Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. In Kew’s Civic Century (1960), Cr. W.D. Vaughan described William Dickie Birrell M.B.E. (1899-1974) as follows: “Mr. W. D. Birrell, who had been on the staff of the Country Roads Board after his return from active service with the First A.I.F., was appointed assistant town clerk on February 15, 1921. On Mr. Harrison’s retirement he was appointed town clerk and city treasurer, and has given outstanding service. His knowledge of municipal administration has been acknowledged by the Government calling on his services to advise on amendments to the Local Government Act. He is a past president of the Town Clerks Institute, and on the nomination of that body was honoured by Her Majesty the Queen in 1958 with the award of the M.B.E. He still occupies the position and is held in the highest esteem not only by the Kew Council, but also by local government administrators throughout the metropolitan area.” (page 132) He died on 7 May 1974, and his ashes were interred at the Boroondara General Cemetery. Cr. W.D. Vaughan in his civic history of Kew includes a chapter (XXXII, pages 132-3) to Town Clerks and Surveyors. He states that H.H. Harrison began his career with the Borough of Kew in 1888 as his predecessor's assistant, becoming Town Clerk on the latter's death in 1901. On his retirement, The Herald on 30 Jul 1938 reported that: "H.H. HARRISON, Town Clerk of Kew, was entertained last night by members of the Metropolitan Institute of Town Clerks and presented with a walking stick and case of pipes, on the occasion of his retirement after 50 years' service with Kew City Council. He began his municipal career as a youth with the Bendigo City Council, and in 1888, was appointed Assistant Town Clerk at Kew. Extracts from The Church on the Hill: Presbyterianism in Kew 1874-1974 by John A. O’Neill (Mullaya, Canterbury (Vic), 1974, pp.58-60. “An outstanding family which gave devoted service to the Church was the Campbell family of which James Maitland was the “head”. He died at “Ramornie” on the afternoon of Monday 15 December 1930. … “James Maitland Campbell was born in 1847 in Melrose, Scotland, where his father, the Rev. A. J. Campbell D.D., was the Minister of the Kirk. The Rev. Dr. and Mrs. A. J. Campbell, with their family, came to Australia in 1861 and settled in St. George’s Church, Geelong, where he was the first Minister. James Maitland, after completing his secondary education at Geelong College, entered the Melbourne University where he graduated Master of Arts and Master of Laws, and eventually became a partner in the legal firm of Davies and Campbell. When he first came to Melbourne Mr Campbell attended Chalmers Church, East Melbourne, and married Miss Annie Harper, daughter of Robert Harper, a merchant and a sister of Professor Andrew Harper. In March 1875 the young couple settled in Pakington Street, Kew. After the induction of the Rev. Maxwell and the formation of a Board of Management, Mr. Campbell was elected its first Secretary. David Beath, James Maitland Campbell and Duncan Robert McGregor were the first Trustees of our Church. Mr. and Mrs. Campbell joined the Church Choir, and Mr. Campbell became Choir Leader. Members of their family, Bessie, Mary, Nellie and Lewis also sang in the Choir. Mary became a famed teacher of singing in Melbourne. She taught singing to members of the Choir, and gave lessons in voice production to students for the Ministry. In 1879 Mr. Campbell became Superintendent of the Sabbath School, a position he occupied for 27 years. In 1887 he was elected an Elder, and the Session Clerk for 37 years. In 1924 Mr. Campbell compiled a very complete Jubilee History of the Kew Presbyterian Church. Mr. J. M. Campbell saw our existing Church and the Old Manse erected, the Villa purchased, and, with the help of the Kew Congregation, the Charges of West Hawthorn, East Kew and Deepdene established. In the General Assembly of Australia and the General Assembly of Victoria he occupied the important position of Law Agent, and was a member of numerous Church Committees and Councils. … At the Annual Congregational Meeting on Wednesday 28 October 1931, it was decided to erect a tablet in the Church to the memory of the late Mr. J. M. Campbell to record his service to the Church. The tablet was unveiled at the morning service on 13 December by Mr. Legge. The Preacher was Rev. J. Barnaby.”James Maitland Campbell (1847-1930) the owner of “Ramornie” in Pakington Street was an important contributor to the community of Kew in the 19th and early 20th centuries. A Councillor of the Borough of Kew, he was to be elected Mayor on three occasions: 1889-90, 1890-91 and 1892-93. In addition to his political roles, he was the first Secretary of the Kew Presbyterian Church, being actively involved in the life of the Church until his death in 1930. The Kew Historical Society has a small collection of items once belonging to the Campbell family, including a series of invitations issued to Mr. and Mrs. J. M. Campbell for the festivities organised to commemorate the opening of the first Australian Parliament in Melbourne in 1901. It was established in Melbourne in 1840 when Augustus Greeves, a member of the MUIOOF in England, migrated to Australia. On his arrival in Melbourne, Greeves teamed up with journalist Thomas Strode, to form the first lodge—The Australia Felix Lodge. Copied by Ken Hall from an early postcard. This is Surrey Hills Reservoir No 1 on the corner of Tower Street built in c1892 at a cost of £12,000 to supply higher sections of the area. The builders were Jack and Bob Laudehr, partners in a wood yard in St. Kilda (Vic). They began by delivering firewood but extended to contract work involving timber. Another of their projects was to lay cable tram tracks commencing in Acland Street St. Kilda and running along The Esplanade. The reservoir in Canterbury Road was a large concrete structure built before the introduction of reinforcements. The excavated material was banked against the sides and pine trees were planted in it to add strength to the embankment. They were paid £2,000 for their work. Construction of Surrey Hills Number 2 Reservoir was completed in 1913 and the accompanying tower was built in 1929. It is assumed that the Miss Hill as the source of the donation (via Bill Dempsey) was Ivy Annie Hill (1902-1984). She was the only female child of William Valentine Dempsey to not marry. The donor George Lister Coop was about 19 years of age when he took this photo. It is one of a small series of photos donated by him that relate to Mont Albert and Surrey Hills stations. He has always had an interest in railways and there are other examples of his documentation of railway history in other collections contributing to this database. This documents the original building on the northern platform of the Mont Albert station. The railway line was extended out to Lilydale with work commencing in 1882. It is not known exactly when the Mont Albert station was built, but it opened in 1890. It is presumed that this building was demolished when the third line was constructed in 1971. Humberstone's Royal Hotel was a substantial 2-storey building on the corner of Canterbury and Broughton Road. The hotel was built in 1887 to replace an older hotel (Delany's Hotel) built further east in 1856. It was de-licensed in 1921 after a "Local Option Poll" and became Tower House Day & Boarding School under Miss Marion Beetson from 1922 until 1932. It was demolished in 1932. There were 25 students in the 1920's, mostly boarders from outside Surrey Hills and all primary school students. The school room was detached from the main building and there was 6 acres of playing area. The old bar was the business office, the girls' dormitory the old dining room. Marion Beetson was the teacher, Mary Beetson managed the household. Their father was an Indian Army officer. The younger children wore a school blazer with the T.H.C. badge on the pocket. Miss Susan Kelsall visited to give piano lessons and Prof. Kelsall taught French. Miss Marion Beetson died in Castlemaine on 8 February 1952. This is a photograph taken from the painting by McCubbin of Lady Janet Clarke, a prominent Melbourne philanthropist who worked for social welfare issues and was a driving force in the early days of the Melbourne District Nursing Society. At the end of 1885 for her work with MDNS she was given a Testimonial Dinner where she was presented with a letter signed by 429 people expressing their thanks for her visits, kindness, sympathy and charity shown toward the sick poor. In 1887, at her home, she held the first function to raise money for the Society. Lady Janet Clarke was a generous and hospitable prominent socialite of Melbourne; a kind and sympathetic philanthropist who worked tirelessly for social welfare issues. The Melbourne District Nursing Society (MDNS) was founded on the 17th of February 1885 and on the 9th of April a Special General Meeting was held to elect the committee for the following twelve months. Lady Clarke was elected a Vice-president; a position she held until being appointed President, when Mrs. Simon resigned on the 7th of June 1887, a role Lady Clarke held until she became ill in 1908; except during her trips overseas, when the role was held by another until her return. Her management and organizational skills enabled MDNS to flourish in its earliest days. She was actively involved taking her turn on the Superintendent sub-committee where she accompanied a Trained nurse when she visited patients; checking that high quality nursing care was maintained, as well as observing the patient's social condition; even giving a personal donation to a special case in need. The patients of the Society were so grateful for her sympathy, kindness and love that when she and her husband, Sir William Clarke, were going overseas at the end of 1885, a Testimonial was given for her at Scots Church District-hall where 200 attended to show their appreciation of her work carried out with MDNS. She was presented with a Bible from them, and their letter signed by 429 working persons expressing their thanks. In a time of great financial need of the Society, Lady Clarke offered the ballroom at her home, 'Cliveden', for a monster Cake, Flower, and Dairy produce Fair which raised a substantial amount saving the Society from closure. She promoted the Society and led it in further fund-raising events, such as the annual Ball, and Fairs where she often manned cake stalls. Near Christmas each year she made a special appeal to the public for 'comfort and good cheer' which could be given to poor families visited by the Society. During the depression of 1890 she had thick soup prepared in the Cliveden kitchens and this was distributed, with bread, from her home, and from a school room, to hundreds of the poor. In 1892 Lady Clarke agreed to represent the Society during her visit to England. During her years of leadership MDNS expanded; Nurses uniforms were introduced; lectures - for example, on hygiene and on the prevention of sickness and the treatment of children, were given by doctors for the patients; further Trained nursing staff were employed; Midwifery was introduced to the poor, the Society extended beyond the city centre and bicycles were introduced for transport; a system for regular annual subscriptions was introduced and sufficient funds were raised for the Society to rent its own premises, with Lady Clarke paying for a subscription to Mullen's bookstore each year for the use of the Nurses in the Nurses Home. As well as her work for MDNS she held roles in many other organizations . She donated a substantial amount of money to build a Hostel for Women University Students attending Trinity College, later named the Janet Clarke Hall. Lady Janet Marion Clarke died at Cliveden, aged 57 years, on the 28th of April 1909; a lady held in high esteem and affection by all she knew.This is a black and white photograph of a painting of Lady Janet Clarke. She is wearing a light coloured, long sleeved, floral frock with a material short cape section seen over the top of her left sleeve. Melbourne District Nursing Society (MDNS) moved into 452 St. Kilda Road, in 1953. Seven Ford Prefect cars were purchased by the Society in the early 1950s which became the beginning of a full MDNS, later called Royal District Nursing Service, fleet of cars which would be used by their District nurses to visit patients in the community over the next years.In 1875 J.B.Scott purchased Crown Land on the corner of St Kilda Road and Arthur Street. During the 1890’s an “unpretentious grey building” was built on the site. Known as ‘Airlie’, major additions were carried out during the 1920s and 30s to this historic mansion. From its founding in 1885 until 1891 the Trained nurse (Nurses) of the Melbourne District Nursing Society (MDNS) worked from their own homes which were located in the vicinity of their areas (districts). In November 1891 MDNS was able to rent a two story terraced house at 66 Cardigan Street, Carlton, at £65 a year, which contained accommodation for three Trained nurses (Nurses) and one pupil nurse as well as being used as their Headquarters. The Nurses left from there each morning and returned at the end of their shift to write up their book work before retiring for the day. Three years later they moved into a larger terraced house at 49 Drummond Street Carlton which was rented at ‘a very moderate rental’. There was a Board room, apartments for the Nurses and pupil nurses, a large dispensary which patients could attend each evening to have prescriptions signed and bottles refilled with ‘homely remedies’ and elixirs, which were administered for e.g. Consumptive cases. Doctor’s prescriptions were filled at the Pharmacy. Cupboards containing donated blankets and bedclothes for needy patients were kept in this room, and it was here where the Nurses kept their nursing bags which were refilled at the end of each shift ready for any emergency and for the next day. A list of Doctors the Nurses could call was kept by the telephone. The home also had a kitchen where nourishing soup was made and distributed twice a week to the needy. Milk was also distributed when needed. In 1902 they moved into rented premises at 188 Leicester Street, Carlton and two years later, in 1904, to premises at 5 Royal Terrace, Nicholson Street, Fitzroy. They remained there for ten years. In June 1914 at last the Society had sufficient funding to purchase their own terraced premises, ‘Floraston’ 39 Victoria Parade, Collingwood which was their Headquarters and Nurses Home. In 1926 the After-Care Home for recovering patients, (later called After-Care Hospital) was built by the Society next door to No. 39, running from 41-47 Victoria Parade (became No. 45); the District Trained nurses (Sisters) continued to live at No. 39. In 1953 ‘Airlie’ at 452 St Kilda Road was offered by the Government as part of an agreement to split the management of the Society and the After Care Hospital. On 26th November 1953 the MDNS moved its Headquarters to 452 St Kilda Road. Renovations and alterations were however restricted by limited funds so it was not until 1/12/1954 that the Hon. W. P. Barry, Minister of Health, officially opened the building. MDNS was given Royal patronage in 1966 and became Royal District Nursing Service (RDNS). In January 1983, Headquarters of the Royal District Nursing Service at 452 St Kilda Road was classified by the National Trust. The citation in support of the classification said “The house is of historical interest as the boyhood home of Stanley Melbourne Bruce, later Lord Bruce, Prime Minister of Australia from 1923-1929.” Black and white photograph of Melbourne District Nursing Society Headquarters, 452 St Kilda Road, Melbourne. The photo, taken on the corner of Arthur street, is of a two storey building and several cars and gives a unique view of St Kilda Road in the 1950s (pre high rise buildings) This large grey two storey Italian style building, has four roman column, arched Arcadia to the right of a polygon shaped bay window on the ground floor; an arched Arcade on the second floor, and three long windows above the bay window on Arthur Street. Turning the corner onto St. Kilda Road is a three arched Arcadia running towards the one window seen on the polygon shaped bay window. Arcadia is repeated on the upper storey. A balustrade is in front of the Arcadia on the upper storey and again around the flat roof. Two chimneys can be seen. A spiked metal fence runs in front of the building. To the left of this building are two white double storey buildings and some medium sized trees.
