The Samuel Wadham Wing, officially opened on 23 March 1963 by Lord Richard Casey (Minister for External Affairs), at a large ceremony and commemoration dinner. The Wing was the second residential building at International House, providing sixty-three additional student rooms, tutors' rooms, a library, a laundry, a gym, and the formal entrance. Aboriginal children in remote communities have the lowest rates of success in school. The reasons for the lack of success are well known, and mainly lie outside of the schools and their programs. Education authorities have made some poor choices in the past. They have not enforced the necessary discipline on children to attend school, and they have placed cultural sensitivity above the needs of the child to cope in the modern economy. More recently they have begun to concentrate on programs in literacy and numeracy, but success is limited because of the perverse incentives of other government initiatives. These initiatives have been blind to the need to deal with the absence of an economy in remote areas, and the absence of a work ethic among Aborigines who are welfare dependent. The absence of the work ethic and the absence of work have severely constrained the returns on the investment in Aboriginal education. The correct policy response to failure at school will be determined not simply by additional programs at school, but by how various issues of transition to the real economy - work, individual obligation, mobility - are managed. The transition will be better managed if educators and governments understand that education is essentially an instrument in economic integration, and that many remote communities are not viable, and where they are not schools should not be used as pawns to keep them afloat. Moreover, educators and governments should understand that western education cannot and should not preserve Aboriginal culture. Most importantly, parents' behaviour needs to change and where incentives to send children to school fail, compulsion must be used.school programs, education policy, literacy and numeracy, employment outcomes

Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. In our area there are some groups with a long history of consistently contributing to the development, enrichment and benefit of our local communities. Some we are well aware of, others not so much. The publication, VicRoads Centenary: Keeping Victorians Connected for 100 Years, looks at the people and projects that define VicRoads’ history. Written by current and former VicRoads’ employees, the publication details the organisation’s portfolio of major projects, which includes the Great Ocean Road, Hume Highway and Eastern Freeway. Other sections report on Victoria’s world-first road safety initiatives, VicRoads’ use of technology and sustainability measures. (ref VicRoads) This item is one of several books donated by David Jellie at a presentation to Orbost Historical Society. A temporary artwork by Lead On Ballarat was installed in a carpark at the Ballarat Library from 2013-2020. Art Streetz Murals was an initiative of Lead On Ballarat’s, “Take Back the Streets” art program and the City of Ballarat. The project was funded under the Graffiti Prevention and Removal Grants, part of the Victorian Government’s Community Crime Prevention Program. The aim of the project was for the young people involved to develop their skills, ideas and designs with assistance from the ‘Lead Artist’ Pauline O'Shannessy-Dowling. The artwork was created through a number of workshops, planning and design sessions. The Country Women’s Association of Victoria was formed 12 March 1928 and today has over 5,600 members. Its original aim was to improve conditions by community service, more especially as they affect the welfare of women and children. The Wodonga CWA branch was formed in 1934 and has been an active group in the community until the present day. The CWA provided gathering opportunities for rural women and quickly became renowned for their street stalls, catering at Agricultural Shows and social events including debutante balls, handicraft classes and cooking demonstrations. Today they have become even more than that, participating in and organising a wide range of activities and initiatives in the community, always with the focus of service to others. The CWA is of significance on a local, state and national level as a critical service group. They conduct a range of social, educational and services throughout Australia with an initial focus on the support of rural women and children. On 28 March 1981 the Ballarat College of Advanced Education 1870 Founders hall was opened. The hall was erected from the proceeds of the Centenary Appeal for a sum of approximately $800,000. The hall commemorates the initiative of the founders of the original Ballarat School of Mines and its "descendants", including Ballarat College of Advanced Education, as well as formal technical education in Australia. The hall was build to accommodate 670 persons in a theatre type seating and was intended for multiple purpose use by community groups as well as by the College. Construction of the hall commenced in 1978. These are badges or pieces of insignia that would have been worn on the collar or cap of members of the Victorian Volunteer Corps. This organization was formed in Victoria in 1867 with the object of fostering in young men leadership, discipline, loyalty and initiative through training programs and community service. The Victorian Volunteer Corps was established in Warrnambool in 1868 and units were initially based at the Warrnambool State School and the Warrnambool Grammar School. Later groups were formed in other schools and competed against each other in rifle shooting competitions, marching and parade skills etc. The Warrnambool groups were trained and assisted by members of the local adult Volunteer Corps. Today cadet groups are sponsored by the Australian Army and there is revived interest in Warrnambool in school cadet groups. These insignia items have no known local provenance but are of historical interest as mementoes of the Volunteer Cadet Corps that operated in Warrnambool from the late 1860s through to the early 20th century. .1 This is a bronze-coloured metal badge with gold lettering, a crown on top, a cross with stars in the middle section and laurel leaves around the outer edges. The two clips at the back are for attachment of the badge to a collar or cap. .2 as above except that this badge has been damaged and somewhat flattened. The Centre for Environmental Management as established in July 1995 as a strategic development initiative to consolidate the University's position as a centre for industry linked environmenttal teaching, resarech and consultancy. Page 19 "SPECIAL INITIATIVES Establishment of field Research Stations Two areas of concentration of research effort for the Centre are the Otways in the south western Victoria and the Scotia Country in the rangelands of NSW. In both these areas it is essential that ther be a secure accomodation abase for research students. In the former case there is a need for a sheltered base to enable year round field work in cold wet conditions and in the latter a base with a reliable water supply and the facilities to allow field work in very hot dry conditions which prevail from much of the year. It has been an ibjective of the Centre to establish field stations at these two sites and considerable progress has been made through the year. (i) Nanya Field Station in the Scotial Country Through the generosity of the owner, Mr Rob Taylor, an unused homestead on Nanya Station was made available to the Centre. Largely through voluntary labour during research field trips during the year this previously derelict homestead has been restored to functionality and now has facilities for up to 20 research workers with a reliable water supply, cooking, washing, and refrigeration facilities. (ii) Cape Otway Resaerch Centre Negotiations have continued through the year with the potential lessees of the Cape Otway Lighthouse Precinct with the support of the Vice Chancellor and other potential user groups within the University these have reached a successful outcome. The University will be working with the lessees to develop the historic Telegraph Station as a dual purpose facility for interpretation and research." Part of the PeopleScape Federation Celebration An initiative of the National Council for the Centenary of Federation, celebrating the contribution of Australians to their community and country. The final event of the year long celebrations, held in Canberra, the city that Federation created. The public art installation told the individual stories of Australians from all walks of life, from those living and those who had died. The massive sculpture depicted the life of the nation. The figures were nominated and decorated by individuals, groups of individuals and organisations from across Australia with every state, territory and region represented with approx. half from regional and the remote areas of Australia. The sculpture was installed in alphabtical order, each with a plaque at its base outlining the individual's achivement. This oil painting by Bret Belot was an initiative of his to put something on canvas to celebrate the centenary of ANZAC in 2015. The images depicted on the painting are mostly from the collection of the Bendigo Military Museum in the Soldiers Memorial Institute Pall Mall Bendigo. Some of the figures are Brothers Jack Grinton & Bert Grinton DCM, Bill Durward 38th Bn, the Wright Brothers, Albert Jacka VC, MC and Howard, Poliness & DeAraugo who volunteered to go with Jacka when he won the VC, 38th BN men in Dog Trench, graves of 38th Bn soldiers, a letter written home about the Armentieres raid in 1917 by Robert Suggett 38th Bn. The painting was first unveiled at the Bendigo District RSL Sub Branch Inc pre ANZAC Day 2015.
