These homes were built in 1969. One of the first objectives of the Association was "to provide the shelter of a those for those Pioneers of the Goldfields whom the reverses of fortune have deprived of the means of procuring the comforts of life in their declining years." The first home at Charles Anderson Grove was built in 1925. Before that time the Association provided relief for needy pioneers. relief included monthly monetary payments, loads of firewood, medical assistance and distribution of Christmas bosed of groceries to deserving pensioners, and in some cases payment of burial costs. ::a) The dominant purpose of the Association is to give public benevolent relief as a charity, but providing independent living accommodation in our Retirement Village for person in need who are over 65. ::b) To raise funds by membership subscription, commercial and residential rents, donations, gifts and voluntary work, for the purpose of providing direct relief of poverty, distress, misfortune or helplessness. ::c) To maintain the important heritage and ongoing viability of the Old Colonists' Association. MEYER COLLECTION - FALLS CREEK PHOTOS In 1947 a determined group of like-minded State Electricity Commission (SEC) staff including Ray Meyer, the chief surveyor of the Kiewa Hydro-Electric Scheme, had a common interest that revolved around the skiing potential of the snow-covered high plains which included what is now the resort of Falls Creek. The six SEC employees, Toni St Elmo, Ray Meyer, Jack Minogue, Lloyd Dunn, Adrian Ruffenacht and Dave Gibson (together with their families) banded together to secretly build a 'hut' that was the first ski lodge at Falls Creek. Using a road built in 1930s to gain access to Falls Creek, their hut project was carried out in secret as efforts by other skiers were blocked by H.H.C. Williams – the engineer in charge of the Hydro Scheme. In 1946 Ray Meyer made a trip to the Lands Office in Melbourne. He came away with a 99-year lease on three acres that was ideally suited for a hut designed by Lloyd Dunn. Adrian Ruffenacht (Design Engineer for the KHS) had suggested where the group should build because of easy access to a spring for water. Much of the building material required was scavenged from derelict huts on the high plains. Due to the need for secrecy, the determined group worked on the hut in the evenings and weekends to avoid detection. During the building period the group had met at Echidna Rock (now known as Eagle Rock) where Skippy St Elmo announced, "This is my favourite ‘Skyline’.” And so the first lodge in the area at Falls Creek Ski Resort came into existence. With the development of the International Poma in the 1970s, the Skyline Lodge, which was sited between the ski-lift’s pole one and pole two, was demolished. However, the legacy of Ray Meyer, Toni St Elmo, Jack Minogue, Lloyd Dunn, Adrian Ruffenacht and Dave Gibson and Skyline lives on in the vibrant atmosphere of Falls Creek Resort. Bogong Village was constructed in the early stages of the Kiewa Hydro Electric Scheme. Employees of the SECV lived there before the town of Mt Beauty was constructed in the late 1940s. By 1997 the village was owned by Southern Hydro who didn't want a 'non-core service' and wished to sell it.The history of Bogong Village is that of a construction town that no longer has a use for its owner. However, it has an emotional significance for people in the area, especially those who worked and lived there. It is also a tourist attraction and includes the Outdoor School - Bogong Campus which was called the Bogong Outdoor Education Centre in 1992. Its history began in 1968 when the Victorian Education Department acquired the camp buildings and four houses from the SECV. After World War II, the Kiewa Hydro-Electric Scheme was started in the Kiewa River Valley by the State Electricity Commission of Victoria. On land previously used only for summer cattle grazing in the natural alpine grasslands, the first ski lodge was built in 1948 by workers from the hydro scheme as skiing was a popular recreation. Many of the hydro employees were of European background and had grown up enjoying skiing and snow sports in their homelands and were keen to continue to pursue their winter sports interests. The first lift, a rope tow, was built in 1951 at Falls Creek and the first chairlift in Australia was constructed there in 1957. Two T-Bars were opened in 1961. In 1964, the Victorian Municipal Directory recorded that Falls Creek had 29 ski club lodges and 16 commercial lodges. The area became a popular tourist destination for both winter and summer sports.: Employees of the State Electricity Commission of Victoria in the Kiewa River Valley were the earliest skiers on the Bogong High Plains and built one of the first ski lodges at Falls Creek. They were amongst those pivotal in the development of the skiing and tourist industry at Falls Creek and on the Bogong High Plains. This photo is part of the Fred Griffith Photographic Collection. Frederick Charles “Fred” Griffith was born in Albury, NSW on 2 March 1910. He was one of the pioneers behind the development of Falls Creek and an inaugural member of the Albury Ski Club. The Nissen rope tow was built by Toni and Skippy St Elmo in 1951, but after 5 years it became obvious another tow was needed for the novice and intermediate skiers. A proposal was put to the Management Committee to erect a Village rope tow, with interested people becoming shareholders. This tow, designed by Albury engineer, Jock Wilson, was working by 1958. Fred Griffiths and some of his family members were amongst the shareholders. After a serious work accident, Fred retired in 1985 and moved to Rosebud, Victoria where he died on 19 August 1992.This image depicts an important development allowing further access to Falls Creek Alpine Resort.A black and white photo of the opening of the Village Tow at Falls Creek in 1959. Banner - Bogong
Banners were used at schools on sports days to identify the school and/or the team. Bogong is a local town between Mt Beauty and Falls Creek and was established by the State Electricity Commission of Victoria during the construction of the Kiewa Hydro Electric Scheme. The school was opened on 28th Jan. 1941 and closed c1986. The banner probably belonged to the Bogong school and was used for sport carnivals and other events that included mixing with other schools.Wooden pole with yellow/orange satin shield cover on top. Aerial photographs of Montmorency Shopping Village with a central focus on the former Montmorency Theatre and Bingo Hall situated at 41-43 Werte Street. In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. Junction (Lake Guy) Dam is a 'slab and buttress' type wall. A timber frame is built and then filled with concrete. The first batch of concrete was placed in September, 1940. By June, 1941 the buttresses were finished to a height safe from floods and in October of that year a flood of 2,800 cusecs occurred but with only slight damage to the installations. Industrial trouble caused some delays but there was also slow progress on the part of the contractor and the work was taken over by the S.E.C., terminating the contract. The dam was completed in March, 1944. A walkway was made through the dam wall. Lake Guy was named after Mr. L.T. Guy who was the Resident engineer, in charge of construction work and associated activities on the Kiewa Area from 1939 to November 1946Photos of the construction of the Junction Dam detail the harsh conditions faced by construction workers, building dams and villages to accommodate workers in the 1940s to the 1950s. Australia at this period in time, experienced a surge of population (influx of World War II refugees), which was the catalyst for developing and undergoing an enormous hydroelectricity program for the Alpine regions, both in Victoria and New South Wales. This program was initiated to supply electricity to the major southern Australian cities of Adelaide, Melbourne and Sydney. It was thought that these developments would reduce, if not eliminate, the requirement for coal driven power stations. In December of 1939 the excavation of a diversion tunnel was commenced to divert water from the East Kiewa River to allow construction of the dam wall. This was completed in February, 1940. Lewis Construction Company had the contract with excavation starting in February and the first batch of concrete placed in September. In 1942 the SECV took over the construction and the wall was completed in March, 1944. Type of construction: Reinforced concrete, slab buttress.Of historical importance in the Kiewa area as it shows the form work and preparation necessary before the pouring of concrete for the first dam in the hydro electric scheme. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals.
