Open Monument is a contemporary artwork acknowledging the history of Chinese people in Ballarat. The Chinese diaspora was global and many Chinese people came to Ballarat and the Victorian Goldfields. The work details some of the personal Chinese family memories of Ballarat from the goldrush forward. The 33 marble laser-etched panels include found images and texts mounted on a modernist metal architectural feature holding back a grassed hill landscape. John William Satchwell (1853-1935), was a representative of the East Ward in Brighton Council for more than 20 years and was elected Mayor in 1922-23. Satchwell joined the police force as a mounted trooper in 1878 and was awarded valour badge in 1889 for bravery in rescuing drowning people from floods in Newstead. When Thomas Bent, politician and land speculator, was appointed Speaker of the Victorian Legislative Assembly in 1892, a number of local Brighton constituents and supporters raised money to present him with an oil portrait. Bent had been a member for Brighton for 21 years, and the painting was seen as a way of showing their appreciation of his services to the Brighton constituency, as well as congratulating him to his new position as Speaker. In June 1892, British/Australian landscape and portrait artist Charles E. Gordon-Frazer was given the commission to paint the portrait. Thomas Bent is depicted as standing in his Speaker's robe on the dais beneath the canopy in the Legislative Assembly Chamber in the act of addressing the House. He wears the traditional Speaker’s dress of a black silk and gold laced robe over a three-piece black suit, lace jabot and cuffs, buckled shoes and a ceremonial long wig. The Medal, Presentation Box and Certificate from Buckingham Palace are a very important addition to Council’s History and Heritage collection because of their association with a past Mayor of the City of Caulfield Harry Carl Hortin Smith. Although a total of 85,234 Jubilee medals were awarded to 'the great and good throughout the Empire' in 1935 to celebrate the Silver Jubilee of King George V, only a handful of these medals survive in major Australian museum collections. The National Museum of Australia holds a similar medal which was awarded to Sir Robert Menzies. The Museum of Victoria also holds a similar medal but neither collection contains a presentation box or certificate from Buckingham Palace. The significance of the donation is greatly enhanced due to its good condition and the fact that it includes all items associated with the presentation the Medal. Most museum collections only include the jubilee medal.
