The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Petrol rationing was gazetted in May 1941. Australia's lack of fuel storage options and the diversion of tankers bringing fuel here forced the government to begin rationing. Initially it was proposed that consumption should be reduced by 50% but this was modified to 1/3 reduction. People had to apply for a petrol licence and this was then used to obtain ration coupons. Initially coupons were issued on a 6 monthly basis but this was reduced to 2 monthly and allowed people roughly 2000 gallons per year. Coupons allowed for 1, 2, 5, 10, 44 and 100 gallon amounts depending on need. eg. private, commercial, farm use. Rationing was strictly enforced until 1942 but remained in effect until 1950.WWII One Gallon Fuel Ration Ticket: 7 x tickets attached, cream with blue and red print and perforated edges. At the top is "Motor Spirit with the Commonwealth Emblem" in the middle and "Ration Ticket". Commonwealth Control board Liquid Fuel issued under national security (Liquid Fuel) Regulations. 1 Gallon This ticket must be endorsed by consumer with Name and Licence number. This is a book given as a prize to Allan Scarfe in 1942 when he was in Form One at Warrnambool High School. Allan Scarfe, spelled ‘Alan’ in the book inscription, died in 2016. He was a teacher at Warrnambool High School/College for a great number of years and was an author of note. He wrote several works of non-fiction in conjunction with his wife, Wendy, and several novels, mostly crime fiction.This book is of interest because it belonged to Allan Scarfe, a resident of Warrnambool for many years, well-known as a teacher and a writer. It is also of interest as an example of the type of reading material favoured by young boys in the 1940s. This is a hard cover book of 224 pages. The cover is blue with black print on the front cover and spine and a sketch of a sailor on the spine. The dust cover is multi-coloured with sketches of scouts on the front cover and on the spine. The dust cover is ragged at the edges and torn at the bottom part of the spine. The dust cover also has lists of books published by Blackie’s Books. The book has several black and white plates scattered throughout the pages. The Merle Bush Trefoil Guild was registered in Bendigo on 18/06/1981.The decision to disband the Merle Bush Trefoil Guild was made at a General Meeting on 17/02/2016. The group agreed to continue as the Merle Bush Friendship Group. The Australian Trefoil Guilds connect women who are either actively involved in Girl Guiding or have a history with Girl Guiding.
