Information about the dating of this photograph was provided by the 'Ask A Librarian' service of the State Library of Victoria. The Scripture Referendum was held on the same day as the Victorian Parliamentary Elections, in which J. Bowser ran against A.K. Buckley for a seat in the legislative assembly in the electoral district of Wangaratta and Rutherglen. The Scripture Referendum had three questions: "1. Are you in favour of the Education Act remaining as at present, strictly secular? 2. Are you in favour of such legislation as shall cause the scheme of Scripture lessons recommended by the Royal Commission on Religious Instruction to be taught in State schools during school hours to children whose parents desire the teaching (such lessons would be given subject to a conscience clause exempting teachers who object)? 3. Are you in favour of the prayers and hymns selected by the Royal Commission being used?" In 1910, a Union Jack flag was sent to Rutherglen State School No. 522 from a group of schools in Rutherglen Scotland, in exchange for an Australian flag previously sent to schools in Rutherglen Scotland. This exchange was part of the Empire Day Movement to celebrate Empire Day in 1911. It was one of nearly 300 flags that were exchanged between Australian and United Kingdom schools. Ballarat Female Refuge was established by a group of Ballarat women in 1867. It moved from Grant St to the position in Scott's Parade in 1884. The building was used continuously as a refuge until the 1940s. These brooches were made by Hans Beck, a German Templer who was born and lived in Palestine. When WWII broke out, he was sent to Australia on the "Queen Elizabeth" in 1941 and interned in Tatura Camp 3. His wife and children were left behind in Palestine. His daughter Ingrid said that although they were behind barbed wire, they were safe. Hans worked as a manufacturing jeweler in Sydney after his release from Internment. He sent for his family on 1947. A 1 x wooden triangular shape with a small four petal flower made of tiny white shells. A metal stick pin is attached to the back. B 1 x wooden heart shape. Two flowers on stems made from small pink shells. Each flower has five petals. A group of four tiny white shells sit between the flowers. A vase is carved into the bottom of the heart. Joseph Chamberlain was was an important businessman and a politician. He worked to improve education, and cities. He was a Member of Parliament from 1876 to 1914, and Colonial Secretary (controlling British colonies) from 1895 to 1903. His son Austen won the Nobel Peace Prize and another son Neville was Prime Minister from 1937 to 1940. (Wikipedia) Chamberlain was a Unitarian, a Christian who believes Christ was an example of the way to live life, but was not divine (not a part of God). Unitarians try to work to help society. There were many problems in Birmingham after the industrial revolution, and many men were not allowed to vote. In 1868 Chamberlain helped a liberal man to become the Member of Parliament for Birmingham. In 1869, he started a group working for free primary education for all children. In November 1869, he became a member of Birmingham City Council. There he worked for cheaper land prices for rural (countryside) workers, and became very popular. In 1873 he became the Mayor of Birmingham. He bought the gas companies and water companies for the city, so people were able to have clean and safe water. He made parks, roads, schools museums and built new houses for poor people. In June 1876 he became the Member of Parliament (MP) for Birmingham. In parliament he worked to unite radical M.P.s (MPs that wanted change) against the Whig party who were in power. His work helped William Ewart Gladstone to become Prime Minister in 1880. Mountain Grange was the property owned by Thomas Hand. It stood where the Kalorama Oval now is. The land around Mountain Grange was used for community gatherings for cricket and picnics etc.The adults and children in this photograph are not named but would have been local residents.
