This is a poster advertising an art exhibition by the Warrnambool artist, Robert Ulmann. The exhibition was held in the Naringal Hall in November/December 1982. Robert Ulmann (1927-1999) was born in Zurich, Switzerland where he studied sculpture and painting. After living in Canada for some time he came to Australia in 1969. From 1970 to 1972 he was employed by the Northern Territory Administration as a manual arts instructor to the aboriginal people of Docker River west of Uluru. He exhibited extensively in city and regional galleries and won numerous awards for his artistic works. His love of wildlife extended to his interest in the Southern Right Whale and he was greatly responsible for publicizing the annual appearance of the whales at Logans Beach in Warrnambool and protecting their environment. His studio in Warrnambool is still visited by many tourists. This poster is of interest as it concerns an art exhibition of the work of Robert Ulmann, a well-known Warrnambool artist of the 20th century. This is a sheet of white paper with black edging. Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Framed portrait of Cr. Robert M. George Norman Pockett, who was awarded the certificate was the son of George Pockett , who with his brother designed a number of public parks in Melbourne. George Pockett Snr. was the first curator of the Alexandra Gardens in Kew. (see Comment below)Rolls of Honor were awarded to returned soldiers at the end of the First World War by many towns and cities. This framed certificate awarded to George Norman Pockett by the Town of Kew is one of two held in the Collection. The item is well-provenanced, and through the formal use of emblems and images in the design allows us to make judgements about social and cultural values in the period.Framed Illuminated Certificate: A commemorative certificate documenting the war service of George Norman Pockett of 18 Cobden Street, Kew. George Pockett enrolled at the age of 23 on 5 October 1915, as an engineer in the Australian Army. He embarked on HMAT Wiltshire A18 on 18 November 1915. His rank was that of Warrant Officer Armament Artificer in the 4 FAB [Field Artillery Brigade]. The website of the Australian War Memorial records that he was mentioned in dispatches. The formal certificate records that ‘George Norman Pockett served Australia and the Empire in the Great War and in grateful recognition of his voluntary response to his Country’s Call his name is inscribed on the Roll of Honor of the Town of Kew’. The then Mayor and Town Clerk signed the certificate. [Kew did not become a ‘City’ until 1921]. The certificate highlights emblems and symbols of Australia and Great Britain, and includes the coats of arms of the allies in the war. The portrait was commissioned after Higinbotham's death in 1893. A committee was appointed to investigate the making of a portrait and they appointed Mr L Bernard Hall, instructor and later director of the National Gallery of Victoria. George Higinbotham (1826-1892) had a distinguished career as a newspaper editor and politican before becoming a Judge of the Supreme Court in 1880 and the third Chief Justice in 1886. Higinbotham was a long serving attorney-general in the 1860s colonial administration. Higinbotham was active in the education, land and constitutional debates of his time. He played a prominent role through his chairmanship of the of the Royal Commission into Public Instruction with regard to the introduction of the free and secular primary school education.The portrait of George Higinbotham is of historic significance as the depiction of an important public figure in 19th Century Victoria.
