In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office.This photograph is an excellent historical record of Bogong Village in about 1945. It shows the layout of the town in the fairly steep terrain, the workmen's camp between the houses and the lake foreshore, the Commissioner's Lodge on the hill behind the Village, the walkway through the dam wall can be seen to the left of the spillway, the dam is on spill and note damage to the large trees is still evident from the 1939 bush fires. Original sepia photo postcard of early view of Eltham looking east from Bolton Street between Bridge Street and Brougham Street (Wellington). Fenced road reserve on right is Brougham Street. Originally dated as pre-1877 introduction of the Telegraph (the Telegraph was connected to the Post Office on Thursday, June 7, 1877) given the lack of poles and wires visible, a more recent higher resolution scan has revealed more detail highlighting the presence of several Telegraph poles: one about half way between Brougham Street and Dalton Street, one opposite the Police Residence, another opposite W.B Andrew’s Corn Store (Zen Den site), one possibly near the Fountain/Evelyn Hotel. Also, given the photo was originally marked “J. H. Clark Photo” it is safer to assume the image is dated circa 1915 until dates of further image details can be confirmed. Photographer: J.H. Clark John Henry Clark was the youngest of three boys born to William Henry Clark (1823-1877) and Maria White (1843-1914). He and his brothers, William Charles Clark (1872-1945), Clement Kent Clark (1874-1912) operated a photography business (Clark Bros.) from 25 Thomas Street, Windsor near Prahran during the period c.1894 to 1914. Following death of Clement in September 1912 and their mother in 1914, the Clark Bros business appears to have dissolved, the premises demolished, and a new house was under construction in 1915. John set up business independently in 1914 operating out of 29 Moor Street, Fitzroy where he is registered in the 1914 and 1915 Electoral Rolls. By 1916 John had relocated to Eltham where he continued his practice as a photographer and took many of the early images around the district of Little Eltham. Around 1930 John changed professions and opened a small cobbler's shop in 1931 near the pond opposite Dalton Street adjacent to the Jarrold family cottage. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. His bootmaker shop remains today beside the Whitecloud cottage and is one of only three remaining shops in the area from the early 20th century. There are a couple of images of Eltham taken by Clark Bros. in the Eltham District Historical Society collection, one such example being Hunniford’s Post Office with Miss Anne Hunniford out front (EDHS_00140 - marked on the back of the print, Clark Bros., 25 Thomas St. Windsor), which would date this image between c.1894 and 1914. Other early images of Eltham taken by John Henry Clark are marked on the face “J. H. Clark Photo” and it is assumed these are dated between 1914 and 1930. It is noted that the Grant of Probate for John H Clark of Eltham South dated 5 April 1957 (513/387) records his occupation as "X Photographer".1. Originally catalogued around 1998 as John Cochrane in front of Shillinglaw Cottage, this is now believed to be Thomas Cochrane born 1817 in Ireland. The photograph is a reproduction of a low-resolution, poor-quality photograph. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book "Shillinglaw Family of Eltham 1660-2007", Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). In 1881 Phillip Shillinglaw became the ratepayer for the cottage though Stebbings retained ownership until 1888 at which time it was transferred to Shillinglaw. Thomas Cochrane was born in Ireland in 1817 and died at Collingwood 1877. He married Sarah Jane Casey at St James, Melbourne in 1846. They had eight children: • Elizabeth Jane Cochrane born 1847, Keelbundoora • Sarah Cochrane born 1849, Keelbundoora • William John Cochrane born 1854, Eltham • Isabella Mary Cochrane (Cochren) born 1855, Eltham, my Great grandmother • Mary Cochrane born 1857, Eltham • Thomas Cochrane born 1859, Eltham • William James Cochrane born 1861, Eltham • Margaret Anne Cochrane (Cochran) born 1863, Eltham Information received from Richard Stone in 2019, a 2nd-great grandson of Thomas Cochrane suggests that during the early 1930s, one of Isabella’s daughters and her family attended cricket matches at Eltham. The mother and a daughter (Richard’s cousin) would wander around Eltham and a cottage in the main street backing onto the cricket ground. The cousin remembers well her mother telling her that her mother, Isabella Cochrane, lived in the cottage as a young girl. The family also had a similar or the same photo of a man standing in front of the cottage. When the Cochrane family left the cottage in 1874, Thomas Snr would have been 57 and Thomas Jnr 15 and William 13. The man in the photo has a dark and substantial beard. Therefore, it is unlikely to be Thomas Jnr or William and most likely Thomas Snr. The photo is of poor quality and low resolution however, there is little grey evident in his beard. It was possibly taken when Cochrane was a younger man shortly after the cottage was built, circa 1865. When the Eltham District Road Board was established in 1858, the forerunner to Eltham Shire Council, Thomas Cochrane was listed as the occupier/owner of two assessable parcels of farmland in Little Eltham: one of 21 acres of pastureland and another 22 acres of cultivation land. George Stebbings was not recorded as an occupier or landowner. In 1859 and 1860 a Joseph/Joshua Stebbings was recorded as the occupier of a hut owned by G. Atkinson. A hut was recorded on Cochrane’s pastureland parcel in 1860 and this parcel increased in size to 36 acres in 1861 and grew further in size by 1863. George Stebbings first appears as the owner/occupier of a hut in Eltham in 1861, also 1862 and 1863. This is most likely his cottage (still standing in present day) in Pitt Street adjoining the Eltham Hotel property owned by Benjamin Wallis where he was residing in 1867 when they both sued each other for trespass. Born 9 May 1901 in Prahran. Her Record of Conduct and Service describes her as being 5' 2½" and 8 stones 3 lbs, with hazel eyes, dark brown hair, a fresh complexion and of good appearance. She belonged to the Church of Christ. She commenced training at the Police Training Depot in 1929. In December of that year she passed the examination for a licence as a Shorthand Writer under the Evidence Act. In 1938 she won first prize for the 'empire-wide' King's Police Gold Medal Essay Competition - the set topic for that year was 'Juvenile Crime - Its Causes and Treatment'. The essay was subsequently published in two parts in The Australian Quarterly. Jessie suffered ill health in later life and died after a stroke on 3 June 1952. Born at Drouin on 2 April 1923. Her Record of Conduct and Service describes her as being 5' 6¼" tall and weighing 10 stone, 3lb., with brown eyes and hair and a fair complexion. She was a factory hand before joining the police force and has also served as a cook with the WRAAF. She served at Russell Street and Geelong and was also seconded to the Crown Law Department at the Fair Rents Board as an investigator. A photograph of Olive with an abandoned baby appeared in the Sun News Pictorial on 30 March 1960. Born in India on 10 December 1902, Kath Mackay is described on her Record of Conduct and Service as being 5' 7" tall, weighed 9 stone 4 lb and had hazel eyes, light brown hair and a fair complexion. Before joining Victoria Police in April 1930 she worked in the Chief Commissioner's Office. She worked for many years at Russell Street and in 1943 attained the rank of Senior Constable, the first police woman to attain that rank. In 1956 she was the first woman promoted to Sergeant but only after a separate seniority list for women was created. Gwendoline Mudford was born in Flemington on 11 April 1914 and was appointed to the Police Depot for training on 11 February 1941. Her Record of Conduct of Service describes her as being 5'5" tall and weighing 9st 10lb, with brown eyes, light brown hair and medium complexion. Despite showing great promise of being a successful police woman she was forced to resign on 3 September 1941 due to her impending marriage. Mary Craig Cox was born in Winton, Queensland, on 23 November 1881. She was 41 when she joined Victoria Police on 25 September 1925. Her Record of Conduct and Service describes her as being 5'4" tall, weighing 8st, 2lb, of thin build with blue eyes and brown hair. She was the third police woman to join the ranks and, like the others, she was attached to the plain clothes branch of Victoria Police. She retired on 23 November 1936, having reached the compulsory retirement age of 55. Members of the Victorian Police force were some of the first to answer the call with twenty men joining the first convoy of soldiers who left Australian shores in October 1914. Police diary belonging to Constable Joseph Wyer, issued 1882. Wyer was a member of the water police, many of the pages in his diary record the movements of ships in and out of Port Philip Bay.
