Melbourne Legacy
Document, Fifty Years On (H32), 1973
A document written in 1973 with a summary of the first fifty years of Legacy. The note from the Public Relations Committee mentions this document 'Fifty Years On' and 'In the beginning', both written by Legatee Armstrong were a fine contribution to the Annual Report in 1973, and were being sent to the printers. (In the beginning is at 01505). L/ Armstrong mentions the committees and the order they were created in. 1) Comradeship Committee: 'this is the driving force of Legacy. The spirit of Legacy is Service and the body of Legacy is Comradeship, - the comradeship of men who suffered privations and pain, faced death and disaster together, was the inspiration and source of Legacy'. 2) Policy and Programme: Legacy began as a Luncheon club and has remained so ever since. 3) Unemployment. 4) Public Affairs 5) Deceased Soldiers' Children's Welfare: It directed and controlled all the Club's work with and for the Children. The precursor of JLC. 6) Problem cases 7) Advisory 8) Girls Classes: with the success of the boys classes there was a demand for something for the girls. He mentions the fight to build the Shrine. Also the rooms in Market street were rented in 1932 after years of meeting at houses and in restaurants. In 1937 they hired Jack Barnes as Secretary and Employment officer (he had to resign as a legatee to be in a paid role). December 1949 Ivan Layton was appointed as Executive Director. The notation H32 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. Document, List and index of legal papers
William and Ellen Goodall were pioneer settlers in Warrnambool, with one of the sons, Thomas (1852-1917), becoming a law clerk and accountant. It is not known for which legal firm Thomas Goodall worked but he handed in these Probate and Letters of Administration documents and the lists to George Sutherland Mackay at some unknown date (pre 1917). George Mackay (1850-1926) began a legal practice in Warrnambool in the 1890s and was established at 131 Kepler Street when he took J. McD. Taylor as a partner. George Mackay was a prominent Warrnambool resident, involved in civic affairs and the Presbyterian Church. The firm of Mackay, Taylor and Co. was a dominant one in Warrnambool until the 1990s. The list of Probate and Letters of Administration documents is of some minor importance as it provides an historical context for the location of the documents themselves, prior to acquisition by the Warrnambool and District Historical SocietyThese are two typed quarto-sized sheets of paper (typed on both sides) with lists of Probates and Letters of Administration from 1874 to 1909 handed to George S. Mackay, Warrnambool lawyer, from Thomas Goodall, Legal Clerk. Three on the lists are handwritten in red ink and one page is ruled with red lines. Document, Early History of the Shrine of Remembrance, c1928
After the first world war there was a decision made to create a memorial. Legatees were involved in the process at various times and capacities. In particular Legatee Kemsley was vocal in idea of a structure over a utilitarian memorial (such as a hospital or a park) - see letter at 01182. These notes include the resolution that passed at the Melbourne Town Hall at a public meeting: "That this meeting of citizens confirm the launching of an appeal by the Lord Mayor to establish a National War Memorial by means of a monument and that an executive committee with the Lord Mayor as Chairman with power to add and point sub-committees be formed to carry out the project." Also that 20 sites were selected for consideration in 1921. Although the St Kilda Road site was favoured early on, by 1926 there was pressure to change to a "provision of square" and Cenotaph at the intersection of Spring and Bourke Streets. Legacy Clubs voiced their opposition to this proposal by passing a resolution "That the Melbourne Legacy Club, representative of the returned soldiers in business in this city, whilst welcoming the Anzac Square Scheme as a city improvement, cannot support it as a War Memorial scheme and affirms its support for the Shrine of Remembrance in the Domain as the only War Memorial worthy of Victoria's unparalleled efforts in the Great War." The document was in an envelope with a letter dated 30 April 1971 (01182) that also outlines the efforts Legacy (especially L/- Kemsley) went through to promote the construction of the Shrine of Remembrance over a proposed square. The envelope says 'The Origin of the Shinre of Remembrance p/p Legatees Kemsley and Joynt'. And the initial 'JMBA'?. It was in a file with other documents concerning the Shrine and it's history.A record of the events that led to the construction of the Shrine of Remembrance as noted by a Legatee at the time. Many items had to be purchased or supplied when setting up the first Legacy hostel, and these documents record the variety of equipment needed for such a project. Melbourne Legacy ran three residences: Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950), to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14. The children were cared for until they were old enough to become independent.As well as detailing the items themselves, the lists identify Myers as a major supplier.
