOCH ARD was rediscovered in 1967 by a Warrnambool skindiver, Stan McPhee. In the two years following his find, the vessel was systematically pillaged by unauthorised salvagers. This led to the State and Federal Governments’ intervention in 1969. A roundup and seizure of recovered lead ingots and copper sheets was conducted by Commonwealth and Victorian Police. Offenders were charged and convicted. The “repossessed loot of the Tassie Boys” was placed into secure storage (Jack Loney, 1978, Wrecks & Reputations). The LOCH ARD manifest of cargo lists “Pig lead 50 tons, 994 pig & 37 rolls” and “Copper 33 plates, 53 bolts”. While the lead ingots have been subsequently described as “ballast”, the copper sheets are unlikely to have been associated with the ship’s normal complement in that way. Similar product lines in the cargo manifest are “Bar and rod iron 102 tons”, “Plate iron 3 tons” and “Zinc 12 tons”. These raw materials were used by colonial artisans such as blacksmiths and metal smelters to fashion, and repair, agricultural implements and industrial machinery. Copper was valued for its non-corrosive properties and its malleability, or ease of working. Both these qualities were useful, for example, in laying underground gas pipes that supplied lighting to residences, businesses and streetscapes in the mid-nineteenth century. As the nineteenth century progressed, the metal was also increasingly valued for its conductivity, with copper wiring linking colonial communities to each other, and the wider world, via the Telegraph system. The average weight of the copper sheets is 216 kilograms, calculated by "volume 0.1936m³ X Cu density 8930kgs/m³".The shipwreck of the Loch Ard is of significance for Victoria and is registered on the Victorian Heritage Register ( S 417). Flagstaff Hill has a varied collection of artefacts from Loch Ard and its collection is significant for being one of the largest accumulation of artefacts from this notable Victorian shipwreck. The collections object is to also give us a snapshot into history so we can interpret the story of this tragic event. The collection is also archaeologically significant as it represents aspects of Victoria's shipping history that allows us to interpret Victoria's social and historical themes of the time. The collections historically significance is that it is associated unfortunately with the worst and best-known shipwreck in Victoria's history. Large heavy sheets or panels of copper metal raised from the wreck of the LOCH ARD. The 10 sheets are of roughly similar dimensions and rectangular shape. They bear signs of prolonged submersion in seawater, with various degrees of limestone accretion, adhered marine growth, and green oxidisation. Three of the sheets are severely buckled, demonstrating the force of underwater explosives used in their salvage. One sheet appears cut or severed in a diagonal line downwards from its top left hand corner. One sheet has a 10cm X 10cm square cut out of its top right hand corner. All sheets are in sturdy, stable condition. The objects are a small sample of small gauge lead shot raised by Flagstaff Hill divers from the LOCH ARD shipwreck site in 1976. Companion pieces are in the Maritime Village collection. The three masted, iron hulled, LOCH ARD was wrecked against the tall limestone cliffs of Mutton Bird Island in the early hours of the first of June 1878. Included in her diverse and valuable cargo were 22 tons of lead shot, packed in cloth bags and wooden casks. Bulk quantities of lead shot, uniformly round balls of dull grey metal ranging from 2mm “birdshot” to 8mm “buckshot”, were routinely exported to the Australian colonies. Shot was used mostly as projectiles fired from smooth bored guns to bring down moving targets such as wild ducks and small game. It was also useful as ballast, when a dense, “pourable” weight was required to fill cavities or establish volume within a measuring container. The production of consistently round spheres of lead shot required the pouring of molten metal through a sieve and then a long drop through the atmosphere to a water filled basin for final cooling and collection. This “shot tower” process was first patented by William Watts of Bristol in 1782. His calculation of a 150 feet fall was not only to form evenly spherical droplets through surface tension, but also to provide partial cooling and solidification to each shot before they hit the water below. The value of his innovation was the minimising of indentation and shape distortion, avoiding the expense of re-smelting and re-moulding the lead. Lead shot was already being produced in Australia at the time the LOCH ARD loaded her cargo and left Gravesend on the second of March 1878. James Moir constructed a 157 feet circular stone shot tower near Hobart in 1870, with a peak annual production of 100 tons of lead shot sold in 28 pound linen bags. However colonial demand exceeded this source of local supply. The continued strength of the market for lead shot in the Colony of Victoria prompted substantial investment in additional productive capacity in Melbourne in the next decade. In 1882 Richard Hodgson erected the 160 feet round chimney-shaped Clifton Hill shot tower on Alexandra Parade (VHR H0709) and in 1889 Walter Coop built the 160 feet square tower-shaped Melbourne Central shot tower on La Trobe Street (VHR H0067). At its peak, the Coop Tower produced 6 tons of lead shot per week, or 312 tons per annum. The shipwreck of the LOCH ARD is of State significance – Victorian Heritage Register S417 Flagstaff Hill’s collection of artefacts from LOCH ARD is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The collection is also historically significant for its association with the LOCH ARD, which was one of the worst and best known shipwrecks in Victoria’s history. A quantity of 2mm and 4mm lead shot ammunition retrieved from the LOCH ARD shipwreck site. They are concreted together by sediment. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. A petition from Intake 18 students of the Graduate Diploma in Occupational Hazard Management was sent to Mr Bob Goodbourn - Course Coordinator of VIOSH, Prof D W James - Vice-Chancellor of University of Ballarat, Prof G Anderson - Head of School, Information Technology and Mathematical Sciences, Mr P Martin - Senior Lecturer, School of Information Technology and Mathematical Sciences, Ms K Whytcross and Mr P Johnson - Student Representatives. The students request that Mr Peter Martin present the lectures for MG473 Statistics and Modelling in Semester 2, 1995. He has lectured the students in MG472 Statistics and Modelling during the first semester and his method teaching to a class with a majority of adults students has been excellent - clear, well paced and caring manner. His adult teaching skills provided students with confidence and encourage discussion in class. List of students and signatures were provided. In general it is inappropriate to make decisions based on student interests. Students and their positive comments are appreciated.
