Lake Sambell Caravan Park opened in 1959 owing ...This photograph was taken in the 1960s at Lake Sambell Caravan Park and visible in the photograph are individual caravan sites with electricity outlets, a large single-story building with a caravan park banner, dirt roads, a freestanding message board, and a parked car. Lake Sambell Caravan Park opened in 1959 owing to the work of R.E. Carter, Beechworth Shire engineer from 1954-63. Carter advocated for improvements to the lake and surrounding area in order to encourage tourism in Beechworth. The opening of the caravan park was part of many improvements to Lake Sambell made in this period by Carter including: the swimming pool in 1961, water skiing and boating facilities, and increased lake surface in 1964. These improvements were financed mainly by grants from the Tourist Development Authority. The popularity of caravanning in Australia exploded during this post-war period of the late 1950s and 1960s. This popularity was driven by multiple factors, including: the stopping of fuel rations, the accessibility of car ownership through the manufacturing of affordable cars, technological developments in caravan design, and the increase in prosperity and leisure time for many Australians. Facilities such as electrical outlets to power caravans are present in this photograph of Lake Sambell Caravan Park. Lake Sambell is an artificial lake that was developed on the previous site of the Rocky Mountain Mining Company workings and was officially opened by Minister for Lands, Mr Baily, on October 5, 1928. The disused and unattractive remains of the mine were converted into a recreational area intended for swimming, boating, and fishing. The lake is named after Mr L.H. Sambell, shire engineer and secretary of the Forward Beechworth Committee, who advocated for the enhancement of Beechworth into a tourist destination and was central to the planning and establishment of the lake. This photograph is of historical and social significance in providing insight into caravanning during the 1960s in Australia. Arthur Street visible, Pryor and Luck Street not evident. Sunnybrook, the Taylor home is visible at the top of the hill in Bible Street. Only three residences visible in Arthur Street on the southern side, two of these are the David Harbison Rest Home at 10 and 12 Arthur Street (built and opened in November 1919), present day site of Eltham Mall. There are none on the north side of the street. Based on 1945 aerial view there are 8 buildings on the northern side between Main Road and Bible Street which and given the extent of commercial development on Main Road, it is estimated this image is circa 1925. Luther Haley was the first to build an open a baker and General Store in this location next to the railway station in 1902. However, it took nearly twenty years until the early to mid-1920s when a period of significant growth in the Eltham shopping centre happened with many businesses relocating their operations from the original town centre of Maria Street in Little Eltham as well as new businesses opening. Other stores/buildings noted (L-R) are: Stationmaster's House built circa 1910 Eltham Hardware Store opposite the railway station first opened on Main Road opposite the Railway Station around late 1922. An advertisement placed in the Hurstbridge Advertiser advised that the Hardware Store had just opened with a varied stock of Saws, Hammers, Nails, Shovels, Screw Drivers, and every article required in a house or on a farm. People were also encouraged to try their Jams, Pickles, Sauces, Cups and Saucers, etc. Newsagency with 'Leader' advertising on awning - E. J. Andrew opened his newsagency shop opposite the station in March 1923, advertising for sale stationery, school requisites and periodicals. Bird Brothers Cash Grocer & Fruiterer opposite the railway station offering summer drinks and confectionery a specialty with a full Stock of groceries of the best quality always on hand at city prices opened December 1921 William Capewell's Butcher shop at the corner of Dudley Street. Capewell previously had a small shop in front of the station opposite Luck Street. He enlisted in the AIF during WW1 and returned home in 1919. He re-applied for a slaughtering license in February 1920 and was advertising by October 1922 supplying all districts. Not visible (or not yet identified) but in business by October 1922 were: J.H. Fraser, Carpenter and Builder at Luck Street opposite the station George A. Danslow, Hairdresser and Tobacconist opposite the railway station Miss Barber's 'Blue Gum' Soda Fountain opened October 1922 opposite the railway station (hidden behind Stationmaster's House). It was so named due to its proximity to a tall Blue Gum tree G.H. McDonald Boot Repairer opposite the railway station In December 1923 the first portion of the main street to be formed from Dudley to Arthur streets was almost completed. Cars parked in Chum ...The first photograph was probably taken at a media event announcing the introduction of the Heidelberg Speedmaster printing press in late 1990. LTCOL Rene van den Tol was the CO of the Army Survey Regiment from 1989 to 1991. Partly obscured behind the CO was Mr Bruce Reid, who was the newly elected federal member for Bendigo. The media event was held in Wayzgoose Hall, Lithographic Squadron’s new purpose-built building constructed to house the Speedmaster 102 printing press. The remaining 29 photographs were taken at an Army Survey Regiment Open Day at Fortuna Villa, Bendigo on the 24th of February 1990. This occasion was one of several events held to commemorate the 75th anniversary of the formation of the Royal Australian Survey Corps. Although historical tours of Fortuna occurred on a regular basis, this was the first technical open day since 1972. The Royal Australian Survey Corps recognised that an Open Day was the best way for the local community in Bendigo to gain an insight into the unit’s important role as Defence’s map production agency, its technical equipment, and its economic importance to Bendigo. It also gave them an opportunity to tour through historic Fortuna Villa. This occasion is covered in more detail in page 143 of Valerie Lovejoy’s book 'Mapmakers of Fortuna – A history of the Army Survey Regiment’ ISBN: 0-646-42120-4. ... , a parked car, and two caravans partially obstructed by trees..., a parked car, and two caravans partially obstructed by trees ...This photograph was taken in the 1960s at Lake Sambell Caravan Park, visible in the photograph are individual caravan sites with electricity outlets, a large single-story building, a parked car, and two caravans partially obstructed by trees. Lake Sambell Caravan Park opened in 1959 owing to the work of R.E. Carter, Beechworth Shire engineer from 1954-63. Carter advocated for improvements to the lake and surrounding area in order to encourage tourism in Beechworth. The opening of the caravan park was part of many improvements to Lake Sambell made in this period by Carter including: the swimming pool in 1961, water skiing and boating facilities, and increased lake surface in 1964. These improvements were financed mainly by grants from the Tourist Development Authority. The popularity of caravanning in Australia exploded during this post-war period of the late 1950s and 1960s. This popularity was driven by multiple factors, including: the stopping of fuel rations, the accessibility of car ownership through the manufacturing of affordable cars, technological developments in caravan design, and the increase in prosperity and leisure time for many Australians. Facilities such as electrical outlets to power caravans are present in this photograph of Lake Sambell Caravan Park. Lake Sambell is an artificial lake that was developed on the previous site of the Rocky Mountain Mining Company workings and was officially opened by Minister for Lands, Mr Baily, on October 5, 1928. The disused and unattractive remains of the mine were converted into a recreational area intended for swimming, boating, and fishing. The lake is named after Mr L.H. Sambell, shire engineer and secretary of the Forward Beechworth Committee, who advocated for the enhancement of Beechworth into a tourist destination and was central to the planning and establishment of the lake. This photograph is of historic and social significance in documenting the enhancement of the Lake Sambell area overseen by R.E. Carter and providing insight into caravanning during the 1960s in Australia. Caravanning was extremely popular in Australia during the late 1950s and 60s due to multiple social and economic factors including the stopping of fuel rations, the accessibility of car ownership through the manufacturing of affordable cars, technological developments in caravan design, and the increase in prosperity and leisure time for many Australians. The RDNS insignia on the door of the car is a round badge with a royal blue circle around the edge with the words "Royal District Nursing Service" in white, and the centre section is in three parts ,with the upper and lower sections white, and a royal blue centre strip with the large white capital letters "RDNS".Royal District Nursing Service (RDNS) has had various modes of transport over the last 130 plus years. At first, from 1885 as Melbourne District Nursing Society (MDNS), their Trained nurses (Nurses) walked the streets and lane ways amid the slums of central Melbourne. As the Society expanded public transport was used, and bicycles were bought by the Society in 1903 and used in inner areas until 1945. During the Spanish flu epidemic, in 1919, MDNS appealed for assistance to procure Motor vehicles so the Nurses could visit an influx of cases. Through trusts, grants and donations four 'Ford T Model' cars were procured which enabled the Nurses to triple their visits. Through constant use the cars were in such a poor state two were sold in 1922 and the others later. In 1922-23 three Peugeot cars were purchased and a woman Chauffeur, 'Miss Sword', was employed who lived in the Home and was also in charge of the garage. MDNS was expanding and a Motor Auxiliary was formed in 1929 to take the Trained nurses (Sisters) to patients, and some Sisters used their own cars; even a motorcycle was used by one Sister in 1933. All these forms of transport were intermingled and in the early 1950s, and now as Melbourne District Nursing Service, seven Ford Prefect cars were bought followed by twelve Ford Anglia cars 1955. Having received Royal patronage; the now Royal District Nursing Service (RDNS) had its own fleet of Holden vehicles by the mid 1960s and the Motor Auxiliary ceased operating in 1971 as by then all staff employed were required to have a driving licence. Seat-belts had been introduced to Victoria in 1959 and District fitted them to their cars from 1962, even though they did not become compulsory until 1970. The Holden vehicles were replaced with grey Holden Torana vehicles. After several years the fleet was changed to white Toyota Corolla vehicles. The Melways Directory of maps was introduced in 1966, which was a boon to the Sisters, though it was a few years before it went beyond Seville, so a large paper map was used by the Sisters visiting patients in the areas passed Seville. By 2009 there were 598 cars in the fleet and the Sisters travelled 9 million 200,000 kilometres – this is equivalent to 12 trips to the moon and back. She is holding the handle on the top of her rectangular black nursing case with her right hand. To the right, the grill and black number plate, with the white writing displaying "KXF 024", can be seen. The round RDNS insignia is on the upper centre of the car door. The car is the same width all over, has a flat bonnet which joins a sloping windscreen adjoining a flat roof which runs along and joins a short back window running down to a boot. A black tyred wheel can be seen under wheel arches at the front and near the rear of the vehicle. In the background to the left is a mid size bare tree; behind this portions of several parked cars and behind them a multi storey building with the Written words "Rioby House". Immediate initial footage of Jenni Mitchell talking about asbestos claims in the Shire Offices (Sigmund Jorgensen standing behind her) advising Council did a review of the building several years previously and had been cleared of health problems. Cuts to group of people standing outside front door of offices but possibly voice dub over not related ? Then the date 27 Jul 1996 on a scene flashes on screen immediately followed by an edited clip intro of title and credits with classical music track. It then opens with Jenni Mitchell driving to the Shire Offices on Saturday 27 July 1996 at 11.00am. Former Shire President Robert Marshall in public audience, cuts back to Shire office carpark entrance site and sign hung on fence in front of library “Think Again!” and people standing around observing awaiting a protest demonstration erecting a large sign on stilts stating “Shell No!”, people singing a revised version of God Save the Queen (God Save Us All), Sigmund Jorgensen in attendance, Jenni Mitchell, Sigmund Jorgenson and others address the protest crowd, followed by people mingling, music being played then people standing around the cleared site circumference all with arms linked (video very broken up with noise) then chants “Save the Gateway” and “No Shell for Eltham” and more music and singing “Put up a parking lot”. The crowd then proceeds to walk along the footpath of Main Road. Scene (15 Sep 1996) meeting at Montsalvat in Great Hall addressed by Sigmund Jorgensen discussing a recently published list of the Commissioner’s to senior Council Officers of banned Nillumbik people, others encouraging people to view proposed plans for the site and lodge objections. Specific issues regarding asbestos claims are also addressed. Harry Gilham addresses the meeting on the subject of the Eltham War Memorial and Memorial Gardens and how Council believe a roundabout in the vicinity is of greater importance. Views of various artworks on display (for auction) and music performance in the Barn Gallery. Meeting addressed by Sigmund Jorgensen discussing an appeal against Council granting a permit to Dallas Howgate to develop the site and that the Minister has called the matter in to be decided by the governing council. ... where McEwans car park is now) Fred could walk to and from... where McEwans car park is now) Fred could walk to and from ...Fred looks back; Report: Linley Hartley, Picture: Ron Grant Teaching himself German again after 70 years is just one of the many tasks Fred Golgerth, of Greensborough, has undertaken and succeeded in during his lifetime. As the two year old tenth child of a German descendent, Fred learnt to speak German from an Aunt. But World War 1 was raging. Fred’s older brother had gone to Europe with the Australian forces, changing his name … to ….. to sound less German. “I used to get my bottom slapped for speaking German at home,” Fred said. Even his name was changed from Otto to the more anglicised Frederick. Fred claims his involvement with Eltham started two years before he was born! His sister, two years older than him, was a babe in arms when his parents bought a piece of grazing property in Mount Pleasant Rd. “It was about 24 acres on a spur of Mt Pleasant,” Fred said. “My parents bought it from Mr and Mrs Hughes. There was a two-room mud hut in wattle and daub that we lived in from time to time. “My parents had a dairy farm and dairy in West Coburg, and they bought the Mt Pleasant land to put the dry stock on. “At one stage my mother got very ill and my older sister took my younger sister and myself to Eltham for four or five months. I went down to Eltham Primary School then.” That wasn’t the only time Fred stayed in Eltham. His sister, Wilhemina, known as Willa, married Jim Watson who had the Eltham hotel for some years from the end of World War 1. Pillar to post living was the way Fred described his youth, when he stayed with one married sister after another. “After a while Will and Jim lived in the big house at the top of Pitt St, next to the Council depot, and the hotel was managed by Fitzsimmons who had a big place near the river down there on Fitzsimons Lane. There was no bridge in Fitzsimons Lane but we used to cross the river at a ford, rolling up our trouser legs so they wouldn’t get wet, and carrying our shoes. I’d o down to visit some friends I had in Templestowe. And sometimes Jim Watson took his horse drawn lorry across the ford on his way to the brewery, instead of going don through Heidelberg.” “The bridge across the Yarra in Fitzsimons was not built until 1961.” Fred Golgerth, was only a teenager when he was rolled off his pushbike under a car on the bend between Mt Pleasant Rd and the Diamond Creek bridge. He was hospitalised in the little hospital on the east side of Eltham village that served the district in those days. He still carries the scars of the burns he received from the exhaust pipe and recent x-rays have revealed several broken vertebrae. At the time of the accident he was treated for a dislocated neck and was in plaster from his hip to the base of his head for about seven months. But nothing daunted Fred. Bouncing back he began work as an apprentice to a motor mechanic in Bell St, Preston, a man who is still living (at 90) in Queensland and who still communicates with Fred frequently. “He was like a father to me,” Fred declared. He was a marine engineer as well, so I …. that as well as blacksmithing. They taught us properly then.” After finishing his apprenticeship, Fred bought himself a 30 hundredweight Fargo truck and began his own contract carting business, doing most of the work for a firm called Carnegie’s and a subsidiary of that, Howard Radio. It was in the office Fred met his wife. “He taught me to drive the truck giving me lessons in my lunch hours up the Bourke St and Flinders St extension,” she said. “After work I’d have a driving lesson and all the girls from the Howard Radio would pile in the back to get a lift to Richmond Station.” In the 1939 bushfires, the Mt Pleasant Rd property was burnt out and the hut raised. Two years later, Fred and Dorothy were married. Fred paid £7.15.0 ($15.50) for the suit in which he was married. Dorothy had pulled out of the Women’s Air Training Corps to be married. Others with whom she trained went to Darwin and were in a convoy that was bombed. Fred went into the garage business in Brighton and continued his cartage business for a while. His company was employed to do all Brown Gouge’s motor repairs and factory maintenance. Because Fred had a certificate to do steam repair work he often got jobs maintaining industrial boilers. While he was in Brighton, Fred bought an eight-seater 1925 Silver Ghost Rolls Royce from Sir Keith Murdoch. When the couple moved to Rosanna in about 1943, it became a delivery van for the dairy they operated. “I thought I’d like to get back into a dairy business” Fred said. “We used to deliver the milk in the Rolls. “But it was hard work. We couldn’t get the labour and we’d drive to the farm and pick up the milk cans, take them back to the dairy, cool the milk, bottle it and deliver it. The inspectors would come regularly and the walls for bacteria.” Fred was exhausted. The couple gave up the dairy and moved to Eltham to live on the old property where a weatherboard house had now been built. It wasn’t a big house and the glassed in Rolls Royce limousine became the daytime nursery for the Golgerth’s second daughter. We’d put her in there to sleep during the day.” “Dorothy Golgerth was known to drive the Rolls at breakneck speed along Mt Pleasant Rd. Fred took some time off work then began driving a little local bus run by the Lyon Brothers before taking a maintenance job at the Athenaeum Club in the city. He’d ride an old Harley-Davidson to the station and travel into the city by train. Later, when the family moved to Pryor St. (their house stood where McEwans car park is now) Fred could walk to and from the station. “There was no resident doctor in the early days of Eltham,” Fred said. “Dr Cordner used to come from Greensborough to a room in the old house next to the old grocery shop on the corner of York St and Main Rd, Eltham (the grocery shop is now the Eltham Feed and Grain Store). The Golgerths lived in Eltham until “Dollar Day” – the day decimal currency became official. They eventually moved to Greensborough, when they have lived since. Fred has had his share of interesting jobs since then, retiring at 65 seven years ago when he was working in the engineering department at Larundel. Recently, two of his older sisters and a brother died, within a month. They were all in their 80s. They all had a profound influence on Fred, especially during his youth. His sharp wit and amusing anecdotes are the richer for his having been the youngest of a family that made the best of every circumstance. And now, as he enjoys his retirement, he is concentrating on relearning the language of his infancy; teaching himself German from tapes and a ‘teach yourself’ manual. He is fiercely proud of his German ancestry and treasures the diary, written in German in Gothic script, kept by his grandparents during their journey to Australia. ... facilities, pedestrian arcades, pedestrian links to car parks... facilities, pedestrian arcades, pedestrian links to car parks ...On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. The car park ...Self guided heritage tour information produced by the Shire of Eltham Historical Society for 1978 Eltham Community Festival of 36 locations each numbered on accompanying map. Locations and detail provided current to 1978: 1. ELTHAM SHOPPING CENTRE Whilst very little remains in the centre of historical importance, this area has interest as the "village" which developed over many years following the opening of the railway from Melbourne in 1902. Previously the shopping centre had been spread out over a long length of Main Road to the south. Shops have been continuously demolished or remodelled and the majority of buildings date from the 1950's or later. The recently erected Post Office replaced the "old" Post Office opened on the same site only in 1958. 2. WOOLWORTHS ELTHAM VILLAGE Part of the site of this modern shopping development was occupied by the former Eltham Shire Offices and Hall. The hall was paid for by public subscription whilst the Council raised a loan for the offices. The combined building was opened in 1941. It served as office and Council meeting place until 1965 and as the hall until its demolition in 1970. 3. ELTHAM WAR MEMORIAL The complex of buildings adjoining the present Shire Offices were financed by public subscription as a Memorial following World War II. Their construction and for many years their operation was organised by the now disbanded Eltham War Memorial Committee. The original buildings were the; Infant Welfare Centre, Children’s Library (now War Memorial Hall and Dental Clinic) and Kindergarten. In later years the Elderly Citizens Club was built at the rear. 4. ELTHAM SHIRE OFFICES These offices were opened in 1965 and extended in 1971 to provide additional office accommodation and the Eltham Library. They represent the last of a long line of offices and meeting places of the Eltham Shire Council and its predecessor the Eltham District Road Board. The building occupies the former site of Shillinglaw Cottage. The three tall cypress trees which stood in front of the Cottage have been retained as a feature of the office surrounds. 5. OUR LADY'S CHURCH AND SCHOOL The Catholic Church and School complex opposite the Shires Offices shows a number of stages in the development of Eltham township. The recently constructed church adjoins its predecessor (now the parish centre). Many years ago the Catholic Church was located opposite Wingrove Park and the present central site follows the northerly drift of the township. 6. SHILLINGLAW COTTAGE The Cottage was built in 1859 by George Stebbing, a local builder who was responsible for a number of other prominent buildings in the area. Its removal from the site of the Shire Offices and re-erection on the present site was financed by public subscription. It is built of handmade bricks laid in Flemish Bond with an unusual design featuring burnt "leader" bricks over the whole facade. The Cottage is occupied by Eltham Fleececrafts and will be open during the Festival and at other times during weekends. It is classified by the National Trust. 7. RAILWAY BRIDGE The timber trestle bridge over the Diamond Creek was built in 1901. Whilst all of its timbers have been replaced at various times over the years the only change to its character has been the addition of pylons and wiring for electric trains in 1923. It is one of very few similar bridges remaining in the metropolitan area. In 1976 a proposal to replace the bridge with an earth embankment and large culvert pipes was abandoned following community protests. The bridge, however, remains under threat because of the necessity for future deuplication of the railway line. 8. ELTHAM CENTPAL PARK The area between the railway and the creek has for many years been used as a park which included Eltham' s main football oval. The access road, Panther Place is named after Eltham's team playing in the Diamond Valley League. In recent years a large area extending to Bridge Street and locally known as the Town Park has been landscaped and added to the area. The excellent blending of the park with the natural landscape of the creek valley has earned a National Trust Landscape Classification. 9. OLD BAKERY On the southern corner of York Street and Main Road is an old house with a shop front which was for many years the local baker's shop. The brick bakery at the rear is of somewhat later vintage than the house. 10. BRIDGE STREET CUTTING Before reconstruction of Main Road this intersection had deep cutting embankments on all four corners, forming a distinctive feature of the entrance to Eltham. Roadworks and private development have levelled the land on the low side of the road. A memorial to the Eltham soldiers of World War I which was located at the north-western corner is now situated at the Eltham R.S.L. 11. HILLTOP MILK BAR For many years this was the site of the Eltham Post Office under the control of the Hunniford family and later their descendants the Burgoynes. It was transferred to this site in 1855, although at that time the building apparently fronted Bridge Str e et. The site contained Eltham's first telephone exchange. The post office was relocated in 1954 but the shop was operated until recently by the Burgoyne family who still own the surrounding land. 12. UNITING CHURCH and former C.B.A. BANK The former Methodist Church was built in 1880 by George Stebbing. The Sunday School extension was built in 1929 and there have been more recent extensions. The adjoining opportunity shop was built as a bank in 1874 and purchased by the Methodist Church in 1954. 13. R.S.L. HALL, TELEPHONE EXCHANGE These relatively recent buildings occupy the site of a row of shops forming part of the early ribbon of business development along Main Road. In front of the R.S.L. building is the World War I Memorial relocated from the corner of Bridge Street and Main Road. 14. ELTHAM COMMUNITY CENTRE Australia's first mudbrick "community building" was opened in April this year. Part of the site of the building was purchased in 1856 by Henry Dendy (of Brighton fame). At the rear of the land near the creek was a steam flour mill whilst Dendy's house was at the Main Road frontage of the land. His purchase totalled about 2 Ha (5 acres) and included land on the opposite side of Maria Street (Main Road). Dendy became a prominent member of the Eltham community and served one term as President of the Eltham District Road Board. In 1867 Dendy sold his land and business to William Ford of Malmsbury and shifted to Walhalla. The avenue of trees leading past the Community Centre to the creek may well have bordered the track to the mill. 15. ELTHAM HOTEL The original part of this hotel was built in 1927 following the burning of the former Watson's Eltham Hotel on the same site. The car park on the opposite side of Main Road was also the site of a hotel variously known over the years as; the Fountain of Friendship, the Fountain and the Evelyn Arms. As the Fountain of Friendship it was the first meeting place of the Eltham District Road Board in 1856. 16. ST. MARGARET'S CHURCH, PITT STREET In 1860 Henry Dendy was appointed Chairman of a committee to establish a church of England in Eltham. He donated part of his land in Pitt Street and in 1861 the church was opened. It was built by George Stebbing and remains in a well preserved state today. Th adjoining old vicarage is now named Dendy Hou se. A new mudbrick church hall is under construction on the site. The church and Dendy House are now listed on the Register of Historic Buildings. 17. NO. 86 PITT STREET Cottage built by George Stebbing and believed to be his home for some years in the 1850s. 18. LIVING AND LEARNING CENTRE The house was built in the 1850s with the kitchen at the front being added about 40 years later. By the creek below the house a number of early Eltham industries were located. These included a tannery and a brewery. 19. ELTHAM COURT HOUSE A Court of Petty Sessions was established in Eltham in 1858 and the present building dates from 1860. It is the oldest public building remaining in Eltham. In its early days the building was used as the meeting place and office of the Eltham District Road Board and as an overflow classroom for the local school. The Court House has been classified by the National Trust. The citation states that it is an example of the simple form of early brick Court House with gabled roof and porch. 20. LANDS DEPARTMENT OFFICE This building is the former police station and is probably of about the same age as the Court House. The lockup at the rear has been demolished but the old stables remain as garages. A licence was first granted for a police station at Eltham in 1856. 21. JARROLD COTTAGE The old Cottage opposite Dalton Street was formerly owned by the Jarrold family. Early records indicate that this was the building leased from the Jarrolds as a temporary police station prior to construction of the building on the corner of Brougham Street. The small building on the corner of the property was used as a boot repairer's shop. The elevated studio at the rear is a more recent construction by the present owners. 22. STATE SCHOOL RESIDENCE Erected in 1891 23. WINGROVE COTTAGE This building fills an important place in the history of Eltham and is now used as a medical clinic. It was built in 1858 for Charles S. Wingrove who was Secretary to the Eltham District Road Board and Shire Council from 1858 to 1904. During part of this period he was also Shire Engineer and was Secretary to the Heidelberg Road Board. The house was used as the office of the Board and Council for many years. Wingrove is buried in the cemetery at St. Helena. 24. WINGROVE PARK The parkland opposite Wingrove Cottage has been named after Charles Wingrove. The old Manna Gums are an outstanding feature of the park. 25. ELTHAM FRI.MARY SCHOOL NO. 209 The school first opened in the slab building in 1855 and operated from the present site since 1857. The oldest part of the present school is the stone building erected in 1876. The first school teacher, David Clark remained at the school until 1888. This school is the government township and has always been known as the Eltham School. An earlier school (no.371) known as Little Eltham School operated in Swan Street from 1853 to 1872. 26. "SHOESTRING" This house was built for school teacher David Clark. It has been extensively extended in recent years but the extensions do not detract from the character of the older part of the building. 27. ELTHAM CEMETERY The cemetery contains the graves of many of the district's pioneers . 28. MONTSALVAT This unique complex of buildings was commenced in 1935 by the late Justus Jorgensen and its development has extended over many years. Montsalvat has exerted a significant impact on Eltham The earth and stone construction of many of the buildings has influenced local architecture to a great extent and it has served as a "nerve centre" of the local artistic community. Montsalvat is open to the public for a small charge. 29. MAIN ROAD BRIDGE This location has been the main crossing of Diamond Creek since the earliest days of settlement. The present concrete bridge was erected in 1925 .and was preceded by a number of timber bridges. 30. ELTHAM LOWER PARK This park, being an unusually large flat area for Eltham, was originally the local racecourse. Horse races were held here from 1855 and the area was gazetted as a reserve for a racecourse and recreation reserve in 1857. The park is well known as a venue for school "bird days" and more recently as the site of the Diamond Valley Railway. This miniature railway features scale models of modern and old locomotives and rolling stock and has operated on this site since 1961 . Before that the railway operated at Chelsworth Park, Ivanhoe. 31. FALKINER HOUSE Frederick Falkiner was one of the earliest settlers in the Eltham township area and occupied a substantial leasehold prior to the first land sales. Early records show that Falkiner was the subject of a number of complaints from his neighbours but he has nevertheless been considered a prominent enough citizen to have a street named for him. This house was the home of Evelyn (Ely) Falkiner a member of Frederick's family. 32. WEST HOUSE Behind the large house on the hill is an early house built by the West family. This was relocated from a site near the front of the land by the present owner Mr. Fabbro. 33. FALKINER HOUSE This very old house is believed to have been the home of Frederick and may have been Eltham's first post office. Falkiner was the first post master for a short period. in 1854/55. 34. WITHERS HOUSE This house was the home of famous artist Walter Withers who shifted here from Heidelberg in 1903. 35. ELTHAM HIGH SCHOOL This school celebrated its jubilee this year, having commenced as the Eltham Higher Elementary School 50 years ago. 36. DIAMOND CREEK FOOTWAY If returning from the High School to the town centre the footpath by the bank of the Diamond Creek provides a pleasant route to finish your walk. The creek is a major tributary of the Yarra River. Together with its own major tributaries Arthurs Creek and Running Creek it commences on the southern slopes of the Dividing Range at Kinglake. Cars are banked up along ...Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p175 It’s Saturday morning and thousands of people are visiting St Andrews Market at the corner of Heidelberg-Kinglake Road and Proctor Street. It’s hard to find a park. Cars are banked up along the narrow road and crammed in a nearby parking area. Yet, at the market, people look relaxed and happy amongst the yellow box gums on the site where the Wurundjeri people used to gather. Stone artefacts unearthed there by Koorie researcher, Isabel Ellender, indicate the site was once a Wurundjeri meeting place, according to Aboriginal Affairs Victoria.1 Acoustic sounds mingle with quiet conversations. A guitarist blows a mouth organ while his bare toes tickle chimes. A tiny busker, perhaps five years old, plays a violin while sounds of a harp emerge from the hall. One stallholder, selling delicious-looking pastries, chats to another in Spanish, then to me in broad Australian. ‘I was born in Fitzroy but my mother came from Mexico and my dad from Serbia,’ she smiles. A New Zealander fell in love with Mongolia and now imports their hand-made embroidered clothes and Yurts (tents) and runs adventure tours. A young woman visited Morocco and when friends admired the shoes she bought, she decided to import them and sell them at the market. Oxfam sells Fair Trade toys and clothes and displays a petition to Make Poverty History. Other stalls sell Himalayan salt, jewellery made from seeds from northern Australia, glass paper-weights from China as well as locally grown vegetables, flowers and organic freshly baked bread. A woman sits in a state of bliss under the hands of a masseur. Another offers Reiki or spiritual healing. A juggler tosses devil sticks – ‘not really about the devil,’ he smiles. This skill was practised thousands of years ago in Egypt and South America he says. At the Chai Tent people lounge on cushions in leisurely conversation. The idea for the market was first mooted among friends over a meal at the home of famous jazz and gospel singer Judy Jacques.2 Jacques remembers a discussion with several local artists including Marlene Pugh, Eric Beach, Les Kossatz, Ray Newell and Peter Wallace. ‘We decided we wanted a meeting place, where all the different factions of locals could meet on common ground, sell their goodies and get to know one another,’ Jacques recalls. They chose the site opposite another meeting place, St Andrews Pub. A week later Jacques rode her horse around the district and encouraged her neighbours to come along to the site to buy or sell. On February 23, 1973, about 20 stallholders arrived with tables. They traded ‘second-hand clothes, vegetables, meat, cheese, eggs, chickens, goats, scones, tea, garden pots and peacock feathers’. Now around 2000 people visit each Saturday. People usually linger until dusk. The market – with around 150 stalls of wares from a wide variety of cultures – stands alongside Montsalvat as the most popular tourist attraction in Nillumbik. By the 1990s St Andrews Market was in danger of being loved to death, as the site was becoming seriously degraded. The market was spreading in all directions and the degradation with it. A local council arborist’s report in 1994 noted exposed tree roots from erosion and compaction. The Department of Sustainability and Environment threatened to close the market if the degradation was not rectified. After many months of research, discussions and lobbying by a few residents, the council formed a Committee of Management, with an Advisory Committee, and introduced an Environment Levy. The State Government, the council and the market, funded terracing of the site to stop erosion, and retain moisture and nutrients. Vehicles were excluded from some sensitive areas and other crucial zones reserved for re-vegetation. Volunteers planted more than 3000 locally grown indigenous species. The old Yellow Box trees fully recovered and are expected to give shade for many years to come.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. She'd found a $5 photo album for sale with some photos that she thought might be of interest… From what I can gather it belonged to the gentleman pictured who was a worker at Dandenong in the Comeng and ABB eras. He appears to have worked on the Z3, A1/A2, B1/B2 class trams, Hong Kong LRVs, Comeng Melbourne suburban trains, and later the extra Victorian-purchased XP power cars and XAM sleepers to enable the Riverina XPT to be extended to Melbourne. It's clear he was very proud of the vehicles he'd helped to build. I have scanned a selection of the images, which appear to be a mix of official builder's portraits, team photos, and self-taken shots showing candid everyday scenes on the shop floor. ... and heads for the grey Singer car, registration NO-106, parked... and heads for the grey Singer car, registration NO-106, parked ...Thursday, December 15, 1949, the quiet little bank was embroiled in an infamous wild shoot-out between a daring thief and two bank officers. Today, the building still carries the scars ; a bullet hole remains visible in a cedar bench testifying to the events that played out that day. 3.30 a.m., Friday, December 9. The manager of the Commercial Bank branch at Greensborough, Mr Harry Wallace and his wife are asleep in their bedroom of the little house behind the branch. Harry is awakened by a noise and sees an intruder in a corner of the bedroom. He calls out but the intruder who has switched off the power in anticipation flees through a side door and scarpers down Main Street. Harry summons the police but a search by First Constable Thomas of the Greensborough Police assisted by a wireless patrol car is unsuccessful. A report is filed noting the theft of a .25 calibre pistol from the wardrobe. Thursday, December 15th. It is 1pm and the Commercial Bank has just opened. The branch is only open Mondays and Thursdays from 1-3pm. The morning started off a little cool with some scattered showers but it has fined up and the temperature is now around 61 degrees (16 C). A new grey Singer sports car with soft-top pulls up on the opposite side of the road and a young man, neatly dressed in a dark blue suit, wearing a grey hat and carrying a brief case exits the vehicle. He looks around then crosses the road and walks up the steps and through the door into the bank. There are three people inside; Mr. Jack Burgoyne whose grocery store is situated just 50 yards up the road, Mr. Lindsay A. Spears, the Eltham Agency Receiving Officer and by chance, Mr Harry Wallace, manager of the Greensborough branch. Jack Burgoyne takes note of the young stranger; thinking to himself he appears nervous. The man approaches the counter and introduces himself as John Henderson of Greensborough and explains that he wishes to open a new account. He places his hat and £3 on the counter. Mr Spears attends to the paperwork. He asks the young man to sign two forms, which he does but then he withdraws from the counter and starts walking towards the door. Suddenly he spins around pulling an automatic pistol from his right-hand pocket. He exclaims forcefully; “The game’s on! I’ll take the lot!” Spears appears to comply by pretending to open a drawer. The man shouts loudly, “Keep your hand away from that drawer.” Spears instead reaches for a pistol in his pocket and challenges the man, “Here it is. Come and get it!” At the same time, Harry Wallace pulls a pistol from his pocket as well. The bandit fires a shot but misses, the bullet striking the counter. Both Spears and Wallace open fire and Jack Burgoyne ducks for cover. As the bandit turns and runs for the door leaving his £3 behind, he fires another shot, which strikes the ceiling. Spears fires back, and thinks he may have hit him in the foot. The bandit flees the bank and heads for the grey Singer car, registration NO-106, parked opposite. Wallace and Spears pursue him to the door and open fire again, striking the car three times around the driver’s door. Spears lets off eight shots and Wallace, seven before his gun jams. The getaway car initially heads slowly down Main Road towards Bridge Street. About 100 yards down the road, Dave Adams, a PMG employee, who has heard the shots, throws a steel manhole step at the driver. It hits the roof of the car nine inches above the driver’s head and tears the hood. Another witness claims to have seen the door blow open and the driver raise his hand. The car gathers speed and swings left into Bridge Street racing along at about 60 miles an hour careering recklessly past council employee, Mr. Percy Williams, who is driving a dray along Smarts Road [believed to be Bridge Street]. At the end of the road the Singer fails to get round the sharp turn and crashes into an embankment skidding to a stop outside the home of Mr John Clifford. One side of the car is wrecked. Mr Clifford, an aircraft engineer hears the fast travelling car bump heavily into the road bank at about 1.25 p.m. Hearing the whine of an engine he goes outside to find the grey Singer parked at the side of the road. Jack George also lives at the corner and hears the car crash. “The bandit opened the car door, ran 50 yards, and suddenly turned back,” exclaims Jack. “He took something from the car. It might have been a gun.” In his haste, the bandit drops his grey felt hat, size 6 7/8, on the road and dashes up Sherbourne Road for about 200 yards then disappears into the scrub carrying a brief case and a bundle in which a sailor’s cap can be seen. About 3 p.m., Mr H.D. Pettie of Mountain View Road, Montmorency is looking through his field glasses and notices a young man walking through thick scrub on private property some distance from his house. The man is wearing a sailor’s cap and disappears along the railway track toward Montmorency. As the day progresses, ten police cars, one motor cycle, and about 40 police led by Det. Sgt. McMennemin of Malvern CIB are searching for him. They believe he is hiding in thick scrub along the bank of the creek about half-a-mile outside Eltham township. Wireless patrol cars, four mobile traffic cars and the CIB area cars from Malvern and Kew are taking part. Police check the thief’s car and discover it was stolen from Helen Baxter, of Doncaster Road, North Balwyn from outside Victoria Barracks. Harry Wallace informs the police that he believes he recognised the bandit as the man who took his pistol from his bedroom the previous Friday morning. As night falls, armed police are posted at strategic points in the Eltham-Greensborough district. Police in cars are watching the roads. Others are searching the bush and checking passengers on trains. Little do they realise the young man has already slipped out of the net. SEQUEL YOUTH OF 19 CHARGED WITH ATTEMPTED ARMED ROBBERY OF BANK AT ELTHAM Weekly Times, Wednesday 15 February 1950, page 6 Detectives who raided a house in Bell St., Coburg, Melbourne, charged a 19-year-old youth, of South Yarra, with attempted armed robbery at the Commercial Bank’s Eltham (Vic.) receiving depot on Dec. 15. Police say they recovered a loaded automatic pistol, diamond and signet rings worth more than £200, a complete set of house-breaking instruments, a sailor’s uniform, and chloroform gauze in the raid. The youth was charged that while armed with an offensive weapon, he attempted to rob Lindsay George Spears of a sum of money. He was further charged on six counts of breaking, entering and stealing. Police allege that the person who tried to hold up Mr Spears in the Commercial Bank receiving depot at Eltham on December 15. escaped in a stolen car, after Mr Spears and Mr Henry Wallace, manager of the bank’s Greensborough branch, had fired at him. After the car crashed, he escaped into thick scrub and is alleged to have changed into a sailor’s uniform. On December 9 an automatic pistol was stolen from Mr Wallace’s bedroom at the Greensborough bank. The chloroform pad recovered is alleged to have been stolen from the Dental Supply Company, Plenty Road, Preston. The rings are alleged to have been taken in a £513 burglary from the shop of James Paton. Sydney Road, Coburg. Det. Sgt. H. McMennemin conducted the investigations with Senior Dets. R. Newton and M Downie, Detectives l. Dent, R. Rayner, P. Pedersen and M. Handley and First Constable A. Thomas. The youth will appear at Eltham Court on February 22. Manager’s Gun Used in Holdup at Bank The Age, Thursday 23 February 1950, page 4 It was stated in Eltham court yesterday that a youth who robbed a bank manager of his pistol, later used it in an attempt to hold-up the bank. Kay Arthur Morgan, 19, draftsman, of Castle-street, South Yarra, was committed for trial on charges of breaking and entering, and stealing a pistol and attempted robbery while armed with an offensive weapon. He pleaded guilty. The manager of Eltham branch of the Commercial Bank of Australia Ltd., Henry Clifton Cabot Wallace, said he disturbed someone in the bedroom, in which he and his wife were sleeping, at 3 a.m. on December. 9, 1949. Later he found that his automatic- pistol was missing. On December 15 a youth, who said his name was John Henderson, entered the bank and opened a new account. As the youth was leaving the bank he turned round with a pistol in his hand and said: — “I want the lot.” Spear indicated a drawer under the counter; and said.— “Here it is. Come and get it.” The youth said:— “Keep your hand away from that drawer.” Witness said Spear then drew his pistol from his hip pocket. The youth fired at them, and Spear returned the fire. “I pulled my pistol and fired, too” said witness. The youth fired again, ran out to a car and drove off. Witness and Spear fired several shots at the car. The youth was the accused Morgan, sitting in court, witness said. Evidence was given that one bullet was found in the celling and the other in the bank. Morgan was allowed £100 bail on each charge. Morgan ended up serving three years for the failed armed robbery and became a notorious criminal. He had twin sons, Peter and Doug and even though only ten years old, Morgan would get his sons to act as lookouts whilst he committed burglaries. The lads became building contractors but when the industry suffered a downturn in 1977 and they were short on cash, they returned to the family business. Over the following 23 months they undertook 24 raids on country and outer-suburban TABs and banks. Whilst robbing one country bank for the third time, just like their father, it all went wrong ending up with a police officer shot. They were nick-named the “After-dark” bandits and are considered to be Australia’s last bushrangers.
