This photograph was taken at the wreck site of the HMAS Warrnambool J202, wrecked on September 13th 1947. The bell was recovered in 1948 by the Royal Australian Navy. The ship's bell has been of great importance to a ship for hundreds of years. The bell is used for the timing of ships watches, for emergencies and many other purposes. It is also a prized possession when a ship is wrecked or broken up, as lasting memorial of the ship's existence. The HMAS Warrnambool J202 was commissioned by the Royal Australian Navy for use as a minesweeper during World War II. The Bathurst Class Corvette, fitted out with a range of armaments, was launched in Sydney 1941 and was. The ship began service in Bass Strait in 1941. At the end of the year it called into its namesake city, Warrnambool, where the crew paraded for the public marching eastwards along Timor Street. A gift of books for the ship’s personnel and a plaque bearing the City of Warrnambool’s Coat of Arms were presented to the ship. The ship was involved in evacuating a family of nine from the Dutch East Indies that was later successful in its challenge of Australia’s Immigration Restriction Act (White Australia Polity). The ship had many other appointments around Australia. On 13th September 1947 HMAS Warrnambool was leading a flotilla of minesweepers in northern Queensland’s coastal waters, clearing mines previously laid to defend Australia. The ship hit a mine, which exploded and very quickly sunk the ship. Boats from the nearby ships rescued most of the seamen although one was killed at the time. The survivors were taken by the HMAS Swan II to Darwin, and they went from there to hospitals in Brisbane and Sydney. Three of these men later died from their injuries. A number of items were recovered by Navy divers in 1948 including the ship’s bell and a plaque with Warrnambool’s Coat of Arms. In 1972-75 the wreck was sold and other items were salvaged. In 1995 a memorial plaque was erected in Warrnambool near the RSL. NOTE: The RAN built a second HMAS Warrnambool FCPB204, launched in 1981 and decommissioned in 2005. There was also a steam ship SS Warrnambool built in London 1892 and broken up in 1926. [A more detailed history can be found in our Collection Record 3477.] This photograph is significant for its association with the lifesaving rescue of the crew and the sinking Royal Australian Navy vessel, HMAS Warrnambool (J202). The HMAS Warrnambool played a nationally significant role in overturning Australia’s Immigration Restriction Act 1901 (colloquially known as the White Australia policy). The ship rescued, and brought to Australia, Samuel and Annie Jacob and their family after they evacuated Dutch East India. The family was threatened with deportation and made the first successful appeal to High Court regarding that Act. Ellwood was the Principal of the Ballarat Teachers' College. Ballarat Teachers’ College was opened on 04 May 1926, at S.S. 33 Dana Street, with an enrolment of 61 students. Its original staff consisted of the Principal, Mr W.H. Ellwood, M.A., M.Ed. (Chairman of the Teachers’ Tribunal from its inception in 1946 until 1954), Miss A. Bouchier, B.A., and Mr A.B. Jones, BA., (lecturers). In 1927 Miss P.A. Hamano joined the staff. In 1927 the college moved to the old Ballarat East Town Hall (remodelled for their use) in Barkly Street. During 1927 the numbers in the College were augmented by 26 Manual Arts students, who had formerly received their training at Ballarat High School. Manual Art students continued till 1930 when, on grounds of economy, their training was concentrated at Melbourne Teachers’ College. During the four succeeding years, approximately 60 students annually entered the primary course. Inclusive of Manual Arts students, and private fee-paying students, exactly 400 trainees passed through the College in its brief span of life (1926-1931). Five per cent of each year’s students were granted an extension of their studentship to enable them to proceed to Melbourne Teachers’ College, and to take the first year’s course for a University degree. With the advent of the economic depression of the ‘thirties, Ballarat Teachers' College closed its doors in December, 1931. Fourteen years were to pass before the College opened again on February 2nd, 1946. The college re-commenced at SS Dana Street, under the guidance of Mr W.F. Lord, M.C., M.M., B.A., Dip. Ed., (acting, later Principal 1946-1950) and a staff consisting of Miss E.B. Hughes, B.A., Dip. Ed., Mr C.B. Bryan, B.A., B. Com., Dip. Ed., Miss Monica H. Miller, L.Mus.A., and Miss G. Kentish, Dip. Phys. Ed. The opening ceremony was performed by the Minister of Education at that time, the Hon. F. Field, M.L.A., accompanied by the Hon. T.T. Hollway, M.L.A., and the then Director of Education, Mr J.A. Seitz. It was originally intended to cater for women students only but, at the last moment, men resident in Ballarat were also accepted. A co-educational college was thus set up instead, and it has continued as such. 1951 saw the introduction of the two-year course, successful students being presented with the Trained Primary Teacher’s Certificate at the final College Assembly each year. In December 1955, College held its first Graduation Ceremony, with its own Graduation Hymn, the words of which were written by Miss C.M. (Mavis) Canty of the staff. Lord remained as principal until 1951 when he transferred to establish a teachers' college at Toorak. Tom William Turner was Lord's successor. A highlight of his term was the construction of new college buildings at Gillies Street with the students commencing their lessons there in February 1958. Turner retired in 1970, having overseen a period of substantial growth in the institution. In that year alone more than one hundred and forty students completed their primary teaching qualification to meet a severe shortage of teachers. Doug Watson commenced as principal in 1971. In 1973 Ballarat Teachers' College became the State College of Victoria at Ballarat. Three years later Ballarat College of Advanced Education was formed and the teacher education students moved to the Mount Helen Campus. In 1990 Ballarat College of Advanced Education became Ballarat University College, an affiliated college with the University of Melbourne. Dysart is a Tudor Gothic building used as the original site of Geelong Grammar School. The Governor of Victoria, Sir Henry Barkly, laid its foundation stone in 1857 with the Bishop of Melbourne and the Archdeacon of Geelong in attendance. The student boarder population grew rapidly to call 55 Maud Street their home. After the school relocated to a larger site in 1914, the building was subdivided into a factory and a guesthouse called the Dysart Private Hotel. In 1961, it was again converted into the Reformed Theological College then later a private residence. In September 1937, a group of ladies met to form a Ladies’ Committee to assist the General Committee in raising funds for a Public Hall. Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. You will always find the few who say ‘Time is not opportune.’ In these days you have to make your opportunities.” “Before any town can advance, a civic spirit must exist in the residents, and I hope the people will support the Hall Committee which has the interests of this district at heart.”Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street.
