The Municipalities also received original copies, each numbered as limited editions. The first two pages of the album are an address to Queen Victoria from the Municipalities of the Colony of Victoria, Australia, written in fancy Old English calligraphy. The remaining twenty-three pages display images representing each of the 208 municipalities as in 1897 and include a medallion of their Coat of Arms and statistics such as population, size and valuation, signatures of the Shire Presidents and Secretaries. The album’s publisher, Sands & Mc Dougall Limited, was first established in Sydney. This book was published by the Melbourne Branch. The album gives a summary of a set year and the statistics of each Municipality. This gives added significance to the history of South-West Victoria, including Warrnambool, allowing a comparison of then and now. The album's inclusion of the Address to Your Majesty shows the respect of the people of Victoria towards the British Monarchy.Book, hard cover, bound in black leather with gold embossed title and border on the front cover, gold lines top and bottom of spine and gilt edged pages. This image depicts a group of local counsellors from the Shire of Beechworth (est. mid to late 1900s). The identities of those within the photo remain unknown. The table and chairs featured in the image were produced in the late 19th century and have been in continual use for more than 100 years. The councellors would likely have convened in the Beechworth Town Hall. A History of Beechworth: Gold was discovered in the May Day Hills district in 1852. A canvas and timber settlement soon developed as prospectors rushed to the area. Over four million ounces of gold was recovered in the first 14 years. Between 1852 and 1857, Beechworth was a gold-producing region and centre of government, boasting many industries and a multicultural population. Beechworth was proclaimed a borough on the 11th of September 1863, a formalisation of the municipal incorporation of the town seven years before. This image is associated with the history of Beechworth; it reveals the identities of local counsellors, persons whose contribution to the Beechworth Shire could otherwise be lost to time. The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. Sir Henry E. Bolte, K.C.M.G., M.P. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. This item is representative of a time when Orbost had its own Shire Council. A stapled program and invitation to the official opening of the new Orbost Shire Council Municipal Offices. They were located directly above the front doors at the front entrance to the building. The Shire coat of arms was on the wall on the right of the front entrance to the building directly above the front doors. This is a Victorian Municipal Directory for 1945, containing general information on all municipalities in Victoria, a Gazeteer, a Commonwealth Guide and a Water Supply Record. Municipal Directories were published annually in Victoria from 1867 on. This directory came from the Shire of Mortlake which was established in 1864 when it had an area of 2137 square kilometres. The Shire of Mortlake was abolished in 1994 and merged with other neighbouring shires to form the present day Shire of Moyne. This book is very useful to researchers as it contains much information on the City, Borough and Shire structures, the Council employees and Government employees of all the municipalities. It has, therefore, important local information on Warrnambool and the surrounding areas in 1945. This is a soft cover book of 1114 pages. It has a buff- coloured cover with red binding on the spine. The printed material on the covers is printed in black. It has a blue stamp of the Shire of Mortlake on several pages. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. C. Pelling. The result of six years' work by shire officers, the plan provides for a business centre, public buildings and recreational reserves. The shire council expects that £2,500,000 will be invested by Government departments, banks, private firms and sporting bodies to implement the plan. 500 Car Park A feature of the business centre will be a quadrangle car park surrounded by shops, and with parking space for 500 cars. The public buildings will include new municipal offices, a public auditorium, a library and meeting rooms. The council plans to realign the course of Diamond Creek near the town to provide extra land for playing fields. Three Ovals The plan proposes three ovals, including improvements to an existing one, as well as a 50-metre Olympic swimming pool, tennis courts and bowling greens. In the 15 years which the shire council hopes to carry out the plan, the shire population of 18,000 is expected to increase two and a half times. Opening the display of maps and a model, Mr. Rylah said he commended the shire council's invitation to the citizens to suggest improvements to the plan. From the Victorian Heritage Register: The foundation stone of the original Portland Town Hall was laid by William Learmonth on 21st September, 1863 following a competition and subsequent public controversy over the permitted entry of architect John Barrow. The conservative classical design of municipal surveyor Alexander Ross was preferred and this axially planned design with central council chamber and side offices fronted by a fine axed pedimented gable entablature of basalt and Tuscan Doric pilasters was completed by 24th may 1864. The old Town Hall is one of a distinguished group of public buildings in Portland and an interesting example of conservative classical architecture of the first years of settlement in western Victoria. The basalt structure was partially erected of stone from the Portland stockade and has significant historical associations with local Government administration in the district. The Town Hall is the most impressive work of Alexander Ross, a surveyor architect whose career remains largely undocumented. The old Town Hall at Portland has been discreetly extended at the rear to provide additional meeting room accommodation. This Directory of 1889 covers the location of Melbourne based trade and professional offices by street and in Alphabetical order. It covers all of Melbourne and its suburbs. It also covers government and official, ecclesiastic, legal, municipal and miscellaneous information. The directory details a cross section of a developing city with a splattering of advertisements opening up an in depth look of all aspects of living in the late 1800s. It is interesting to see that all the advertisements do not have any telecommunication numbers listed (personal shoppers or mail orders only). This was a period of high moral standing within the community and hotels advertised rooms " suites of rooms for families and single rooms for Ladies and Gentlemen" also "electric bells throughout the house. Telephone, night porter and hot and cold baths."This directory would be used by the majority of families and businesses working and living within the Kiewa Valley and the surrounding area. Melbourne was the only place where every aspect of living requirement was catered for. Although the delivery of services and goods were not at a high rate, certain items or transactions would require a visit to "the big smoke". Business information are listed both by suburb and alphabetically. There is also a section for British and Foreign Trade. This directory covered nearly everything to do with commerce, an example pay days for principle firms. Greater evolution of trade locations started to balloon out after the mid 1950's. Increased populations and greater levels of communication and safe fast transport facilities permitted greater devolution of commercial enterprises into rural communities, such as the Kiewa Valley.This directory has no front or back cover and is held together by its cloth spine. It contains over 1300 pages, however there may be some pages missing front and back of the directory which would have contained advertisements of some unknown shops. All the sides of this directory (except the spine) have advertisements and content information stamped on. The spine cover has been placed in the directory until further conservation work is carried out. It has gold coloured printing and in the central section, a gold coloured background with the words "Sands & McDougall's Melbourne Directory 1889." This booklet commemorates the 100th anniversary of the proclamation of the Shire of Warrnambool. The original proclamation was read from the Government gazette 13/12/1863 Pg 2958. This follows from being proclaimed a roads district in 1854 which was then partly portioned and proclaimed the Municipal district in 1855. Portion of the shire was again annexed to the city in 1955. The Warrnambool shire covers the area on north east and western sides of the city of Warrnambool covering approximately 600 square miles and has a rich history of farming and dairy products. A program which commemorates 100 years of the shire of Warrnambool. The Shire Offices opened in 1965 and were extended in 1971. The final Eltham Shire Council meeting was held in December 1994 before the forced amalgamations of municipal councils by the Kennett Government. The State-Government-appointed Commissioners (1994-1996) took the decision in July 1996 to demolish the Eltham Shire Offices.
