Rationing regulations for food and clothing were gazetted on 14 May 1942. Rationing was introduced to manage shortages and control civilian consumption. It aimed to curb inflation, reduce total consumer spending, and limit impending shortages of essential goods. The broad reasoning behind the introduction of rationing was to ensure the equitable distribution of food and clothing. It was also hoped that a cut on consumer spending would lead to an increase in savings, which in turn could be invested in war loans. Australians were never as short of food nor rationed as heavily as civilians in the United Kingdom. Rationing was enforced by the use of coupons and was limited to clothing, tea, sugar, butter, and meat. The Teenager, His Family and His Peers was a paper presented to the 1968 Federal Conference of the Legacy Clubs of Australia by Legatee John Hall of Melbourne Legacy (held in Ballarat from 7th to 10th November 1968). By resolution of the Conference it was printed by Legacy Co-ordinating Council for distribution upon their request to Legacy Clubs. It was stored with another paper presented at the 1968 Conference 'The Fundamentals of Legacy' which had the notation H51 in blue pen to show that it was part of the archive project that was trying to capture the history of Legacy. This book of verses has been written by Ethel Lucy Newcombe (nee Forrester) The daughter of Lucy Sorrell and James William Forrester, she was born in 1874 in Warrnambool. As a Matriculated student she taught at the Warrnambool St. John’s Hall Private School for Girls in the 1890s. The proprietor of this school was her friend, Grace Newcombe and Ethel Forrester, especially talented in literature and music, composed a Cantata, ‘Austral’s Sunny Year’ for the annual school concert in 1898. In 1902 Ethel Forrester married Dr Frederick Newcombe (Grace’s brother), a medical missionary in India. His father Ebenezer Newcombe was well-known in Warrnambool as a timber and hardware businessman. Dr Frederick Newcombe died in India in 1905 and Ethel Newcombe spent the greater part of her later life in Melbourne. She died in 1971. The identity of Arthur, the recipient of the book, is not known. This book is of considerable interest because it was written by Ethel Newcombe who was born and educated in Warrnambool and the book is thus is associated with both the Forrester and the Newcombe families in Warrnambool early in the 20th century This is a soft cover book of 32 pages. The cover is dark orange in colour and has dark blue lettering on the front cover with ornamental scroll work on the left margin of the front cover. The book has three blue stamps of the Warrnambool & District Historical Society and the inscription on the first page is handwritten in black ink. He was 36 years old, a butcher by trade and served with the 2nd Scottish Horse in the Boer War. His mother was listed as next of kin residing in Bracknell Tasmania He was wounded at Gallipoli and discharged on 19/1/1917 Nelson Albert Hardy 363 Born in England and a butcher by trade .KIA 23/8/1915 at Gallipoli aged 22 Edward Fahey 364 Ovens Street Wangaratta, Aged 29 years, a Painter by trade. He returned to Australia in December 1915 and appointed a Recruiting Sergeant. He resigned from this position on 8/5/1916, went AWOL and on 21/7/1920 discharged due to desertion. Joseph Cowham 360 enlisted at Broadmeadows on 19/8/1914. Thomas Peter Williams 404 - Aged 24 and a Blacksmith. He received a gunshot wound to the wrist on 26/5/1915 and returned to Australia. It was reported in the Newcastle Morning Herald that Miss Gardner was vice-president of the Women's Organising Committee of the Political Labour League.
