The Northern District School of Nursing opened in 1950 to address the issues around nurse recruitment, training and education that had previously been hospital based. The residential school was to provide theoretical and in-house education and practical training over three years. The students would also receive practical hands-on training in the wards of associated hospitals. The Northern District School of Nursing operated from Lister House, Rowan Street, Bendigo. It was the first independent school of nursing in Victoria and continued until it closed in 1989.P.T.S. In March 1995 ATCV had circulated a proposal for an ‘Australia Corps’. The proposal emerged over time from ATCV board and staff through debate and experience. ATCV Board member Alan Wright had written earlier: “There is in our society a terrible vacuum for adolescents to give expression to their independence and idealism in a constructive way, a chance to try themselves out independent of their parents/teachers in adult roles.” ATCV’s Brisbane office manager Phil Harrison had first been involved with ATCV as a volunteer from UK, drew together ideas about an ‘Australia Corps’, that had been discussed with Alan Wright, John Fenton and others at the ATCV staff/board planning workshop at Sorrento in December 1993 and “…based upon our experience and participation in the LEAP program and observations of Conservation Corps around the world”. The concept of a six-month program for young people with a training wage and accredited training which encouraged both competencies and personal development emerged, with a standard format of ten participants working fopr six months under the direction of a supervisor. The ‘Australia Corps’ proposal was widely distributed to Federal, State and Territory parliamentarians and received positive feedback. The Liberal Party, then in Opposition, included the idea of a “Green Army” in their environmental policy, placing more emphasis on environmental outcomes and less on job creation than the Keating ALP Government had. A young and up-and-coming parliamentarian, Tony Abbott MP, was enthusiastic and was to visit several ATCV projects (both before and after Green Corps started) to learn about their workings direct from volunteers and CVA staff. Several times he visited projects with Ian Smith project and Ian recalls being impressed by the efforts he made to talk at length with all participants. Tony Abbott took a personal interest in the progress of Green Corps. Colin Jackson and Phil Harrison were guests of Abbott in Parliament House, Canberra, on the evening of 20 August 1996. The Federal Treasurer, Peter Costello, announced in his first Budget Speech that: - “the Government will provide $42 million over the next 3 years to establish the Green Corps. The Green Corps will be open to young Australians aged 17 to 20 to demonstrate their commitment to the environment by working on projects to preserve and restore Australia's natural environment and cultural heritage. The projects will also contribute to their career and employment prospects through training, skills development, work experience and personal development.” ATCV’s chief executive officer Colin Jackson worked with senior staff Madeline Townsend, Garry Snowden, Phil Harrison, and John Fenton to fine-tune the ATCV proposal. On the strength of unique national coverage and credible record ATCV went on to win the tender to administer and manage the day-to-day operations of the Green Corps program for five years (1997-2002). Winning a $36 million contract was a big breakthrough for ATCV. Fourteen years before, a small non-profit group had started in Ballarat in country Australia with a vision – but little else. Its key people had shaped opinion and won political support for a concept. There was about to be transformation from hand-to-mouth existence into a nation-wide business with resources to build for the long term. This electroplated teaspoon made by Walker & Hall of Sheffield. It was recovered from an unknown shipwreck in the coastal waters of Victoria in the late 1960s to early 1970s. The shipwrecks in the area range from around the 1840s to the early 1930s. It is part of the John Chance Collection. Walker & Hall’s Marks on this teaspoon, the SHIELD and the FLAG, date the spoon between 1910 and before 1920. The letters, possibly N S, within a shield may stand for Nickel Silver. The first Sheffield licence to make electroplated pieces of work was granted to John Harrison in 1843. One of his employees, George Walker, had been sent to learn electroplating skills at Elkington’s in Birmingham, who had patented the process discovered by Dr John Wright. Walker left Harrison in 1845 and started up his own company with Samuel Coulson and William Robson, to become George Walker & Co., electro-platers and gilders, taking out a licence with Elkington’s. In 1848 Robson retired and Henry Hall joined the partnership, operating at Electro Works at 11 Howard Street Sheffield, with a showroom in at 45 Holborn Viaduct, London. The firm had changes in the partnership and by 1853 it was called Walker & Hall. Over the years the company grew, with branches in the UK and overseas in Australia and South Africa. Then John Bingham, and later his brother Charles Bingham, became involved in the business, increasing profits. In 1861 the firm registered its first Trademark, a stamped ‘Flag’ with a banner with letters ‘W & H’. In 1884 Walker & Hall were one of the largest manufacturers and the second to introduce a voluntary system of using dating marks for silver plate, based on the alphabet and styles of shields or figures. The firm grew and prospered. It was described as ‘comprehensive … touching almost every department of Social life’, selling all manner of silverware and other goods. In 1920 the firm became Walker & Hall Limited and continued to expand in the goods produced and the member employed. Then the effects of war brought economic depression and fewer people able to afford the quality luxury goods. Eventually, in 1963, the company amalgamated with Mappin & Webb and Elkington & Co., becoming British Silverware Ltd. Although the spoon is not linked to a particular shipwreck, it is recognised as being historically significant as an example of cutlery, perhaps part of a passenger’s luggage or imported for use in Victoria in the early 20th century. This spoon is significant for its association with makers Walker & Hall, famous for silverware and silver plate in the mid-19th to early-20th century. It is the only example in Flagstaff Hill’s shipwreck artefact collection. The spoon is also significant as it was recovered by John Chance, a diver in Victoria’s coastal waters in the late 1960s to early 1970s. Items that come from several wrecks have since been donated to the Flagstaff Hill Maritime Village’s museum collection by his family, illustrating this item’s level of historical value. In Kew’s Civic Century (1960), Cr. W.D. Vaughan described William Dickie Birrell M.B.E. (1899-1974) as follows: “Mr. W. D. Birrell, who had been on the staff of the Country Roads Board after his return from active service with the First A.I.F., was appointed assistant town clerk on February 15, 1921. On Mr. Harrison’s retirement he was appointed town clerk and city treasurer, and has given outstanding service. His knowledge of municipal administration has been acknowledged by the Government calling on his services to advise on amendments to the Local Government Act. He is a past president of the Town Clerks Institute, and on the nomination of that body was honoured by Her Majesty the Queen in 1958 with the award of the M.B.E. He still occupies the position and is held in the highest esteem not only by the Kew Council, but also by local government administrators throughout the metropolitan area.” (page 132) He died on 7 May 1974, and his ashes were interred at the Boroondara General Cemetery. This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. Stradbroke Park. Extent: Kilby Road to Harp Road at Burke Road. Historical Documentation: 1851 - Portion 91 purchased by Edward Glynn; 1888 - The Harp of Erin Estate (which included Section 91) offered for sale; 1896 - The area now known as Stradbroke Park was bisected by a creek that flowed from the Yarra via Hay's Paddock (q.v.) and extended through to Burke Road; 1943 - W.D. Birrell, Town Clerk of Kew, proposed that the creek be filled and a reserve created; 1954 - Entire area designated as 'open space' and named 'Stradbroke Park'. The line of the creek that ran through the Park created a further reserve on the north side of High Street, now known as 'Harrison Reserve'. Existing Condition: The park is largely of mown grass that has mature trees set into it It is possible that a number of these are remnant of the original vegetation, while there are also a number of exotic trees introduced, particularly at the northern end of the park. Their first concert was held in 1977, and the group continued to entertain local audiences for many years. Alfred Patrick Armstrong was born in England in 1825 and was employed under the renowned Isambard Kingdom Brunel as a civil engineer during the construction of the Great Western Railway and the South Wales Railway. He came to Melbourne in 1852 and purchased property in Eltham. He became a mining surveyor and was Inspector of Mines and the Mining Registrar for the St Andrews Division of the Castlemaine Mining District. In 1855, he chaired a meeting calling for a bridge to be erected across the Yarra River between Eltham and Temple Stow. He was registered as an innkeeper in 1858, was a recognised collector of the £110 raised for the building of the first building of State School No. 209 (Eltham Primary) and was a Trustee for the Church of England site on the Eltham Cemetery Trust in 1860. He was elected to the Eltham District Road Board (forerunner of Eltham Shire Council) from 1867 to 1871 and then served as an Eltham Shire Councillor from 1871 to 1878 (including Shire President in 1873). Margaret Armstrong to whom he was married in 1854 at St Pauls Church, Melbourne, died on the 27th March 1887. Alfred died in 1893, having been in ill health for some time, and is buried in Eltham Cemetery with his wife Margaret. The monument features a tall pillar capped with a draped urn: a symbol of death.
