Brougham Street was created in Josiah Holloway's 1851 subdivision of Little Eltham. It was one of several east-west streets shown on the subdivision plan as crossing the Diamond Creek. The western part was named Wellington Street on the subdivision plan but was later changed to conform with the name of the eastern part as acknowledgement of the continuity of the street. It is not known when the first bridge was constructed in Brougham Street however it was certainly mentioned at Council’s meeting of 2 June 1884 as being in a dangerous state of repair. This photo (c.1895) of an old bridge shows a very low-level simple log girder bridge crossing the creek at a right angle and so the approaches involved bends in the road alignment. This bridge was generally known as Kaylocks Bridge or Kaylock’s Crossing after the owner of the adjoining land. It was most likely built from around the mid-1850s, or a crossing of some fashion established as Richard George Kaylock, butcher of Little Eltham and his wife Emily Ann settled there in 1854. His property was in Wellington Street (now Brougham Street) and apparently extended across the Diamond Creek. The land on the western side of the creek was farmed, the house being on the eastern side. Kaylock's Bridge formed part of the original coach road to Eltham and in 1922 was described as an "old rustic bridge". Its low level and insubstantial construction made it susceptible to flood damage, necessitating frequent closures until repairs could be carried out. In September 1922, Council called for tenders for a new timber bridge to be constructed at Kaylock’s crossing. An engineering assessment carried out for the Council by Macleod Consulting at the time of the replacement suggested that the construction details indicate that it was in the 1900s, however this dating could possibly have been the result of numerous repairs undertaken over the years to flood damage. The tender was awarded to Mr Weller of Kangaroo Ground who commenced work in February 1923 on a higher-level timber trestle bridge. Work was slowed due to illness of the contractor and the accidental death of a man in March 1923 following the collapse of the bank after he had jumped into a hole that had just been blasted. The bridge was completed around July 1923 at which point the old structure was pulled up, marking what was described in the ‘Advertiser’ newspaper as the passing of an old and well-loved landmark in the district. In April 1924 the approach to Kaylocks bridge was washed away during the heavy flooding that destroyed the Main Road bridge. The western side was repaired, and an extra span was added to the eastern side using timber from the destroyed Main Road bridge. The bridge was again severely damaged four months later in August 1924 When a lack of finances delayed repairs to the Bridge Street bridge in 1931 (also referred to as Obelisk Bridge at the time), traffic had to detour via Brougham Street for some time. Local residents feared that the Bridge Street bridge might never reopen. Kaylocks Bridge was constantly subject to damage by floods. In the 1934 flood it was submerged by two feet of water. In more recent times the bridge was again severely damaged by flooding and repairs made. A new bridge and adjoining footbridge were constructed in 2009. The original timber bridge over the Diamond Creek was built around 1840. It was destroyed by floodwaters in October 1923. A temporary bridge was rigged up but further damaged in April 1924. A new concrete bridge was built and opened in October 1926. The bridge decking was widened along with Main Road to Dalton Street by the Road Construction Authority in 1984. The upgraded bridge was re-opened October 25, 1984, 78 years after its original opening. Significant flooding of the Diamond Creek occurred in Eltham and Glen Park on Tuesday, August 26, 1924 with several houses swamped and all bridges covered except the Greensborough Road Bridge. In 1911 Heidelberg and Eltham agreed to share the costs to build a new bridge. Construction began in June 1915 and it was officially opened by Cr. Taylor on Cup Day, November 1915. The bridge was destroyed by floodwaters in the afternoon of 20 September 1959 during construction of the new Wattletree Road bridge. The railway was extended from Eltham to Hurstbridge in 1912. This bridge is most likely near Allendale Road, Diamond Creek. They form part of an important habitat corridor linking the Yarra River to the Kinglake National Park.1 Manna Gums, tawny frogmouths and platypuses are some of the indigenous plants and animals that have made their home there. The bushlands are the result of more than nine years of hard work by the local community with the Nillumbik Council, to transform a degraded flood plain into this refuge of natural beauty. In 1997, shortly after moving into the new Riverside Estate on Falkiner Street, Eltham, several residents noticed the sorry state of the Diamond Creek and surrounding area. Part of it was used as a cow paddock and although small patches of vegetation survived, the area was infested with weeds, rabbits, rubbish and drainage from the housing estate. At various times the 4.4 hectares had been used as a market garden and for shire stock piles. The residents began to restore the area by revegetating land along the Diamond Creek. In 1998 they established the Friends of the Diamond Creek Falkiner Street Reserve2 and 35 families joined from the 90-house Estate. Carolyn Mellor, as the Friends’ Land Manager, undertook a four-year horticulture course to guide this massive project for a volunteer organisation. Since 1999, she has been the Friends’ President. In 1999 the Friends urged the Nillumbik Council to undertake a feasibility study into establishing a wetland system and urban forest. Work began in 2002 with Nillumbik Council funding the project, supplemented by government grants. The Friends also received grants from Melbourne Water and Parks Victoria.3 Aided by the Friends and other community members, the Council created the Barak Bushlands consisting of a forest, a wetland, a bridge, a path and open space. The beautiful wetland treats most of the estate’s stormwater runoff. Storm water is filtered through plants in the wetland ponds then is released slowly into the billabong, before flowing into the Diamond Creek. The wetland also helps to minimise flooding and the improved water quality provides a flora and fauna habitat. The Friends and other volunteers planted more than 27,000 plants, more than one third of which they grew from seeds they collected at Lower Eltham and Wingrove Parks. Eltham High School students planted thousands of these through a Year Eight program introduced for this purpose. Other groups who assisted were: Green Corps, local Scouts and Guides – 2nd Montmorency, 1st Diamond Creek and 1st Eltham Cub Packs, Eltham College students, Eltham East Primary School, Landcare members, Eltham Lions Club and the Eltham Baptist Church. To maintain enthusiasm for the mammoth task, the Friends and other volunteers ‘adopted’ trees to water and wrote their names on the stakes. In 2004, to recognise the area’s original occupiers, the reserve was named Barak Bushlands. William Barak, who lived from 1824 to 1903, was the last chief of the Yarra Yarra tribe of the Wurundjeri-willam people.4 Traces of these original inhabitants remain in scar trees (bark sections removed to make a shield or canoe). That same year the Friends’ group was a finalist in the prestigious Federal Government, Banksia Environmental Awards. The Friends have also participated in Clean Up Australia, removing tonnes of rubbish and regularly testing the billabong, wetland and creek, for pollutants. For years the Friends, together with the Australian Platypus Conservancy, have tagged, measured and checked the health of platypuses from the Diamond and Mullum Mullum Creeks. With Latrobe University the Friends have conducted night walks to view owls, possums, bats and sugar gliders.5 Challenges for the council and the Friends continue with a large rabbit population, some vandalism, weed eradication and maintenance. However, thanks to this community effort, locals can now escape confined urban living on small blocks of land and enjoy the beauty of indigenous plants and animals. Working together has also strengthened the local community,This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. PART 1 – NILLUMBIK (00:00-07:17) Opening features various scenes around Nillumbik Shire. For 40,000 years Nillumbik was the home of the Wurundjeri people. Robert Hoddle gave the district its name. Jock Ryan, then president of Nillumbik Historical Society discusses the names Nillumbik and Diamond Creek. In the late 1830s white occupation began with gold found in Warrandyte in 1851 and 12 years later at Diamond Creek -the Diamond Reef which led to the Caledonian gold rush. Jock Ryan discusses the Diamond Creek mine, which was thriving until it burnt out in 1915. Large numbers of workmen moved into area in late 1870s to construct the Maroondah Aqueduct. With growing population of Melbourne, the nearby Yan Yean system had severely disrupted the flow of the Plenty River, forcing the closure of three flour mills there. The aqueduct came to the rescue carrying water 66km from Healesville to Preston. When the Diamond Creek gold mine burnt down the local economy suffered but fruit growing industry had already been established and Diamond Creek became a thriving fruit growing centre. Interview with Jack Powell, a long-time fruiterer at St Andrews market, his family had lived in the area for a hundred years, 3 to 4 generations, “a lot of hard work”. By the time the railway arrived fruit growing was no longer competitive. The railway brought the city closer and day trippers. The Green Wedge separates the shire from the more densely developed neighbours such as Whittlesea, Doncaster, Templestowe, Bulleen and Greensborough. Population at the time (1996) was 19,000 but links to the past remain strong. PART 2 – ENVIRONMENT (07:18-14:44) Peter Brock (with Bev Brock in background) at St Andrews market discusses his childhood growing up in the district and the environment and the values it instilled upon him and his own family. The Brocks have been in the district since the 1860s. Nillumbik Shire responsible for managing three catchment areas; Diamond Creek, Arthurs Creek and Watsons Creek. Follows the course of the Diamond Creek commencing in Kinglake through the district to its confluence with the Yarra River at Eltham at Eltham Lower Park. Highlights Eltham Lower Park community revegetation program and the newly constructed (1996) viewing platform built of new and recycled timbers at the confluence of the Diamond Creek and Yarra River. Also featured are outdoor recreation on the river and at Eltham Lower Park including the Diamond Valley miniature railway. Sugarloaf reservoir and recreational activities and fishing. Aerial view of Memorial Park and Shire of Eltham War Memorial tower at Garden Hill, Kangaroo Ground. Significant tourism opportunities for the shire with 3 million potential day-trippers in metropolitan Melbourne. Council and community working together to find a way to promote the shires natural and artistic assets. At Arthurs Creek, the Brock family and neighbours working together to take care of their waterway. Peter Brock’s uncle, Sandy Brock talks about environmental management and the Arthurs Creek Landcare group and actions to eradicate blackberry problem. Having previously planted Cypress rows they are replacing them with indigenous species to improve the water supply, keeping cattle out of the creek bed to improve the quality downstream flowing into the Yarra. Eltham East Primary School Band playing “All things bright and beautiful” merges into scenes of the bushland sanctuary set aside by the school in 1980 with unidentified teacher discusses the sanctuary and their education program and school children’s comments. PART 3 – ARTS (14:45-22:00) Arts and Jazz festival at Montsalvat featuring interviews with Sigmund Jorgensen discussing Montsalvat and its principles. Also Matcham Skipper. Clifton Pugh’s funeral at Montsalvat and his legacy at Dunmoochin near Cottlesbridge with artists in residence, at the time, Chicago artist Charles Reddington who discusses the benefits of the experience. An unidentified female artist also talks about the program and why people are drawn to the area. Artist Ming Mackay (1918-2009) interviewed talking about the people she mixes with on “the Hill”. Works of local artists are displayed Eltham Library Community Gallery and Wiregrass gallery with a new coffee shop at the Wiregrass making it an even more popular destination.
