Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Framed portrait of Cr. James M. Campbell, Mayor of Kew 1889-91; 1892-3. The mounting and framing of the photograph follows a typical layout or style in that each is framed in dark wood, glazed, and laid down on an inscribed board. The Victorian Mounted Rifles was raised as the mounted arm of the Victorian Colonial defence force in 1885. It was under the command of Colonel Thomas Caradoc Rose (Tom) Price (1842-1911). Price was born in Tasmania, educated in Hobart Town and at Scotch College, Melbourne, before entering the East India Military College, Addiscombe, England. He was commissioned on 7 July 1861 in the Madras Infantry and began twenty years’ service in India with several regiments, retiring in April 1883. On his return to Victoria he was tasked with raising of a force of one thousand, to be known as the Victorian Mounted Rifles, and appointed a lieutenant-colonel in the Permanent Military Forces. Companies of the Victorian Mounted Rifles were raised in rural districts throughout Victoria. The soldiers were paid a small annual allowance and were required to provide their own horse. Many members served in contingent to the Boer War. After Federation the VMR was gathered up into the Australian Light Horse. The commemorative booklet 'Our Invited Guests for the Opening of the First Parliament of the Commonwealth of Australia : An open directory of the guests invited to Melbourne, May 9th 1901' lists invitees from each Australian State. Mr & Mrs. J. M. Campbell are on this list, and recoded as residing at "Ramornie" 40 Pakington Street, Kew.The document design has artistic and aesthetic merit. While it is not rare, it is representative of the kinds of formal designs used for the Australian Commonwealth celebrations at the time of Federation, and is in excellent condition. Such items as this invitation have local, state and national historic significance as mementoes of a key moment in Australia's history. Locally, the invitation is part of a group of Federation-related items issued to James Maitland Campbell (and his wife). Campbell was three times mayor of Kew in the second half of the 19th Century and the owner of Ramornie in Pakington Street, one of the significant extant mansions in Kew.An invitation on card to Mr. & Mrs J. M. Campbell to attend an evening reception at the Exhibition Building, Melbourne, on 9 May 1901, to meet the Duke and Duchess of Cornwall as part of the celebrations of the opening of the first Federal Parliament. A figure of Britannia, in red dress and mailed vest holding a shield like the Union Jack, is on the left of the invitation; she reaches out her hand towards a younger female figure, representing Australia, who is dressed in blue and holds a shield which is white with a blue cross decorated with stars. The writing is on a scroll in the centre of the certificate, and there is a border of vines and vine leaves. The royal crest is at the base of the certificate.Printed on a banner across the top: 'IN CELEBRATION / OF THE / OPENING / PARLIAMENT of the COMMONWEALTH / OF AUSTRALIA' Printed below the banner: 'To meet Their Royal Highness / the DUKE and DUCHESS of CORNWALL & / YORK / His Majesty's / MINISTERS OF STATE FOR AUSTRALIA / have the honor to invite / [handwritten] Mr. & Mrs J. The correspondent of The Argus recorded that: "The Parliament of the Commonwealth was opened yesterday by the Duke, of Cornwall and York, under a Commission signed by Queen Victoria and subsequently endorsed by King Edward VII. The ceremony was marked by the splendour and solemn impressiveness which befitted its historic importance. ... To-day the Heir to the Throne will review some 15,000 Australian troops at Flemington. ... It is a function which, on a lesser scale, might have been arranged at any time for many years past; but it could never previously have conveyed the meaning it does now. Soldiering was popularly regarded as a pastime here until South Africa tried the mettle of our men. It is serious business from henceforth. Those who followed the nascent aspirations of the volunteer soldiery in Australia must be impressed at the rapidity of their fulfillment. ... The document design has artistic and aesthetic merit. Churchill Island was bought at public auction by Mr. Alex Classou, co-founder of Patra Orange Juice, as a place to spell his racehorses. Churchill Island had been previously owned by Sister Margaret Craig Campbell. During her 40 years living on the island, Sister Campbell was the mainstay for Dr Harry Jenkins and his family. When Dr Harry Jenkins passed away in 1963, Churchill Island was left to Sister Campbell. She stayed on Churchill Island until ill health forced her to leave.
