In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. Kiewa Valley House nursing home was officially opened on March 6th, 1985, with a new lounge extension opening in May, 1993. Prior to this, residents had to travel to Beechworth, Wangaratta or Wodonga for care. The old weatherboard building was demolished around the late 1900’s to early 2000’s and replaced with a new modern brick building. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians.The Kiewa Hydro-Electric Scheme the State Electricity Commission played a pivotal part in the planning and initial funding of the Tawonga District General Hospital, with a view to providing medical support for its many workers on the Hydro scheme. Later, spouse and family members of workers were also able to access medical assistance. Many SEC workers and their families have received high medical care at Tawonga District General Hospital and Alpine Health and/or as residents of Kiewa Valley House over the years. A number of family members of SECV workers as well as other dedicated staff have provided high quality medical attention and support in all three facilities as nursing staff, support staff and volunteers. Mt Beauty & District Meals on Wheels committee was formed on 6th Dec. 1967, possibly under the Elderly Citizens Welfare Council News (or Senior Citizens Mt Beauty) with service commencing on 16th July 1968. Volunteers transported meals from the Hospital Kitchen to the elderly and sick members of the community each day including weekends. Eventually the Shire managed the meals and roster until recent times when, in 2016, Alpine Health took over. Members of the Mt Beauty community recognised the need for meals to be delivered to the elderly and sick. They formed a committee and organised the means (rules, meals, containers, roster ) by which they could achieve their goal with volunteers and the Tawonga District Hospital. The first delivery was recorded by the press and was on film by AMV 4 Albury TV station for their local news. This cookbook was produced by the Warrnambool and District Pipes and Drums, partly as a fund-raiser and partly as a promotional exercise. A Pipe Band was formed in Warrnambool in 1906 with twelve foundation members. Simon Fraser was the original Pipe Major and the band has had some changes of name since its foundation. The band was not operating for some time during the years of World War One and again during World War Two but today under the name of Warrnambool and District Pipes and Drums it performs at concerts, dinners, band competitions, official functions, street parades etc and has won both Victorian and interstate Championship titles. This book is of interest as an example of a fund-raising exercise by a local organization early in the 21st century. This is a soft-cover book of 94 pages. It is a cookery book published by the Warrnambool and District Pipes and Drums. It has a blue cover overlaid with plastic and is bound with plastic rings. The front cover has the logo of the Warrnambool and District Pipes and Drums. These stamps, with three of them used as official Common Seals, belonged to the Warrnambool Co-operative Society Limited and its associate business, the Warrnambool & District Artificial Breeders’ Co-operative Society Limited. This co-operative group of businesses was established in 1960 as the Allansford & District Artificial Breeders’ Co-operative Society to provide herd improvement services to district farmers. In the mid 1970s it had become the Warrnambool Co-operative Society Limited with other associated businesses and had a retail store in Timor Street with other services established in other local buildings. The co-operative gradually expanded until by the late 1990s it had 8000 members, 84 full-time employees and 120 casual employees and, by the 21st century a complex of new buildings in Warrnambool. The Warrnambool Co-op, as it was known, closed in 2007. These stamps and Common Seals are mementoes of the Warrnambool & District Co-operative Society Ltd, an important group of businesses in Warrnambool for over 30 years. Many local people were members of this co-operative venture. These are four stamps from the Warrnambool Co-Operative Society Limited and its associated businesses:- 1. Circular blue Common Seal on a square wooden base with a black plastic handle. 2. Circular blue Common Seal on a square glass base with a red plastic handle. 3. This is an army officer’s hat from the Australian Army. It dates back to the 1940s before the word ‘Commonwealth’ was deleted in 1949 from the name of the military forces. The Australian Army has used the rising sun emblem in its official insignia since the early 1900s. The owner of this hat is not known. This hat has no known local provenance but is retained for display purposes.This is a khaki hat with an oval padded crown and a rounded peak. The top has four metal eyeleted air holes. The badge on the hat has the Rising Sun emblem. There is a brown leather strap round the brim attached by metal buttons. The inside of the hat has a blue cloth lining with a square of cellophane. There is a grey leather internal band in the peak section overlaid with black material. There is some slight staining inside the hat. Australian Commonwealth Military Forces

These braces of the type known as ‘Police & Firemen’ were originally worn mostly by men wearing a uniform of some sort – police, firemen, members of the armed forces, postmen, other government officials etc. Later the braces were worn by men, mainly workmen, wanting a durable, good quality item to hold up their trousers. Braces are still worn occasionally by men today, mainly as a fashion item. These braces have no known local provenance but are retained as an example of an item of clothing worn by men 100 years ago. These men’s braces have a loop of long heavy quality elasticized cotton held at the top with a metal clip and with the loop forming two long ends made by a leather clamp near the top. The ends of the two cords have metal clips and two leather straps at each end with eyelets for attachment to buttons. The top of the loop also has two leather straps with eyelets. Dart throwing, pony rides. Scenes with Dr Don Cordner, Gus Lyons, Vic Cohn (?) and spinning wheel and Diamond Creek School children entertain a large crowd with Maypole dancing. Movie Two (1950s): 13:25 – 19:00 This black and white film was taken by a TV film crew in the 1950s depicts a typical call out for the Diamond Creek Fire Brigade. In this case the careless action of a member of the public throwing a lighted match from a car, which can cause extensive damage. Footage features the Shire of Eltham War Memorial tower at Kangaroo Ground before it was modified with a fire spotter’s cabin. Discusses fire spotting operations from the tower. Shows a fire spotter walking around the top of the tower. A fire is detected, and the information is relayed to the nearest fire station, in this case, Diamond Creek. The telephone call is received, and the alarm sounded. Captain Clarrie Stone and firemen May and Shaw leave their workplaces and prepare for action. Scenes of running across the Main Hurstbridge road showing the shops (Shell service station and Chemist prominent). Scenes entering the fire station which has a pictorial warning covering the entire door “Only you can prevent forest fires – If you’re careless – we’re homeless!” Eric Holt pinpoints the location of the fire while Captain Clarrie Stone and Fireman Shaw take note. The advance vehicle (an FE Holden ute, rego GTE-696) leaves to assess the extent of the fire. Having assessed the fire, Fireman Shaw communicates with base showing radio with call sign VL3JZ. Eric Holt takes the call. In the meantime, Captain Clarrie Stone and Fireman Shaw undertake some limited action to address the fire. Firemen Bill May, Jim Bates and Hugh Bar (?) man the tanker. A photo portrait of Queen Elizabeth is visible hanging on the wall. They are later joined by Firemen Jim Cox, Eric DeBuse (?) and Jack Marks. The tanker is seen departing the station and diverging off before the bridge. Captain Clarrie Stone and Fireman Shaw are seen pumping water on the flames with hand pumps when the tanker arrives. The hose is unreeled, and water turned on the flames. Jack Sinclair joins the action. Jim Cox directs water to the high stuff. The fire put out, Jack Marks and Eric DeBuse wind in the hoses and the team head back to town. It’s peaceful again at the memorial tower. Movie Three (1969-1987): 19:14 – 34:34 Colour film “Fired with Dedication”, Country Fire Authority Victoria, produced by I.L. Wadeson, Commentary by A.M. Hem. Credits with CFA Victoria emblem and then placed over a view of an old-style ladder engine. Opens with the scene of a fire engine outside the Diamond Creek Fire Station then various trophies reflecting the competition success of the brigade in various track and disciplined events. Two trophies shown of particular pride to the brigade were for first place in the Torchlight Procession at the State Championships in Mildura in 1986 and also at Swan Hill in 1981. Still photo scenes of ex Captain Clarrie Stone, Brigade Captain for 21 years; ex Captain Jack Marks, 10 years; ex Captain Ian Douglas, 10 years. Cuts to scene of radio control room, January 1969, and news of a fire on the northern side of the township of Diamond Creek. With scenes of flames in bush, the narration explains that until the early 1960s the area was an orchard district which protected the town against the savagery of bushfires. But due to competition from other areas more suitable for orcharding and easier transport to Melbourne the district could no longer remain competitive, and orchards were replaced by grassed areas, which together with the bush areas were a feeding ground for fire. On 8th January 1969, high temperatures and strong north winds, were, with the carelessness of some individual all that was necessary to produce the worst fire the district had seen. Cuts to scene of blackened fields and cattle - Hundreds of hectares of grass land were blackened, and cattle had to be transported to other areas for agistment. Scene of destroyed buildings in the township – 13 houses and the public hall in the town were destroyed as was the theatre equipment which was owned by the fire brigade. The Church of England Hall and bell tower were badly damaged. The whole town could have been burnt out but for the determination, skill, and courage of the Diamond Creek Fire Brigade. Scenes of all that was left of the home on the hill on the west side of the Church of England. Also, the remains of the old Pisy (?) home on the top of the same hill near Lambert Street, and the ruined Crocker home. Cuts to a scene in the mid-1970s to mid-1980s of a house fire in Haley Street attended by the Diamond Creek Fire Brigade. Although the house was severely damaged, it was saved. Mentions that whilst assistance is appreciated, in some circumstances, those doing so are not properly dressed for fighting fires. Breathing apparatus is a must in structure fire attack. Next scene (either on Mangarook or Coventry oval) showing off four Diamond Creek Fire Brigade efficient and very expensive firefighting units. Features a forward control vehicle Toyota 4WD used for conveying task force personnel to the required areas; a Hino Model 3.2 tanker, diesel powered and carries 3,000 litres of water and has a 16 HP petrol driven pump which delivers 900 litres of water per minute; an International tanker (registration TCM-418) which carries 3,000 litres of water with pumping capacity of 600 litres per minute. The Ford diesel powered pumper (registration MXE-754) is a well-equipped vehicle with a water capacity of 1,000 litres and capable of pumping 1,900 litres of water per minute from the main pump, has many lockers which hose equipment such as breathing apparatus and various types of hose nozzles and foam making equipment. The vehicle carries 360m of 64mm diameter hose which can be laid out from the rear lockers and a portable lighting plant, an Oxy Viva resuscitator to revive smoke inhalation victims and forcible entry tools to gain access to structure fires. Views of the main pump and control panel on the vehicle. As well as the main pump, the vehicle is equipped with an auxiliary pump which allows the facility to pump whilst moving. Fire fighters must undergo constant training and hone their skills, Scenes of a training exercise using the pumper to pump from static water. First, the short lengths of suction hose are coupled, a strainer fitted to ensure debris does not foul the pump. Gauges must be constantly monitored to ensure manageable water pressures are maintained. Pressures are normally controlled to allow two fire fighters to work at each nozzle outlet. Two nozzles are tested, one adjustable jet fog type which is used on flammable gasses or within a structure fire to absorb heat. A straight jet nozzle to project water long distances to protect exposed surfaces close to a fire radiated heat. The pumper is quite a versatile vehicle in handling structure fires, but it also carries specialist equipment needed in containing hazardous chemical incidents. Cuts to scene of parade – the Diamond Creek Fire Brigade has with other neighbouring brigades participated in most town fairs and earns the respect of the watching public. It can be seen why this brigade has been so successful at disciplined contests. Views of Plenty Fire Brigade Road Rescue unit which is equipped with the “Jaws of Life” Scenes of athletic competitions – many neighbouring brigades indulge in friendly but keen competition at the Diamond Creek Town Fair. The young are also encouraged to participate in all aspects of Junior Fire Brigade activities and become tomorrow’s generation of volunteer fire fighters. Scene of the 1986 Diamond Creek Town Fair which was the last time veteran Captain Clarrie Stone BEM marched with the brigade. Clarrie was awarded the British Empire Medal for his service to the Country Fire Authority. Also, scenes of vehicles in the parade. The Victorian gold rush came to Eltham in the early 1850s and with it came a crime wave. Local traders called for police protection. This led to the appointment in 1857 of Irish-born Peter Lawlor as Senior Constable at Eltham. In 1859 Peter and his wife Kate were able to move into an official police residence at the corner of Maria Street (now Main Road) and Brougham Street, with stables out the back and a large paddock for grazing across the road. Some of their children went to Eltham Primary School. That 1859 police residence is now the home of the Eltham District Historical Society. The small wooden building on the very corner is a modern replica of the separate police station/office built around 1885-1900. Cases investigated by Constable Lawlor included murders, stealing (horses, cattle, fowls, watches, linen, clothing), a search for a missing person, and two separate instances of abandoned children seeking help. He was officially commended in 1866 for bringing to justice a man who had indecently assaulted an 11-year old girl. Sadly, there was a similar but unconnected case only a few months later. But events had a lighter side; in 1871 Kate lent her piano to the Snowflakes Christy Minstrels for a Catholic Church fund-raising concert. Peter was transferred to Prahran in 1872. He died in 1876 and is buried in Eltham Cemetery with four of his children. His headstone was stolen some time after May 1990 but was returned anonymously (broken into three pieces) in August 2013. It is resting on his grave but has not been re-erected. At this meeting we are pleased to have as our guest speaker Dr. Andrew Lemon, a great friend of EDHS and a Fellow and the immediate Past President of the Royal Historical Society of Victoria. Andrew is an independent Melbourne historian, author of numerous books on local history, shipwrecks, biography, schools and sport and winner of national literary awards. He has been awarded the degree of Doctor of Letters by the University of Melbourne for his published works. Andrew edited the Victorian Historical Journal throughout the 1990s and served on the Library Board of Victoria and the Heritage Council. Friday, September 28, 1883 was a memorable date for Wycheproof as on that day was the long-awaited official opening of the railway. It was recorded that no less than 23 parishes would act as feeder to the rail line. The Railway Station closed in December 1990 but the building was renovated in 2010 with plans for a community focus and cultural events.The arrival of rail opened up the Mallee. Local farmers began sending wheat, sheep and wool by rail. Improvements to transport stock was ongoing and the eventual rail extension north of the town, resulted in a well patronised passenger service for years. The flag represents The Mission to Seafarers worldwide organisation. From about the year 2000 particular flag was once flown from Flagstaff Hill's masthead on top of the turret on the St Nicholas Seamen's Church but this practice ceased around 2010 for safety reasons. The Australian beginnings were in 1856 when the Church of England (Anglican Church) established the ‘Society for Promoting Missions to Seamen Afloat, at Home and Abroad. Lord Shaftesbury was the first President and Mr William Kingston was the first Secretary. Its Constitution declared: (1)) the Object is the spiritual welfare of the seafaring classes at home and abroad. (2) In pursuance of this Object, Society will use every means consistent with the principles and received practice of the Church of England. Mr Kingston’s wife and sister designed a flag to clearly depict the Society’s Objects. It depicted the first of the three angels in Revelation 14, who possessed ‘an eternal gospel to proclaim to those who dwell on the earth, to every nation and tribe and language and people. The ‘Flying Angel’ (the angel of Revelation) became the official logo of the Society and gained great popularity. In July 2000 the Missions to Seamen changed its name to the Mission to Seafarers to better reflect the group's function, an unbiased society that cares for all who earn their living at sea. The Logo was modernised and simplified, the word changed to 'seafarer' to be gender-neutral. The angel logo no longer holds a book (Bible). The organisation states: “The Mission to Seafarers is an Anglican organisation ... The Mission offers fellowship and a warm welcome in centres where seafarers can relax away from their ships, meet local people and contact their homes, from ports around the world. The Mission provides and promotes” … “The Mission to Seafarers now has a presence in 200 ports in 50 countries worldwide. This makes us the largest sea-port-based welfare organisation in the world. We provide support to seafarers 365 days per year, regardless of their rank, nationality, gender or religion” This flag was a gift from the Mission to Seafarers Victoria at the time of the organisation's change of name from the Missions to Seamen. It was flown from the Masthead on top of the turret on the St Nicholas Seamen's Church at Flagstaff Hill from the years 2000 to around 2010. The donation of this flag signifies the ongoing association between the historical organisation and St Nicholas Seamen's Church building at Flagstaff Hill', which displays an extensive collection of furniture and furnishings from that organisation's Williamstown branch. This is an original policeman’s helmet, known as a ‘Wolsley’. The design was in use by Victoria Police from 1877 to 1947 then replaced by more suitable caps. The helmets were made in Ballarat by the Victoria Police's official supplier, A W Sudweeks. Some of these helmets were re-sold at Stokes and Sons in Melbourne and would carry that company’s name. This Victoria Police helmet represents an early era in its uniforms, from 1877 to 1947, when the design was based on the English versions. The design was later replaced by head wear that better suited the local climate and conditions. Helmets of a similar shape to this one were worn by the local Volunteer Corps.Policeman’s helmet, Victoria Police. The black, stiffened canvas hat has a high crown and a leather chin strap. The five panels of stiffened canvas are stitched together. The helmet has a metal ventilation dome at the top. The two small holes at the front are for the officer’s identification badge. The helmet has a leather sweatband, and the brim and sweatband are lined with beige fabric. The helmet’s brim is wider at the front. A maker’s label in the shape of a shield is attached inside the helmet, which is made by A.W. Sudweeks of Ballarat. "A. W. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance.
