In February 1913 the Ballarat Junior Technical School opened its doors to its 86 pupils. The old bluestone building in the grounds of the Dana Street Primary School became their temporary home for eight years. In its early years the school offered only a two-year course. The first year was of a general nature giving a thorough grounding in Mathematics and Instrumental Drawing, and introducing students to the various branches of trade work. The second-year students studied for the Junior Technical Certificate and specialized in a course of their choice - either a trade (Woodwork or Fitting and Turning) or a course leading to higher studies at the School of Mines. Increased enrolment - 86 to 110 in the second year. Some applicants were turned away due to lack of space. An abandoned single room school was brought in and this helped for a time. Plans were developed and a two-storied red brick building in the vacinity of the School of Mines was build. An acre of land was reclaimed from the north-east corner of the Ballarat Gaol. The school backed onto the wall of the gaol. The task of landscaping and terracing of the area was to cost a great deal and time. The boys did much of the heavy work. This kept them occupied as the official playground areas were still full of rubble.View from the south-east of the Junior Technical School with the slope from the gaol wall down to the area known as the Battery Paddock. The new school building was a two-storied red brick building along the Education Department style of the 1920s. On 9 September 1921, the Junior Technical School building was officially opened. Blackburn State School was opened in 1889. They held their centenary celebration on Saturday 29th April 1989. Ron Peck machined the driving sprockets for Bren Gun Carriers which were sent to North Africa. The Rats of Tobruk, the Egypt and Rommell campaign used these munitions. He boarded at Orbost House while doing 12 hour day shifts.During WW11 munitions and defence equipment were manufactured by state government and private engineering firms, co-ordinated by the Commonwealth government. They worked together to meet Australia’s defence needs and create ‘mass production, on a nation-wide scale, of materials and articles of a higher degree of complexity and accuracy than had before been attempted in Australia. The School of Mines in Ballarat decided to offer classes to teachers in State School. These areas were listed and the instructor named. Railway tickets were available from the school. It was hoped the this would enable these teachers to be awarded a "Science Certificate" through the Education Department if they succeeded. Although this book revolves around the supply of power(Electricity) from brown coal it does cover the period 1937 onwards when the Kiewa Hydro Electricity Scheme was first mooted. This area was believed to be far away from aerial bombardment should the coastal power stations be attacked by air in World War II(1939 -1945). After the war, post 1945, the demand for a continual power supply, not affected by seasonal coastal flooding was together with a lower cost of hydro electricity power the major incentive for the Victoria Government of the day to proceed (in the 1940s) with The Kiewa Hydro Electricity Scheme. In 1946 Victorian government sought greater independence from the New South Wales black coal supplies.The significance of this book to the Kiewa Valley and its outlying regions is that it details why the development of an Alpine region was and now still is pocketed with a European flavour both in buildings and in town vegetation(trees and flowers). European (post World War II refugees) where attracted to these alpine areas not only for hard labouring positions but also for their technical skills and some street names offer a distinct European lineage rather than convict or of earlier English settler. The construction phase accommodation continued after completion of the Kiewa Hydro Electricity Scheme to become popular venues for an increasing winter tourism industry. This book has a brown hard cover encapsulated by a cream sleeve with brown and black print. On the front of the sleeve is an embossed circular motif with centre piece S.E.C. emblem and around this the words "50 YEARS OF SERVICE" and below this" STATE ELECTRICITY COMMISSION OF VICTORIA".
