The Boer War took place from 11 October 1899 – 31 May 1902. Also known as the Anglo–Boer War, or the South African War, the conflict was fought between the British Empire and the two Boer Republics (the South African Republic and the Orange Free State) over the Empire's influence in Southern Africa. As part of the British Empire, the Australian colonies offered troops for the war. Samuel McGowan was born in North Ireland in 1845, immigrating to Australia in 1870. He arrived in Bendigo 1871 and having worked in a large engineering works at home was quickly able to find management work in foundries, later opening a legal manager's office growing this into one of the largest of its type in Bendigo. Samuel McGowan was elected a member of the City Council in 1883 and was elected Mayor in 1885 and again in 1899, resigning as a councillor in 1901. He was the treasurer of the Bendigo Hospital, a senior member of the Zenith Lodge and president of the Bendigo Agricultural and Horticultural Society. Samuel McGowan and Kate Goyne from Epsom married on 29th August 1874. Samuel died in 1921 aged 76 and Kate in 1930 aged 78. This plaque was probably attached to a commemorative board such as an honour board, however its whereabout are unknown. Engraved plaque in the shape of a flag and flag pole. The Eureka Flag hanging on the wall is an exact replica of the Southern Cross flag which flew over the Eureka Stockade. It was copied from the original flag held by the Art Gallery of Ballarat. Survey Corps Flags of this type were produced mid to late 1970's and distributed to all Survey Corps Units. This flag was issued to the Army Survey Regiment, Bendigo and flew during daylight hours on the Unit flag pole at Fortuna Villa for many years. The flag was ceremonially marched out of the gate on the day that the Army Survey Regiment was disbanded in 1996. In 1910, this flag was sent to Rutherglen State School No. 522 from a group of schools in Rutherglen Scotland, in exchange for an Australian flag sent to schools in Rutherglen Scotland. This exchange was part of the Empire Day Movement to celebrate Empire Day in 1911. This was one of nearly 300 flags that were exchanged between Australian and United Kingdom schools. The two semaphore flags were used as a pair for visual signaling by hand. The semaphore system is an alphabet signaling system based on the waving of a pair of handheld flags in a particular pattern to compose words to be communicated to passing ships. The system was introduced by the Royal Navy in 1880 and was later adopted in Australia, with the first School of Signaling opening in Williamstown in 1890. The system was superseded in the 1970s by more sophisticated methods of communication. Information on the Cape Nelson flags indicates that they were made by Evan Evans P/L, Flag makers, 690 Elizabeth Street, Melbourne. Evan Evans (d.1927) started a tent‐making business in 1877 and by 1920 Evan Evans P/L maker of canvas goods, was located at 680 Elizabeth Street, Melbourne. In 1924 it acquired land at 632 Bourke Street and built a new factory. His son Ivor continued the business after 1927 and in 1938 opened a bulk store in Carlton.271 In 2016 the firm was located at 673 Spencer Street, Melbourne. Another pair of white semaphore flags made by Evan & Evans is held at Gabo Island, and Wilsons Promontory also has a pair. Cape Nelson’s white semaphore flags have second level contributory significance.
