Dulcie Brooke (nee Hoffman) was born in 1927. The history of women and the Wendouree Amateur Athletic Club seems to be very closely linked to that of women's athletics in Ballarat. Club photos of the 1953/54 season are the first to show women to be represented among the numbers who competed for Wendouree. However the Kevin Ruddick book, Always Striving - The Ballarat Harriers First 100 Years, notes that a Ballarat Harriers Women's Club was formed in September 1952 to compete against a Wendouree team and also mentions the Harriers women winning the premiership of 1953. Whatever the chronology, what is for certain is that Wendouree was at the forefront of the development of women's athletics in Ballarat and continued to be so until the unification of the sport for both men and women in 1979. Dulcie was one of those who are thought to be among the original members for Wendouree. Ballarat College of Advanced Education established a Health and Safety course.This became known as the Victorian Institute of Occupational Safety and Health, Australia (VIOSH) beginning in 1979. Max and Dulcie Brooke were members of Staff at Ballarat Institute of Advanced Education and became part of the initial group in presenting the course. Dulcie had science qualifications and was a bacteriologist. She was involved with the library aspect of the course and informed on the selecting of resources. In the early 1990s, Max became ill and Dulcie retired to care for him. Max died in 1992 and Dulcie established the Max Brooke Memorial Shield in his memory. Ballarat Teachers' College was opened on May 4th, 1926, at Dana Street State School (No 33), with an enrollment of sixty-one students. Its original staff consisted of the Principal, Mr W. H. Ellwood, M.A., M.Ed., Miss A. Bouchier, B.A., and Mr A.B. Jones, B.A. (lecturers). In 1927 Miss P.A. Hamano joined the staff. Joan Kirner was born on the 20th June, 1938, the only child of John Keith Hood and Beryl Edith Cole, whose belief that girls could do anything holds importance in explaining Joan's commitment to improving the status of girls and women Joan graduated from Melbourne University in 1958, and was sent to Ballarat where she taught at the Ballarat Girls' Technical College. Like all women at the time, her marriage to her husband, Ron, a teacher at the Ballarat Junior Technical School in 1960, meant that she was precluded from permanency in the service, an injustice which fueled much of her activism as an education lobbyist and later, as Minister for Education. The birth of three children, and the move back to Melbourne, marked the beginning of Joan's career as a community activist. Joan Kirner's career in politics has two distinctive phases: twelve years in the Victorian Parliament (1982-1994), the remaining decades in community politics. In the Victorian parliament, Joan held the positions of Minister for Conservation, 1985, Minister for Education, 1988, Deputy Premier, 1989, and Victoria's first woman Premier, 1990 to 1992. She retired from parliament in May, 1994. She was a Co-founder of Emily's List which supports women wishing to enter Parliament. Joan Kirner introduced the Victorian Certificate of Education. Hugh D.T. WIlliamson C.B.E. was born in Ballarat on 04 February 1901 and died on 20 December 1985. "He witnessed first-hand the difficulties of rural life exacerbated by a world war that had stripped whole towns of their young men, and the long, lean years of the Depression were to define the way he lived the rest of his life. Hard work, constancy, eschewing wastage of any kind along with a hunger to seize opportunities wherever they presented themselves were the principles that informed his life and career and which, in time, gave rise to a commitment to others and to organisations and communities in which he saw the same ideals. Hugh attained the rank of Honorary Colonel in the Salvation Army and attained its highest award in 1978 when he was presented with its Distinguished Service Medal. In his time with the Salvation Army, Hugh helped establish the Red Shield Appeal and established scholarships to support senior officers to obtain business management training at the Australian Administrative Staff College in Mt Eliza (operated from a property formerly owned by Sir Reginald Ansett). He began his working life at age 16 at the Ballarat Banking Company. He steadily worked his way up through the ranks of the banking industry to become General Manager of the ANZ Bank from which he retired in 1961.
