.1 The Preferred In-House Option (PIHO) proposes to meet the full requirements of the Request for Tender (RFT) by disestablishing Army Survey Regiment and establishing a new organisation which they have named the Defence Topographic Support Establishment (DTSE). It is proposed to locate the DTSE at Bendigo in the GFE facilities offered by the Commonwealth. The DTSE will be staffed by 140 Defence civilians, principally sourced from ex-RASvy members transferring to the Public Service under the provisions of Section 81B of the Public Service Act. Any existing civilian members excess to DTSE requirements are proposed to be managed within the terms and conditions of the Australian Public Service Redeployment and Retirement (Redundancy) Award 1987. Military members who elect to remain in the Service will be subject to redeployment or retraining in accordance with Service requirements. .2 Proposed re-organisation of Product Construction Squadron (PCS). Due to the transfer of Image and capture Sections to Digital Acquisition Squadron wef Jan 1995 it has been necessary to review the structure of those elements remaining within PCS. The review highlighted that there was an imbalance between Mapping and Digital products Troops. This could only be resolved by collapsing these two Troops into one single production element. This would halve the senior administrative personnel needed thus allowing them to be employed in other higher priority technical areas. The proposed restructure of PCS is outlined in Annex A with redundant personnel listed in Annex B. The combined Troop is to be designated "Construction Troop" and comprises 1 Offr and 69 ORs. The role of this Tp would be to perform all digital production. It is further divided into small and Large Format Sections. This division is functionally based and reflects the hardware and software configurations now resident within the Sqn post system upgrade. .3 During the transition period leading to full implementation of the PHIO, the Army Svy Regt and DTSE (later ATSE) will at times operate concurrently whilst Army Svy Regt scales down production and progressively transfers all technical functions to DTSE. army Svy Regt and 4 Fd Svy Sqn will continue programmed production activities until declared operationally ineffective, however a contingency mapping capability will be maintained throughout the period of implementation. Implementation of the PHIO involves a number of related activities including staff recruitment, equipment acquisition and transfer of technical responsibility. This is a set of 16 photograph of the Royal Australian Survey Corps’ Johnson Ground Elevation Meter (JGEM) Survey Vehicle taken at the Army Survey Regiment, Fortuna, Bendigo. The JGEM vehicle was extensively used by RA Svy within Australia from the late 1960s. A limited number of Ground Elevation Meter (GEM) station wagon type vehicles were manufactured by General Motors Corporation (GMC) in the USA for the United States Geological Survey, Canada’s mapping agencies, RA Svy and National Mapping (Natmap). The GEM was a four-wheel drive, four-wheel steer vehicle. Four-wheel steering was necessary to avoid systematic errors caused by non-tracking of front and rear wheels on conventionally steered vehicles. The manufacturer substituted the rear axle with a front axle and connected them to form the four-wheel steering mechanism. The two Australian GEM vehicles, referred to as Johnson GEMs (JGEMs) were converted into right-hand drive. After delivery in 1964, acceptance Natmap and RA Svy testing and operator training was undertaken at the Army's School of Military Survey located at Balcombe, Victoria. A small fifth wheel was mounted on a cantilever arm suspension midway between the front and rear wheels on the right side of the vehicle. It was lowered to and raised from its operating position by use of a constant pressure air cylinder. A telescopic bar, suspended between the front and rear axles, provided the reference datum for the angle measurement. The wheel provided the velocity or distance signal through a pulse generator system. A sensitive pendulum mounted on this bar provided the angle measurement for each minute distance traversed. The JGEM contained electromechanical instruments used to determine relative elevations, by trigonometric principles, along a traversed path. These relative elevations were obtained through apparatus which measures the instantaneous angle of inclination of the road and the instantaneous velocity of the meter along such a path. Road routes over which the JGEM operated were planned so that each started and ended as near as practicable to an existing point of known elevation (formally referred to as a level traverse bench mark). The difference in height from the bench mark and the road surface alongside the JGEM’s fifth wheel was measured with a level and staff. Along each route, mapping control photo reference points where new elevation values were required were identified on aerial photographs. Under favourable conditions it was possible to survey as much as 160km in an ordinary working day. The first of RA Svy’s JGEM operations was undertaken in 1:250,000 scale map areas of Queensland. CPL John Hook was the JGEM’s main operator in the early 1970s undertaking operations covering 1:250,000 scale map blocks over northern Victoria and central NSW, each requiring 36 points (9 runs of photography and 4 points across. SPR Lyn Thompson and SPR Bob McDonagh teamed with CPL Hook on some of these JGEM operations. When RA Svy was integrated into the Royal Australian Engineers in 1996, the JGEM vehicle with the Survey Corps collection was donated to its museum. It is believed to be the last of the original manufactured fleet in existence. The JGEM has undergone extensive refurbishment to achieve roadworthiness and is currently housed at The Australian Army Museum of Military Engineering, Hoslworthy Barracks, NSW. These five photographs of the Komori Newkoni Printing Press were probably taken circa 1980s in Lithographic Squadron at the Army Survey Regiment, Fortuna, Bendigo. The photos are not annotated except for .4P. The Komori Newkoni Printing Press was a four-colour offset press. It was one of the replacements for the George Mann Printing Presses, however improvements to productivity were not realised as it was unreliable, was very cramped between decks and there were safety concerns for the operators. This lithographic printing machine built by Komori Printing Machinery Co., Ltd in Japan. These 34 photographs were taken at Flag Day, an annual sports competition between the Army Survey Regiment and the School of Military Survey (SMS) at Latchford Barracks, Bonegilla in May 1990. The two RASvy units took turns each year to host the event. The day competition usually comprised basketball, cross country, golf, sailing, squash softball, tennis, touch football, tug-of-war and volleyball. The evening competition often included darts, carpet bowls, hookey, quoits and snooker. The Flag handover and speeches were held in SMS’s Café Slater recreation/morning tea area. These 25 photographs of softball team and sports action were taken on Flag Day, an annual sports competition between the Army Survey Regiment (ASR) and the School of Military Survey (SMS), at Bendigo in circa 1977. This event was held at Beischer Park, Strathdale. The two RA Svy units took turns each year to host the event. The day competition usually comprised basketball, cross country, golf, sailing, squash softball, tennis, rifle shooting, touch football, tug-of-war and volleyball. These nine photographs of the Planeta Polygraph Printing Press were probably taken circa 1970s to 1980s in Lithographic Squadron at the Army Survey Regiment, Fortuna, Bendigo. The photos are not annotated except for .4P. The Planeta Polygraph Offset Printing Press was a two-colour offset press used to print Naval and medium format RAAF charts. The Planata Printing Press was one of the replacements for the George Mann Printing Presses. It was more reliable than the Komori Printing Press however procurement was difficult when spare parts were required. The Planeta Printing Press was built in East Germany and was in service at the Army Svy Regt from 1976 to 1994. This is a set of six photographs of Lithographic Squadron personnel with Defence Cooperation Program (DCP) students at the Army Survey Regiment, Fortuna Villa, Bendigo Victoria, 1985. These informal and formal group photos were taken on the day of a CO’s Parade. Litho Squadron provided printing and photographic reproduction to the two DCP students. RA Svy also provided technical training to DCP students in map production skills such as, cartography and photogrammetry at the Army Survey Regiment and the School of Military Survey, Bonegilla. The Australian Defence Force over several years sponsored international students from counties such as Indonesia, Malaysia, Papua New Guinea, Philippines, Solomon Islands and Vanuatu. Operation Instruction 8/75, Operation Sandy Bush Phase 3 was conducted in the period 1 Oct to 30 Nov 1975 by Det A, 8 Fd Svy Sqn. The Operation was to complete the marking, panelling measurement of already marked control in the Louisiade and D'Entrecasteaux groups and to Recce, Mark, Panel and Measure new survey control in the Trobriand and Woodlark Islands. In addition Photo Identification was to be obtained of all marked survey control. Panelling was the process of accurately laying out large sheets of white plastic to form a cross over the Survey Control Points (Points where the position is accurately known) so that they could then be photographed from the air. This photograph of Prime Minister Hon RJ Hawke’s visit to the Army Survey Regiment was taken at Fortuna, Bendigo in March 1990. This occasion was one of several events held to commemorate the 75th anniversary of the formation of the Royal Australian Survey Corps. The one-hour visit was a rare opportunity for RA Svy to demonstrate to its Prime Minister the unit’s important role as Defence’s map production agency, its technical equipment, and its economic importance to Bendigo. It was also an opportunity to take him through historic Fortuna Villa. These eight photos of the Army Survey Regiment’s Tug-of-War Team were most likely taken at Simpson Barracks, Watsonia in circa 1989. There is no information available on why the unit sent the team to Melbourne, the occasion, and the winner of this contest. It may have been a military athletics carnival held to commemorate Australia’s First Fleet bi- centenary, noting there was other members of Army Svy Regt on the bus who were not part of this team. The team’s coach was WO1 Ken Slater. This is a set of twenty photographs of the Army Survey Regiment undertaking regimental training in state forest north of Costerfield, Victoria, 1995. The state forest is now part of the Heathcote-Graytown National Park. This was the Army Survey Regiment’s last military skills field training exercise before disbandment of RA Svy and the weather on the last day was wet and cold. It provided soldiers who decided to continue their military service essential military skills revision and for those who chose to discharge from the Army, it reinforced their decision to leave. This is a set of 11 photographs of a 4th Field Survey Squadron Officers, Warrant Officers and Sergeants Formal Dinner held at Keswick Barracks, Adelaide SA in 1986. On this occasion WO1 Alex ‘Darby’ Munro and WO1 Geoff Briggs were farewelled. WO1 Munro retired from the Australian Regular Army after 30 years of service. WO1 Geoff Briggs continued his service and retired in 1991. It is apparent there were visiting personnel from the Army Survey Regiment and other unidentified units. This is a set of seven photographs of technicians retouching orthophoto reproduction material at the Army Survey Regiment, Bendigo, c1975. Retouching mainly entailed the application of liquid opaque (Plumtree), commonly known as “duff” to cover blemishes such as scratches and spots on film negatives before photographic exposure. Retouching technicians also used specialised techniques such as “needling” to repair faults on the emulsion of map reproduction material. The technicians in this set of photos were probably working on the retouching and registration of orthophotomap colour film separations in preparation for publication by Print Troop. Peter Dew featuring in photos .1P to .5P was a serving member of RA Svy, who died in a tragic accident at home. He was fondly remembered as one of Lithographic Squadron’s colourful personalities. The "Super Animal of the Year" Peter Dew Memorial Award was an award presented to a member of the squadron for a crude act. This pamphlet was published by the Army Survey Regiment as an overview of the Royal Australian Survey Corps (RASvy), its role and unit structure circa 1991, prior to RASvy’s disbandment in 1996. The pamphlet comprehensively detailed the eight steps of topographic map production: Establish Survey Control, Aerial Photography, Aerotriangulation, Stereoplotting, Field Verification, Cartography, Printing and Storage/Map Distribution. Leading technologies used by RA Svy in 1991 included GPS control surveys, 5 colour printing on the Speedmaster offset press and bulk map packaging using the Map Handling Station (with guillotine). Digital map production was operating on the AUTOMAP 2 system, before the “Newheart” system upgrade two years later. Printed on the pamphlet cover was a portion of the plane tabled “four inches to a mile” map of Newcastle. This was compiled and surveyed in 1910 by LCPL A. Barrett, a member of the RAE Detachment, as part of the first major topographic mapping effort of Australia.This is a Royal Australian Survey Corp pamphlet with a historical map printed in colour on cardboard on both sides of the cover. There are 16 pages printed in colour on gloss paper, with photos, diagrams and descriptions. The pamphlet is bounded by two staples on its spine. Each of the 17 images were scanned at 300 dpi in JPEG (.jpg) format and stored on the attached 16 Gb USB memory stick. This is a set of 19 photographs of the four types of printing presses in Lithographic Squadron at the Army Survey Regiment, Bendigo in the late 1980s. The Original Heidelberg Printing Press features in photograph 6188.1P. It was a robust and well-made single colour lithographic offset press that was in service at the Army Svy Regt for decades. Its primary use was for initial training and rapid response tasks, such as single pass overprints over existing print stock. See item 6062.4P for more information and photographs of the Heidelberg press. The Komori Newkoni Printing Press features in photographs 6188.2P to 6188.6P. It was a four-colour offset press in service at the Army Svy Regt from 1975 to the late 1980s. Intended improvements to productivity were not realised as it was unreliable, was very cramped between decks and there were safety concerns for the operators. See item 6063.5P for more information and photographs of the Komori press. The Planeta Polygraph Printing Press features in photographs 6188.7P to 6188.11P. It was a two-colour offset press in service from 1976 to 1994 and was mainly used to print Naval and medium format RAAF charts. It was more reliable than the Komori Printing Press however procurement was difficult when spare parts were required. It was replaced by the larger format Roland 8047B four colour Printing Press. The two presses were a standard map size format and were introduced in June 1962 as two-colour offset presses with improved safety features. Productivity greatly improved with the addition of a third colour deck in 1968, as the two presses could print a five-colour standard topographic map in two rather than the three passes before the upgrade. These nine photographs were most likely taken in c1988 in Lithographic Squadron at the Army Survey Regiment, Fortuna, Bendigo. The equipment operated by the technicians is the KLIMCH camera. The main tasks undertaken by the technicians were most likely enlargements and reductions of map reproduction material. The KLIMSCH Commodore camera was introduced in 1953 and was the largest in the Southern Hemisphere. It was replaced with a new model of the same size in 1979. The new model with its computer-based interface provided productivity gains with improved speed and its consistent results led to less wastage in time and materials. Its variomat lens system provided improved retention of map feature linear weights during the camera reduction process. The camera which was specially made for the Army in Germany was fully automatic and power operated. It was claimed to be one of the biggest automatic cameras of its type in the world. It was made to the specifications of the Royal Australian Army Survey Corps to assist in the production of the very high standard maps for the Army. This is a photograph of the Director Survey - COL Simon Lemon, CO Army Svy Regt - LTCOL Bob McHenry and probably OC Litho - MAJ Terry Lord inspecting the 1St topographic map printed on the new Heidelberg Speedmaster 102 Printing Press in c1992. *Estimated date based on the Director’s and CO’s period of appointment. The computer-controlled five colour lithographic offset printing press provided the Royal Australian Survey Corps vastly improved printing capability, as the five colours for a standard topographic map was printed in a single pass. The print room was named Wayzgoose Hall after a medieval printing house festival. Wayzgoose Hall and the Speedmaster printing capability was commissioned by the Commander of the 3rd Military District BRIG P. Davies AM, ADC on Wednesday 27th June 1990. These nine photographs of technical equipment were provided to the Directorate of Survey as input to the 1990-1991 Annual Report. The equipment in Photos .1P and .2P were used to evaluate/validate colour values on printed maps. The equipment in Photo .3P is a daylight film processor. The Optronix 5040 Laser Scanner/Plotter was shown in Photos .4P to .6P. The Print Room’s Map Handling Station in photo .7P provided ergonomic benefits to the Printer Technician and improved despatching productivity. The Optical Disk Archive and Retrieval System (ODARS) equipment in .8P was optical "platter" disk technology for the secure and long term archive storage of large amounts of digital map data. Map data was transferred from large reels of magnetic tape. As most map type (letters and names) generation was done in Automap 2, The ITEK Typesetter shown in photo .9P was close to obsolete in 1991. This is a set of 14 photographs of an All-Staff meeting held by the lake at the Army Survey Regiment, Fortuna, Bendigo on the 24th of April 1994. At this meeting CO LTCOL Duncan Burns announced that under Defence’s Commercial Support Program (CSP), the In-House bid submitted in 1993 by a team led by then CO LTCOL Bob McHenry was successful. The In-House bid proposed the establishment of an organisation based at Fortuna to carry out non-core production with 150 of the 373 Survey Corps positions converted to Defence civilian positions. 110 of the Defence civilian positions would be filled voluntarily by military personnel under Section 81B of the Public Service Act 1992 with the remaining 40 positions filled by Public Service recruitment. Other options offered to Survey Corps personnel were postings to 1st Topographic Survey Squadron in Enoggera, QLD, transfer to another Corps in the Australian Army or discharge from the ADF. The In-House bid also proposed 143 Survey Corps military positions to remain at Fortuna to perform ‘core strategic non-sovereign tasks.’ However, Army subsequently decided to abolish the 143 positions, disband 4th Field Survey Squadron, Adelaide, SA and lastly, the demise of the Royal Australian Survey Corp in June 1996. The first two photos show unidentified surveyors and field survey vehicles departing the Army Survey Regiment’s transport compound. The third photo of LTCOL Lindsay Lockwood and CAPT Jim Stedman was taken at a field survey camp at Camooweal, QLD. LTCOL Lindsay Lockwood was the CO of the Army Survey Regiment from 1951 to 1962. As the longest serving commanding officer of the unit, there was many changes implemented. CAPT Jim Stedman later reached the rank of Colonel, was Director of Military Survey from 1975 to 1978 and was appointed as Colonel Commandant (honorary appointment, Retd) of the Royal Australian Survey Corps from 1978 to 1983.
