Book, Ballarat College of Advanced Education Annual Report, 1980
In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. This photograph was taken in about 1924 as it approached Newcastle, New South Wales before the sailing ship Monkbarns was converted for use as a hulk. The steel-hulled, 3-masted fully rigged ship was built in 1895 by Archibald McMillan & Son at Dumbarton in Scotland. It was 267 feet long, 40.1 feet wide and 23.5 feet deep. In 1914 John Stewart & Co. owned ten sailing vessels, one of which was the Monkbarns, but by the end of the first World War, the fleet had only four vessels survived the war, including the Monkbarns. The Monkbarns traded across the world. Some of the destinations included Port Adelaide, Table Bay in South Africa, Liverpool, Sydney, London and New York. Her last commercial voyage was in 1926. Overall, the ship traded for 32 years before it was converted in Spain in 1927 for use as a hulk for carrying coal. There were several owners of the ship over its lifetime. Looking south along Maria Street (Main Road) from intersection with Bridge Street, Eltham, c.1906. Burgoyn'e Post Office on left. The footpath was about 2 feet above the road level. Horse and cart near the entrance to John Street. Webster's house was on the the northeast corner of Pitt and Maria (Main Road) and the verandah was over the footpath. Bend of Islands is named after a group of small islands at a bend of the Yarra River near Watsons Creek. It is located near the town of Kangaroo Ground. The locationn was a long time favourite spot for locals and visitors to fish and swim in the river. This is one of a series of four photographs that depict a mainly young group of people recreating in the area, particularly enjoying horse riding. Possibly weekend campers. Photos taken about 1926-1928. In 1938 "The Argus" advertised weekend cabins at the Bend of Islands estate 5-are Yarra Yarra frontage in the Christmas Hills Gorge ideal for weekend cabins. In this picture we see the cement mixer on the right so possibly stone work being undertaken both sides of the street. Work is under way at the house one down from the bend where two piles of bluestone are gathered; possibly for terrace edging of the driveway and footpath. These images were from a strip of negatives, most likely taken by a Shire of Eltham employee so the works could have been part of council operations. Many streets in the shire have stonework edges for gardens abutting footpaths where the roads have been cut into the terrain. Much of this stone masonry work was undertaken for the council by C.J. The articles summarise battles that the 24th had been involved in, greetings from the Commanders, and news of the battalion. This issue has photographs of the officers who have had long service with the Battalion including Lieut.-Col. W.E. James, Col W.W.R. Watson, Maj. W.H. Ellwood, Capt. F.P. Selleck, and Capt. A.A. Ball. Was with other World War 1 memorabilia that has come from Legatee Frank Doolan, he was on the archive committee and made attempts to collate the history of Legacy. Ronald EDWARDS PEPPER Gunai Ronald Edwards Pepper is the grandson of Dulcie (Dolly) Mullet and Watson Pepper, Ronald’s family moved to Morwell in the 1960s from Lake Tyers Mission. He graduated from Federation University with a Bachelor of Visual and Media Arts in 2017, and has completed several commissions and participated in numerous exhibitions, in Australia and overseas. Artist Ronald Edwards-Pepper is keen to express himself through painting and telling stories of his Gunai/Kurnai ancestors. This drawing was produced by Ron Uebergang in 1919 at the Warrnambool Technical School. Members of the Uebergang families have been in the Warrnambool/Allansford area since the early 1850s. Ronald Uebergang (1903-1971) was born in Warrnambool, the son of Ernest Uebergang and Mary Watson. He lived at the family property, Hopkins Hill, and went to Allansford State School and Warrnambool Technical School. He was mechanically-minded, fond of music and dancing and a keen photographer. He married Myra Hall and they ran a dairy farm at Hopkins Hill and later went in for grazing beef cattle. Warrnambool Technical School was established in 1913, firstly at a Timor Street site and later at Caramut Road. Today it is called Brauer College. This drawing is of considerable interest as it was produced by Ron Uebergang. Members of the Uebergang families have been prominent in the Warrnambool/Allansford area since the early days of the district’s establishment. It is also important as a good example of the type of work produced by students from Warrnambool Technical School in its early years. This is a1919 drawing of a Steam Cylinder for a 45 HP Horizontal Engine. The drawing is half the full size of the cylinder. The drawing is on a white card with the sketches done in black and red ink. The card has a heavy black margin around the edges drawn in black ink. The drawing shows a Sectional Plan and a Half Side Elevation with the Cover Plate Removed. The card has the signature of Ron Uebergang. Attached by a metal clip to the card are four pages of measurements and plans of the steam cylinder. These are in black and red ink.
