Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. In 1978, Ballarat College of Advanced Education made a submission to the Victoria Institute of Colleges for consideration which would also need the approval of the Federal Government Tertiary Education Committee. This was for the development of an Occupational Hazard Management Course. This approval meant the VIOSH course could begin in 1979. At times since that date they had to apply for re-accreditation of the course. The Occupational Hazard Management Course Committee was responsible for this. This meeting notice was sent stating the only matter on the agenda was the re-accreditation proposal. In 1972 Men's Auxilliary was disbanded and replaced with a new committee to be called The Minerva Association. Promoted in Ring-a-roo April 1972 the new association was 1) to further the welfare of College, 2) to encourage social contact between all members of the school community and 3) to promote major fund raising projects which may be beyond the means of the separate auxiliaries or the Old Collegians' Association. The Ladies' Auxiliary and the Old Collegians Association continued to exist. In 1988 the Minerva Association changed its name to the Ballarat and Clarendon College Parents' and Friends' Association. (see Ring-a-roo March 1988). The honour board emphasizes the degree to which the school was grateful for the voluntary work expended on behalf of the school by parents and friends of its community.Solid wood with two relief boards. Prize awarded to James Cleeland Shaw (BD 15/10/1862) for excellence in conduct and general proficiency. James entered Ballarat College 1870. Son of Mr. W.H.Shaw the Managing Director of the celebrated Phoenix Foundry which played such an important part in the early industrial history of Ballarat and who lived all his Ballarat life in a house in Armstrong Street South not far from Dana Street. Born in Ballarat on 15th October 1862 and attended Ballarat College 1870-1877. Was articled to Hardy and Madden of Ballarat Solicitors. Practised as a Solicitor in Ballarat for some years. Went to Western Australia in 1897 and acted for a time as Deputy Master of Western Australia Supreme Court. Was for some time partner with Drake Brockman now a judge but latterly practised as Shaw and Shaw in partnership with his brother Frank as Solicitors at 81 St. Georges Terrace, Perth, Western Australia. Example of prize ordered from London where they were specially bound and embossed with the College crest. Awarded by F J Thomas B A, principal under unusual circumstances 1874 - 1876.Preface dated 1859. A clean crisp book of 222 clean unmarked pages . 22 chapters, each dealing with a separate subject including; Berthollet - chemist; James Brindley - originator of canal navigation; Graham & Breguet - watch & clock makers; & Vaucanson - automata.
