Equipment - Standard measure, Mid to late 19th Century
The beginning of standardised weights and measures began In Victoria when the Melbourne Observatory received sets of standard weights and measures, which had been tested in Britain against the then British Imperial standards. These included the primary standard yard and pound for the Colony of Victoria. Other standards of weights and measure held by shires and the administrative body's within the colony could then be compared to these primary standards. A Weights and Measures Act was passed in Victoria in 1862, establishing local inspectors throughout the colony. By the 1870s each local council and shire in Victoria held a set of standards that were used to test scales, weights and dry measures used by wholesalers, factories and shops. Every ten years the councils’ standards would themselves need to be rechecked against the Victorian Standards. The checking was done by the Victorian Customs Department in the 19th century, but with the transfer of responsibility for customs to the Federal Government in 1901, weights and measures function was retained by the Victorian Government and was shifted to the Melbourne Observatory. In 1904, a new building was erected at the south end of the Great Melbourne Telescope House, where the standard weights and measures and testing equipment was installed. This room had a large whirling apparatus for testing air meters and became known as the Whirling Room. When the Melbourne Observatory closed in 1944, the Weights and Measures Branch was formed to continue and this branch remained at the Observatory site unit until 1995. J & M Ewan History: J&M Ewan was a Melbourne firm that began by selling retail furniture and wholesale ironmongery. They had substantial warehouses situated at the intersection of 81-83 Elizabeth and Little Collins Streets, the business was established by James M Ewan in 1852. Shortly afterwards he went into partnership with William Kerr Thomson and Samuel Renwick. When Ewan died in 1868 his partners carried on and expanded the business under his name J & M Ewan. The business was expanded to provide a retail shop, counting-house and private offices. Wholesale warehouses adjoined these premises at 4, 6 and 10 Little Collins Street, West. This company provided and sold a large and varied amount of imported goods into the colony that consisted of agriculture equipment, building materials, mining items as well as steam engines, tools of all types and marble fireplaces. They also supplied the Bronze measuring containers in the Flagstaff Hill collection and the probability is that these containers were obtained by the local Melbourne authority that monitored weights and measures in the mid to late 19th century. The company grew to employ over 150 people in Melbourne and opened offices at 27 Lombard St London as well as in New Zealand and Fiji. The company also serviced the Mauritius islands and the pacific area with their steamship the Suva and a brig the Shannon. Robert Bate History: Robert Brettell Bate (1782-1847) was born in Stourbridge, England, one of four sons of Overs Bate, a mercer (a dealer in textile fabrics, especially silks, velvet's, and other fine materials)and banker. Bate moved to London, and in 1813 was noticed for his scientific instrument making ability through the authority of the “Clockmakers Company”. Sometime in the year 1813 it was discovered that one Robert Brettell Bate, regarded as a foreigner in London had opened a premises in the Poultry selling area of London. He was a Mathematical Instrument maker selling sundials and other various instruments of the clock making. In 1824, Bate, in preparation for his work on standards and weights, leased larger premises at 20 and 21 Poultry, London, at a rental of four hundred pounds per annum. It was there that Bate produced quality metrological instruments, which afforded him the recognition as one of one of the finest and principal English metrological instrument-makers of the nineteenth century. English standards at this time were generally in a muddle, with local standards varying from shire to shire. On 17 June 1824, an Act of Parliament was passed making a universal range of weights, measures, and lengths for the United Kingdom, and Bate was given the job of crafting many of the metrological artifacts. He was under instruction from the renown physicist Henry Kater F.R.S. (1777-1835) to make standards and to have them deposited in the principal cities throughout the United Kingdom and colonies. Bate experimented with tin-copper alloys to find the best combination for these items and by October 1824, he had provided Kater with prototypes to test troy and avoirdupois pounds, and samples with which to divide the troy into grams. Bate also cast the standard for the bushel, and by February 1825, had provided all the standards required of him by the Exchequer, Guildhalls of Edinburgh, and Dublin. In 1824, he also made a troy pound standard weight for the United States, which was certified for its accuracy by Kater and deposited with the US Mint in 1827. Kater, in his address to the Royal Society of London, acknowledged Bate's outstanding experimentation and craftsmanship in producing standards of weights, measures, and lengths. An example of a dry Bronze measuring container made specifically for J & M Ewan by possibly the most important makers of measurement artifacts that gives us today a snapshot of how imperial weights and measures were used and how a standard of measurement for merchants was developed in the Australian colonies based on the Imperial British measurement system. The container has social significance as an item retailed by J & M Ewan and used in Victoria by the authorities who were given legal responsibility to ensure that wholesalers and retailers of dry goods sold in Victoria were correct. The container was a legal standard measure so was also used to test merchants containers to ensure that their distribution of dry goods to a customer was correct. Bronze round container with brass two handles used as a legal standard for measuring dry quantities & is a 'peck' measurement. This instrument was manufactured in 1969 to a design developed in 1905. It was used in private practice in the eastern suburbs of Melbourne. It was donated to the Optometry museum in August 2000. The instrument's inventor, Hjalmar August Schioetz (1850-1927) was born in Stavanger, Norway. He graduated in Medicine in 1877 in Kristiania. He studied ophthalmology in Vienna and in Paris. He was appointed professor of medicine with the obligation of teaching eye medicine in Kristiania in 1901. He demonstrated his tonometer in 1905 and for the next half century it was generally accepted as a reliable means of measuring intraocular pressure.Many examples of Schiotz tonometers can be found in near-mint condition as they were superseded in the latter half of the twentieth century. Although this example is in fine condition it is not historically significantCased stainless steel instrument to measure intra-ocular pressure. Grey leatherette case lined with grey satin and felt. Case contains stainless steel spring balance tonometer, convex test block and two calibration weights. Scales
Scales such as these were used to measure commercial quantities possibly grains and farm produce for quite large amounts of product.Bags of the product would have been hooked up and weighed. Salter has been a name long associated with weights and measures. Salters had their beginnings in England in the 1760's with a background in springs which are a main component of many scales. The actual mechanism for weighing objects in such scales has remained similar for over two centuries.These scales would have been a common item in most commercial operations which bought and sold items in bulk and have historical and scientific significance.Cast iron frame with circular brass face painted black.. There is a round metal ring at the top which runs through a circular metal section of the frame. A hook is attached to the bottom of the frame through a similar metal circle. Tool - Measuring Scales
The traditional scale consists of two plates or bowls suspended at equal distances from a fulcrum. One plate holds an object of unknown mass (or weight), while known masses are added to the other plate until static equilibrium is achieved and the plates level off, which happens when the masses on the two plates are equal. Medication given to patients at both Aradale Mental Hospital and J Ward had their does measured using these weights and scales - and some evidence of residue remains.The scales are in excellent condition and a good example of medical equipment used in Aradale Mental Hospital and J Ward. Functional object - Dry Measurement Container, Late 18th to early 19th century (before the standardised measurement was introduced in England in 1824)
The peck has been in use since the early 14th century when it was introduced as a measure for flour. The term referred to varying quantities until the modern units of measurement were defined in the 19th century. Cities in England used to have official standard weights and measures for that city or area. These containers were marked with the city's name and emblem, merchant’s weights and measures would then be checked against this to make sure they weren't trying to cheat their customers. The item in the collection is a standard measure approved by Bristol City and used by that City’s grocers to measure dry goods such as peas, beans, sugar, flour, meal etc., and its metal banding ensures that the measure cannot be reduced in size to cheat customers. Additional Information: The British Imperial System evolved from the thousands of Roman, Celtic, Anglo-Saxon, and customary local units employed in the middle Ages. Traditional names such as pound, foot, and gallon were widely used, but the values so designated varied with time, place, trade, product specifications, and dozens of other requirements. Early royal standards were established to enforce uniformity took the name Winchester, after the ancient tenth century capital of Britain. King Henry VII reaffirmed the customary Winchester standards for capacity and length and distributed royal standards throughout the realm. This process was repeated about a century later in the reign of Queen Elizabeth I. In the 16th century, the rod (5.5 yards, or 16.5 feet) was defined (once again as a learning device and not as a standard) defined by the length of the left feet of 16 men lined up heel to toe as they emerged from the church. By the 17th century usage and legal statute had established the acre, rod, and furlong at their present values together with other historic units such as the peck. Establishment of the System: The Weights and Measures Act of 1824 and the Act of 1878 established the British Imperial System based on precise definitions of selected existing units. The 1824 act sanctioned a single imperial gallon to replace the wine, ale, and corn (wheat) gallons that were in general use. The new gallon was defined as equal in volume to 10 pounds avoirdupois of distilled water weighed at 62°F with the barometer at 30 inches, or 277.274 cubic inches (later corrected to 277.421 cubic inches). The two new basic standard units were the imperial standard yard and the troy pound, which was later restricted to weighing drugs, precious metals, and jewels. In 1963 an act of parliament abolished archaic measures as the rod and chaldron and a metric system was adopted. An early example of a dry measuring container giving a snapshot of how imperial weights and measures developed in England to evolve the British measurement system into the metric arrangement that most countries have adopted today including Australia. It has social significance as an item that was in everyday use by grocers and other merchants to measure dry goods in the late 18th to early 19th centuries and used specifically in the Bristol region of England as an officially recognised measurement.Wooden measurement container with iron banding and hand made rivets container is a Quarter Peck official measurement container. Inscriptions are impressed into the sides of the wooden body. The container has the official crown and emblem of the City of Bristol, indicating this item was the Bristol City standard quarter peck measurement.Impressed into the timber on the front, a crown emblem over "C B G / CITY OF BRISTOL / QUARTER", on one side "HALF" , another side "PECK". Household, Scales - Grain tester, Early 20th century
This grain scale tester was used to work out the percentage weight of a sack of grain after the grain husk, dust and dirt were removed, thereby allowing for the calculation of the true value of the sack. The parts were attached to the box via the screw on top of the box and the cleaned grain went into the funnel to measure a fixed grain amount, before being released from the bottom of the funnel into the barrel which was then hung on the end of the scale. The weight was then slid down the graduated ruler until the scale balanced. Grain scale testers would have been used in farming in the Western District in the past and similar objects may still be in use. This grain scale tester is retained as a good example of an agricultural item from the past.This is a grain tester scale in a wooden box. .1 The wooden box has two metal hinges and wooden inserts inside with blue felt on the tops of the inserts. The box has a metal plaque on the lid and a round metal hole section for inserting a piece of equipment. .2 This is a metal flask on a stand. George James McFarlane was born on 19 August 1895 in Wodonga, Victoria. He was the youngest son of Charles John McFarlane and Emily Charlotte nee Ellis. He married Margaret Frances Kirley in Wodonga in 1918 and they had 6 children. George kept this diary for most of 1927. It documents his daily life and some local events. George worked part time with the local blacksmith and then on his own farm before and after work. He was later to take over the blacksmith himself, operating as a blacksmith and farrier from premises in High Street, Wodonga. George's diary documents his daily dedication to other jobs on the farm including trapping and shooting vermin such as rabbits and foxes, growing watermelon and vegetables and training horses. He also became a member of the Albury Coursing Club. In his later years, George moved to Euroa and then fo the Northcote and Broadmeadows area of Melbourne where he died in 1968.A small diary with cardboard cover including volume and publisher details within a border. A red and white retailer sticker has been adhered to the front cover. The diary includes a calendar for 1927 and 37 pages of information including postal, money order and telegraphic information, British weights and measures and Directions for Making a will. The remainder of the diary is divided into 3 days per page. A barometer is an instrument used for measuring atmosphere pressure thus determining weather changes.The first apparatus generally accepted as a barometer was that set up in Florence in 1644 by Evangelista Torricelli (1608–1647), a mathematician and physicist. Torricelli filled a glass tube with mercury, sealed it at one end, and inverted it with its open end in a dish of mercury. The level always fell a short way down the tube, then settled at a height of about thirty inches. He concluded correctly that the mercury column was sustained by the weight of the air pressing on the open surface of mercury, and further experiments convinced him that the space above the mercury in the tube was a vacuum. He noted that the level rose and fell with changing temperature, but he was unable to use his apparatus to measure variations in the weight of the atmosphere because he had not foreseen that temperature would affect the level of the mercury. News of this experiment circulated quickly among European scientists, who hastened to replicate the experiment. Torricelli's conclusions were not universally accepted because some disputed whether the air had weight, while both Aristotle and the Catholic Church denied the possibility of a vacuum. Historically this item would have been used by gold miners, rabbit shooters, mobile "Rag and Bone" traders and other mobile(in caravans and/or horse drawn cart) traders of various small goods and haberdashery. Although marked as not to be used as trade, the isolation and sometimes difficult terrain rules out using larger and more delicate scales. In the early 1900s rough roads and severe weather conditions forced traders to be more flexible in trading with weights and measures. The "close enough is good enough" doctrine was the Australian outback rule of thumb.The significance of this item in the Kiewa Valley during this period demonstrates the slower acceptance of accurate trading measure using the country side principle "my hand shake is my bond". In the Kiewa Valley small quantity commercial undertakings e.g. gold mining, fur pelts and rabbit meat trade did not require bulk weight type scales. Commerce in rural production e.g. fruit and vegetables involved more farmers and their staff in a barter and/or "in kind" payments. This was more so in the depression years 1929 to late 1930s. Self sufficiency was to a large extent more attainable in this region than in the city/ large country town environment. The lead line or hand lead is a simple navigational instrument used as a depth finder to measure the depth of water under the ship’s keel and to take samples of the sea bed. The long line may be marked at regular intervals with tags of different coloured and textured fabric, such as rope, leather and cloth. Each tag was a code to represent a certain depth. The leadsman’s eyes and hands could distinguish the depth easily as he drew in the lead line, day or night and in poor weather conditions. The lead weight could be between 7 -14 pounds (3.5 – 6.5kg) and the rope would be approximately 25 fathoms (45m). The hollowed-out end of the weight would hold a stick substance such as tallow or wax, which would pick up samples from the sea bed and indicate whether the vessel was close to shore. The leadsman would stand at the front of the vessel and cast the lead line into the sea. When it hit bottom he would note the tag marker nearest the surface of the water and call out his finding. Then he would haul it up again and examine the kind of matter that adhered to the end of the weight, whether it be sand, mud, gravel, and the colour of it. This information would be given to the ship’s helmsman or navigator and would help indicate the proximity to the land.This handheld lead is an example of early marine navigational equipment used be sailors to travel the seas. Instrument - Chronometer or Marine Clock, ca. 1935 to 1975
This chronometer was made around 1936 and has been on display at Flagstaff Hill for over 40 years as part of the exhibit of the ‘Reginald M’, an Australian-built, 19ss, coastal trader vessel. A chronometer is an accurate mechanical instrument used for measuring time. It is constructed carefully to remain stable even under the changing conditions of seafaring life such as temperature, humidity and air pressure. The Master or Navigator of a ship could use the chronometer and the positions of celestial bodies to calculate the ship’s latitude at sea. In 1905 the business Chronometerwerke GmbH was formed in Frankfurt, Germany, to supply the country with high-quality mechanical chronometers and ship clocks for their maritime trade, making the country independent of other international suppliers such as those in England. In 1938 the firm was renamed Wempe Chronometerwerke. The business continues today. Its products now include its well-known chronometers, battery-powered ship clocks, ship’s bell clocks, barometers, barographs, thermometers, hygrometers, comfort meters to measure temperature and humidity, and wristwatches. The company also performs chronometer testing facilities for the State’s Weights and Measures office. The article written by Givi in July 2022 “The Basics of Marine Meteorology – a Guide for Seafarers” refers to the weather’s signs and patterns being repeated over and over, and the recording of these observations helps forecasters predict changes in the weather. The chronometer is an example of a mechanical navigational marine instrument in use in the early to the mid-20th century. The maker is significant as part of a German government initiative to be self-sufficient in the production of good quality marine technology. This representative example demonstrates a mariner’s astrolabe. Historical examples are rare. There are less than one hundred known to exist and most of these have been recovered from shipwrecks, many from Spanish and Portuguese vessels. An astrolabe is a measuring device once used to navigate the seas by observing the sun and stars to measure their altitude. The measurement of altitude could then be used to calculate the ship’s latitude but at that time in history there was no means of measuring longitude. The body of the navigational astrolabe was cast brass and much heavier, and less complicated than the variety used on land. The heavier weight and cut-away shape reduced the effect of the wind and waves when trying to use it at sea. A mariner’s astrolabe or ‘star finder’ is a simplified version than that used by Arabic astronomers to find the altitude of the sun and stars above the horizon, and time of the sunrise and sunset. It is a forerunner to the quadrant, octant and sextant and was popular for about 200 years over the 1500s and 1600s to find the latitude of a ship at sea. The user held the astrolabe at eye level and, usually with assistance, aligned the stars through the two small sights (pinnules), then read the altitude indicated by the pointer on the arm. It could also be used to sight the sun by holding it lower down, aiming it at the sun, and adjusting it until the sun shone through both pinnules. This astrolabe is an example used to demonstrate the mariner’s astrolabe, which was navigational tool of the 1500s and 1600s, in the time before longitude was able to be determined. Counter scales used in dry-goods stores and domestic kitchens often featured Japanned or (blackened) cast iron with bronze trims. Made by companies such as Howe and Fairbanks, the footed tin pans of these scales were often oblong, some encircled at one end so bulk items could be easily poured into a bag. Seamless pans were typically stamped from brass and given style names like Snuff (the smallest) and Birmingham (the largest).
