Wodonga & District Historical Society IncFinancial record - Housing Commission Victoria House Purchaser's payment book, C. 1950's
The Housing Commission of Victoria (HCV) was established by the Victorian Government in 1938 after a public campaign for housing reform. After 1942 the HCV was responsible for developing regional and outer suburban housing estates where low-income families were located in proximity to expanding population areas and post-war industries. With greater funding and a severe housing shortage, the Commission's activities greatly expanded through the late 1940s into the 1950s. They began to build larger and larger estates of housing in the suburban fringes, as well as country towns The Housing Commission was largely responsible for the development of Wodonga up to 1973 and in 1975 was said to have built one-third of all homes in Wodonga, though many of these were handed to the Army. Criticism of the bureaucratic and undemocratic nature of the Commission and scandals over corruption in relation to housing developments in Melbourne's fringe areas resulted in the disbandment of the HCV and the formation of a Ministry of Housing in 1984. The work of the Housing Commission of Victoria allowed many people in Wodonga to acquire affordable housing and pay it off over time through monthly instalments. This booklet is of local and state significance as it is evidence of the role of the Victorian Government is providing access to affordable housing. It supported the development of Wodonga and the realisation of the "Australian dream" of home ownership.A small receipt book issued by the Housing Commission of Victoria to record payments and receipts for tenants who were purchasing their home through the Housing Commission. Monthly installments allowed people to access and purchase, affordable housing. Land was first selected at Murphy's Flat in 1865. The first Wesleyan church was built in 1866 and from 1869 this was used as State School 149. A purpose built school, No. 1311 opened mid 1876. The areas name was changed to Murphy's Creek in 1915.A blue and white exercise book. Correspondence showing the return of money borrowed to fund the writing of the biography of Legatee Savige. 00782.2 and 00782.3 are letters to H.G. Brain as one of the donors who financed the publication of the biography of Sir Stanley Savige, enclosing receipts for 200 pounds (00782.1). Of particular interest is the 3d (threepenny) Victorian Stamp Duty stamp stuck to the receipts and overwritten in blue ink to denote they are duplicates, which indicative of government regulations at the time (1957). 00782.4 is a copy of a letter sent to W.B. Russell (the author) confirming the arrangements for writing and payment of the book.A record of some of the financial arrangements made by the publishing committee in order to get the biography written and published. The dress is an excellent example of mid-1970s evening wear and comes with its original box and dockets. It was purchased from a local op shop by a Brighton Historical Society volunteer, who subsequently donated it to BHS in 2017. The receipts tell us that the dress was originally purchased from Georges department store on Collins Street by Mrs Eunice Amelia Hill (b. 1917) of 6 Webb Street, Brighton. Water scheme trust was created by the Governor in Council, 23/1/1963 and consisted of 3 Councilors of the Axedale Riding of the Shire of Strathfieldsaye and 3 members appointed by the Minister of Water Supply. The waterworks opened in April 1964Exercise book from the Axedale Waterworks Trust containing list of names and amounts of money due. Several receipts are either stapled to the book or loose inside issued to the trust by various businesses: Modern supplies, D. Smyth and son, Hardware Co. of Australia, Country Roads Bendigo J.G. Hibberd. Melbourne LegacyDocument, President's Fund Correspondence, 1933
The Presidents Fund was created in 1932 by a donation from Legatee Walter W Berry from his late father's estate "to help temporarily embarrassed Melbourne Legatees" towards the end of The Great Depression. The aim of the fund was the give the President a way to help needy cases with discretion and without having to gain approval from committees. In many cases the money was repaid by the recipient. These letters record the first donation of £50 and discussions with Legatee Walter Berry about how the donation was to be used. Also a copy of the letter of 24 February 1933 when President Kemsley wrote to the Howard and Georgina Berry Trust Fund formalising the use of the donations. This document was in a folder labelled President's Fund Origin and Authorisation with many other documents that included correspondence, receipts of donations and material about when money was given to help appropriate cases.
