Godfrey to her letter of 24 May explaining circumstances and denying responsibility to forward a replacement cheque as it was cashed at the Golf Club Hotel; 6 June 1958 History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. It is believed that the other support carriages have been de-attached and the train has pulled up at the front of the platform allowing room for other trains to pull in. Immediately behind on the same track at the platform is a Diesel Electric Rail Motor (DERM) and C-class bogey (luggage) then a small (articulated) rail car (articulated) then a cattle van. On the adjacent track is State Car No. 2 (Melville) and a C-van. State Car No. 2 (Melville) was used a power generation car for special trains and the Train of Knowledge. Framed collection of items relating to the life membership of General Sir Dallas Brooks awarded by the Frankston Returned Sailors, Soldiers & Airmen's Club dated 18th April, 1964. The frame contains the following items: a Life Membership card, a 'gold' key to the Frankston club, a RSS&A members badge of the day and an engraved label with a description of the presentation items. Sir Dallas Brooks was Governor of Victoria from the 18th October 1949 to the 7th May 1963. He and his wife retired to Frankston to live, he died in Frankston on the 22nd of March 1966 (aged 69).

Sir Reginald Alexander Dallas Brooks (1896–1966), State Governor of Victoria 1949 - 1963 was the Patron of the Mission and guest speaker at a special fundraising dinner held to commemorate the centenary of a mission to seamen in Victoria. The image depicts the State Governor flanked by Archbishop of Melbourne and E.B.Coles, Chairman of the Mission, presenting a cheque as donation, at the centenary dinner. The photograph was published in the 1956 Annual Report (page 5).The Centenary dinner held in 1956 marked a key milestone in the maintenance of services to seafarers in Victoria. This ceramic tankard mug was produced for Melbourne Legacy to honour their Patron. The Patron of Legacy is usually the Governor of Victoria, since the very early days of Legacy. It appears to be taken from a photo of General Sir Dallas Brooks KCB, KCMG, DSO, KStJ., who was Governor of Victoria from 1949. The date made is unknown but it believed to be early 1950s. Similar mugs were produced to honour Legatees Stan Savige and Syd Birrell and were estimated to have been produced in late 1940's or early 1950s. A similar one was made for the Queen's coronation in 1953. The maker was the firm of EG Greenway, a pottery manufacturer, which was connected to Legatee Herb Greenway.Shows the importance of the patron that he was commemorated in a ceramic mug along with Syd Birrell and Stan Savige and the Queen.Cream ceramic mug with handle, with relief portrait of the patron of Legacy, under which is etched 'Our Patron' on one side, with a relief symbol of the Legacy Torch and Wreath of Laurel on the opposite side.'Our Patron' is etched under the relief portrait. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. Sir Dallas Brooks, was Victoria's' longest serving Governor and Grand Master. Born in Cambridge England in 1896, his interest in becoming a Freemason was expressed whilst in England however he chose to wait until he became Governor of Victoria to be initiated. Sir Dallas Brooks held the position of Grand Master of the United Grand Lodge of Victoria from 1951 to 1963. He was a popular Grand Master and Governor and although he was unable to commit as much time as he would have like to Freemasonry, he participated where possible.This portrait was painted by Joshua Smith and the only painting created by this artist.Framed oil painting on canvas with stretcher/strainer. Photo of the trophy awarded at Legacy Bowls tournaments. It was named after Sir Dallas Brooks who was a patron of Melbourne Legacy when he was Governor of Victoria. Melbourne Legacy held regular bowls tournaments for Legatees. Some events were as a fundraiser for Legacy and well as a social event for legatees. The date is estimated to be the 1960s as it was with other slides from that period. The slides have been photographed to make digital images and moved to archive quality sleeves. Three documents relating to the redevelopment of Legacy House that was completed in 2006. In a message from the President published in the Bulletin, Legatee Bill Rogers mentions the official opening of Legacy House by the Governor of Victoria Professor David DeKretser AC on 25th August 2006. Also that two new tenants had been secured, IGA and Starbucks. The refurbishment had been necessary to upgrade the lift, provide better wheelchair access and comply with regulations. The notice also mentions an increased use of Direct Mail and the launch of the Torch Society in April. Second document was a reprint from a Press Release in 1957 when Sir Dallas Brooks officially opened Legacy House after purchase and refurbishment. The refurbishment was the first time Legacy approached the general public for funds as 90,000 pounds had been required. It also tells of the history of how Legacy acquired the David H Dureau Memorial Building through funds donated by a donor in 1944, a different property was purchased then sold and funds used to buy 293 Swanston St in 1956. The third document was the address that Bill Rogers spoke at the official opening on 25th August 2006. It mentions Bert Dennis, a former Junior Legatee, was donating the proceeds from an auction of a Dennis Family Homes project the following day. A menu card from a dinner dance held in 1962. Charity balls were held with the proceeds from the evening going to aid Melbourne Legacy. The ball was held under the patronage of 'His Excellency the Administrator of the Commonwealth of Australia, General Sir Dallas Brooks.' From Wikpedia: "Brooks was appointed Governor of Victoria by Premier Thomas Hollway and served from 1949 to 1963. During his term as governor, he acted as Administrator of the Commonwealth three times. He served in this capacity for almost seven months after the governor-general, Viscount Dunrossil, suddenly died in office in 1961 after serving only one year.
