In 1961 Bruce Evans was elected to the Victorian Legislative Assembly as the member for Gippsland East. He was the party's deputy leader from 1964 to 1970 and its whip from 1970 until his retirement in 1992. "The Land Conservation Council was established by the Land Conservation Act 1970. As one of its three functions, it makes recommendations to the Minister for Planning and Environment with respect to the use of public land, in order to provide for the balanced use of land in Victoria. This report contains the Council’s final recommendations concerning the use of public land in the East Gippsland study area, the boundaries of which correspond to those of the Shire of Orbost. The recommendations in the text are grouped under major headings, such as Parks, State Forest, and so on. " The Council met on seven occasions during the year, and also made visits of inspection to each study area. The Chairman visited Shire Councils in study areas to explain the role and the functions of the Land Conservation Council and to invite submissions on the use of public land in these areas. The following information was the preface of the 1985 GIAE handbook: The Gippsland institute of Advanced Education was established by an Order-in-Council in September, 1968, but, owes its origin to engineering diploma courses established in 1928 to service the developing electrical industry. The Council of the Institute includes members of the Gippsland community who are prominent in industry, commerce, education and the professions, the Director of the institute, the representative of the academic staff, of general staff, of students and of the Convocation of the Institute. In 1972 the Institute occupied the first of its permanent buildings on a large campus in rural surroundings near the township of Churchill, ten kilometres south of Morwell and one hundred and sixty kilometres east of Melbourne. Engineering laboratories are temporarily located in buildings on the site of the Yallourn College of TAFE at Newborough and they will be consolidated on the Churchill campus by the end on 1985. In 1974 new buildings were completed under a self-help program to house the School of Visual Arts. A building complex to provide the first stages of the permanent library and the Union, and accommodation for the School of Business and Social Sciences was completed in 1976. An Education building, an Applied Science building and student residential buildings for 108 student places were completed at the beginning on 1976. The Binishell, a multi-purpose facility was completed in 1980. On its establishment, the Institute assumed responsibility for the diploma courses which were previously offered by the Yallourn Technical College. These were diploma in Civil, Electrical, and Mechanical Engineering, Applied Chemistry, and Business, all of which were recognised by the appropriate professional bodies. The Gippsland Institute of Advanced Education is the only centre of Higher Education east of Melbourne and offers a range of vocational courses at associate diploma, diploma, degree, graduate degree and master levels to meet the educational needs of the Gippsland regions. The institute also has a very large commitment to a program on external studies. Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat had a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. On 1 January 1994, Ballarat University College became the University of Ballarat and in 1998 the University merged with three TAFE Institutes to become a dual sector institution with multiple campuses. On 1 January 2014, the University of Ballarat amalgamated with the Monash University Gippsland Campus to form Federation University Australia. The Gippsland Campus also had a long lineage dating back to 1928 with the establishment of the Yallourn Technical School which became a predecessor institution to the Gippsland College of Advanced Education formed in 1968. The Lightning was an American-built sailing ship and it is believed the rope block was part of the ship’s rigging or included as cargo. The plaque on the block mentions that the item was, “as supplied by Burrows Ship Chandlers” in 1869. The plaque could also mean that the rope block was supplied by the firm Burrows, Ship Chandler and Shipping Stock, as a replacement block for the Lightning. The American vessel named “Lightning” was a 3-masted, fully rigged extreme clipper ship. She was commissioned by James Baines, of the Black Ball Line in Liverpool, England, during the time of the Australian Gold Rush for the trade of passengers and cargo between England and Australia. Her load listed on early consignments included livestock and animals, including rabbits sent to Thomas Austin of Barwon Park, Winchelsea, Victoria, where the challenging association between Australia's agriculture and the imported rabbits started. The Lightning was built in 1854 by shipbuilder Donald McKay, in East Boston, USA. She was described as spacious and comfortable and regarded as one of the smartest ships of the time. The vessel set many speed records for her voyages and became one of the most famous of racing clippers and one of the fastest ever launched. In 1854, with Captain 'Bully' Forbes and Mate 'Bully' Bragg, Lightning made the return trip from Melbourne to Liverpool in only 64 days, 3 hours and 10 minutes; a record. Captain Enright became the new Master of LIGHTNING soon after this record was established and was regarded as one of the finest mariners in the Australian trade. One of Captain Enright's innovations was to publish a ship's paper called "The Lightning Gazette". What is of additional historic interest is that captain "Bully Forbes" had left the Lightning to captain the ill-fated Schomberg. In 1857, for a very brief time under Capt. Byrne the Lightning was used as a troopship, taking British officers and soldiers, stores and ammunition, to fight in India. In 1859 she then returned to her normal route between Liverpool and Melbourne, apart from 1867 when she made a special trip between Melbourne and Port Chalmers in New Zealand. In 1869 the Lightning was sold to Thomas Harrison of Liverpool, and continued to sail for the Black Ball Line. Master of Lightning, Captain Henry Jones, sailed her to Geelong in October 1869, and whilst docked, he had her loaded with a cargo of wool, copper, wire, tallow and other goods. At about 1 am on 31st October 1869, whilst still docked and fully laden, a fire was noticed on the vessel. Efforts to extinguish the fire were unsuccessful, so she was towed to the "Lightning Shoals" in Corio Bay, where she eventually sank, losing all cargo but no lives. The Lightning is listed on the Victorian Heritage Register (Ref S 415). The vessel is historically significant for being one of the fastest wooden ships ever built. it was notable as the first clipper built in the USA for British owners and as a shipping disaster in Geelong's history. The Lightning spent its whole career carrying cargo and immigrants from England to Australia. Its documented voyages give us a snapshot into shipping history, not only of Australia in the mid-19th century but how the world's commercial transport functioned o promote trade and emigration during this time.Large ship's block, wood, with two wooden sheaves and fibre straps, eye and thimble. Orbost and East Gippsland Railway League had proposed a railway extension through East Gippsland in 1908, which aimed to develop an isolated part of the country. At the time, construction of a railway could be considered a beneficial investment for the country as it could increase the population in the region. The proposed railway length in 1908 was about 140 miles and the cost was estimated £800,000. The line was proposed to proceed from Bairnsdale by way of the Lower Nicholson to Bruthen. “After crossing the Tambo River, it would be carried to near Nowa Nowa; the head of Lake Tyers, forward to Orbost. From Orbost it would proceed in a north-easterly way to the New South Wales border. There were different suggested routes between Orbost and the New South Wales border, the first was through Bendoc, another by the Cann River and another which is located between these two. This item is associated with the history of the Orbost-Bairnsdale railway line and therefore reflects the role that the rail line played in the social and economic history of Orbost. The Bairnsdale-Orbost railway was opened in 1916 to serve the agricultural and timber industry. Because of the decline in traffic and heavy operating costs, the line was finally closed in August, 1987. Beni Carr Glyn Burnett (also known as B. C. G. Burnett or Beni Burnett) was born in 1889 to missionary parents in Mongolia. When he was 15 years old he began training as an architect with a firm in Shanghai. He worked in Singapore, Japan and China before moving to Australia around 1933. In 1937 he was appointed as the Commonwealth principal architect in the Northern Territory. He went on to design a series of houses for senior public servants and military personnel which became very popular as they were specifically designed for the tropics - incorporating louvres, high ceilings and good ventilation. When Darwin was bombed in February 1942, he was evacuated to Alice Springs where he continued to work as an architect. He also became a Magistrate and Coroner in Alice Springs. In later life he was well known for sketching clientele in public bars. He died in 1955. Beni Burnett was living in Sydney in 1933 when he produced these three artworks. There were several photography firms operating in Sydney at this time who specialised in photographing ships and the shipping trade (e.g. Samuel J. Hood and William James Hall) and whose photographs were used by artists to produce ship portraits. Both of these photographers took photographs of the two ships in B. C. G. Burnett's watercolours This ship depicted by B. C. G. Burnett in his pen and wash sketch labelled "The White Ship" exactly matches a photograph pasted into his personal scrapbook which is in the "Library and Archives N. T.". The name of the ship is unknown and B. C. G. Burnett may have taken some artistic licence with the colouring as in the original photograph, the ship had a dark hull.This artwork (one of a set of three small artworks) is significant as an example of shipping (particularly the use of sailing ships) that were still being used as late as the 1930's in Australia. It is also important as its creator (B. C. G. Burnett) went on to become a well-known public figure in the Northern Territory in the late 1930's due to his innovative approach to designing homes for the tropical climate.An ink sketch of an unknown sailing ship moored to a dock.
