HMAS Melbourne (R21) was a Majestic-class light aircraft carrier of the Royal Australian Navy (RAN). Operating from 1955 until 1982, she was the third and final conventional aircraft carrier to serve in the RAN. Melbourne was the only British Commonwealth naval vessel to sink two friendly warships in peacetime collisions. The ship was laid down for the British Royal Navy as the lead ship of the Majestic class in April 1943, and was launched as HMS Majestic (R77) in February 1945. At the end of World War II, work on the ship was suspended until she was purchased by the RAN in 1947. At the time of purchase, it was decided to incorporate new aircraft carrier technologies into the design, making Melbourne the third ship to be constructed with an angled flight deck. Delays in construction and integrating the enhancements meant that the carrier was not commissioned until 1955. Melbourne never fired a shot in anger during her career, having only peripheral, non-combat roles in relation to the Indonesia-Malaysia confrontation and the Vietnam War. However, she was involved in two major collisions with allied vessels. On the evening of 10 February 1964, Melbourne collided with and sank HMAS Voyager when the Daring class destroyer altered course across her bow. Eighty-two of Voyager's crew were killed, and two Royal Commissions were held to investigate the incident. The second collision occurred in the early morning of 3 June 1969, when Melbourne collided with and sank the Allen M. Sumner class destroyer USS Frank E. Evans in similar circumstances. Seventy-four United States Navy (USN) personnel died, and a joint USN–RAN Board of Inquiry was held. These incidents, along with several minor collisions, shipboard accidents, and aircraft losses, led to the reputation that Melbourne was jinxed. Melbourne was paid off from RAN service in 1982. A proposal to convert her for use as a floating casino failed, and a 1984 sale was cancelled, before she was sold in 1985 and towed to China for breaking. The scrapping was delayed so Melbourne could be studied by the People's Liberation Army Navy (PLAN) as part of a secret project to develop a Chinese aircraft carrier and used to train PLAN aviators in carrier flight operations. In March 1995 ATCV had circulated a proposal for an ‘Australia Corps’. The proposal emerged over time from ATCV board and staff through debate and experience. ATCV Board member Alan Wright had written earlier: “There is in our society a terrible vacuum for adolescents to give expression to their independence and idealism in a constructive way, a chance to try themselves out independent of their parents/teachers in adult roles.” ATCV’s Brisbane office manager Phil Harrison had first been involved with ATCV as a volunteer from UK, drew together ideas about an ‘Australia Corps’, that had been discussed with Alan Wright, John Fenton and others at the ATCV staff/board planning workshop at Sorrento in December 1993 and “…based upon our experience and participation in the LEAP program and observations of Conservation Corps around the world”. The concept of a six-month program for young people with a training wage and accredited training which encouraged both competencies and personal development emerged, with a standard format of ten participants working fopr six months under the direction of a supervisor. The ‘Australia Corps’ proposal was widely distributed to Federal, State and Territory parliamentarians and received positive feedback. The Liberal Party, then in Opposition, included the idea of a “Green Army” in their environmental policy, placing more emphasis on environmental outcomes and less on job creation than the Keating ALP Government had. A young and up-and-coming parliamentarian, Tony Abbott MP, was enthusiastic and was to visit several ATCV projects (both before and after Green Corps started) to learn about their workings direct from volunteers and CVA staff. Several times he visited projects with Ian Smith project and Ian recalls being impressed by the efforts he made to talk at length with all participants. Tony Abbott took a personal interest in the progress of Green Corps. Colin Jackson and Phil Harrison were guests of Abbott in Parliament House, Canberra, on the evening of 20 August 1996. The Federal Treasurer, Peter Costello, announced in his first Budget Speech that: - “the Government will provide $42 million over the next 3 years to establish the Green Corps. The Green Corps will be open to young Australians aged 17 to 20 to demonstrate their commitment to the environment by working on projects to preserve and restore Australia's natural environment and cultural heritage. The projects will also contribute to their career and employment prospects through training, skills development, work experience and personal development.” ATCV’s chief executive officer Colin Jackson worked with senior staff Madeline Townsend, Garry Snowden, Phil Harrison, and John Fenton to fine-tune the ATCV proposal. On the strength of unique national coverage and credible record ATCV went on to win the tender to administer and manage the day-to-day operations of the Green Corps program for five years (1997-2002). Winning a $36 million contract was a big breakthrough for ATCV. Fourteen years before, a small non-profit group had started in Ballarat in country Australia with a vision – but little else. Its key people had shaped opinion and won political support for a concept. There was about to be transformation from hand-to-mouth existence into a nation-wide business with resources to build for the long term. This book of planning and construction details covers the first detailed records the Kiewa Hydro Electricity Scheme of 1919 (ORIGINAL), 1958 (2nd Modified Plan) to the last general plan of 1961. It is an excellent overview of one of Australia's greatest construction projects (along with the Snowy River Hydro Scheme). This book highlights in detail the planning, programming and construction phases throughout the life of the construction from 1919 onwards until the 1960's. There were a few copies made using carbon paper and a type writer on foolscap paper.This book with its Parts A to D, photographs and plans/tables is very significant to the Kiewa Valley region as it details "the bones" of one of Australia's greatest construction projects that was undertaken by Governments that had the foresight and the will to undertake such a costly and environmentally imposing project for the benefit of their states and their country. This project was at a time when financial and security pressures where at a high and fluctuating level. This project was the major contributor to the expansion and diversity of non rural activities within the region. It was directly and indirectly the cause of better transportation avenues, tourism and the lifting of the regions natural facilities to sustain an ever increasing long term and short term population.This large hard (thick cover) book has both front and back sides fastened to the spine by two brass screw on pins. The book title, author/compiler and the commissioning organisation (STATE ELECTRICITY COMMISSION OF VICTORIA) together with the SEC Vic emblem are all embossed in gold script.The spine is also embossed with the title. These four exercise books give documentation on the activities of the Allansford Progress Association (1966 to 1988). Allansford is a settlement about 9 kilometres from Warrnambool and most of the town area is now within the boundaries of the Warrnambool City Council. The association was re-formed in November 1966 after the demise of an earlier group. The members of the group campaigned in areas of local concern – T. V. reception, drainage and sewerage, postal services, sports facilities including the development of the Speedway, housing development, road proposals, waste management and disaster plans. These books are of interest in that they provide an overview of the history of a local organization. They will be useful for research. These are four exercise books - three Minutes books, and one Accounts book, from the Allansford Progress Association (1966-1988). The exercise books have coloured covers, (blue and white checkered, green, red and blue). Two are bound with tape and two are stapled. There are some loose sheets in all of the books. The purpose was to express what is unique about the character of Eltham, why people live and work there and why such a development would be out of character and inappropriate for the Eltham Gateway along with alternative development proposals.
