Demonstrates aspects of the SEC tramway governance system in requiring sales of tickets to be monitored - balancing cash received against tickets issue, sold and returned. Issued to crews and then checked by clerks. Set of 27 Stamped enamelled round brass pieces with a hole stamped at the top and ring placed through. Used as a SEC tramways employees pass for either all Provincial tramways, Ballarat or Bendigo only. All badges have the SEC logo in the centre, organisational name (State Electricity Commission of Victoria) in white enamel and outer ring the words "Electricity Supply Department, Provincial Tramways", or "Electric Tramways Ballarat" or "Electric Tramways Bendigo". This is in blue enamel. On the rear are stamped numbers and manufacturers name - "AMOR" or "AMOR MELB" or "STOKES & SONS MELBOURNE" in the bottom portion of the pass.
