After consideration of responses, the Working Group will make recommendations to the Council and Ministers subject to hearings of any formal submissions.

Rodd's was established by George & Ernest Rodd in Melbourne in 1919.They were manufacturers and wholesalers of precious metal jewellery. Later they began to manufacture high quality silver plated cutlery under the brand name “Rodd”. They then expanded into holloware when they took over Platers Pty. Ltd. who produced a very high quality range of silver plated Sheffield Reproduction Silverware, under the brand name “Hecworth”. Rodd’s established a large factory at 150 Barkly St., St. Kilda, Melbourne. During WW2 with a staff some 200, the factory produced ordnance components to help with the war effort. Rodd’s established sales offices in the main city centres of all States. The company prospered. In December, 1960, Rodd [Australia] Ltd. was merged with Mytton’s Ltd., Melbourne, and became part of the newly formed company Mytton Rodd [Australia] Ltd. Mytton’s were also producers of silver plated cutlery under the brand name “Grosvenor” and were strong competitors to the Rodd brand of cutlery Australia wide. It was a friendly take over and the Directors of Rodd [Aust.] Ltd. were appointed to the board of Mytton Rodd [Aust.] Ltd., and some to the Holding Company Mytton’s Ltd. Mytton’s were heavy manufacturing engineers producing a large range of stainless steel products including: kitchen sinks of various design, beer barrels [9 and 18 gallon kegs] for the breweries, milk vats for cooling and storing milk on dairy farms, a large range of dairy and industrial vessels, road transport tanks, LPG tanks, low pressure pre-mix vessels for the soft drink industry. They also produced a range of domestic bathes, steel railway sleepers, using their 3000 ton hydraulic presses. Mytton’s also had their own non ferrous foundry and rolling mill which produced nickel silver sheet used in the manufacturer of their silver plated cutlery. They also produced copper sheet for their own and industrial use. Mytton’s had factories in York St., South Melbourne and Port Melbourne. Rodd [Aust.] Ltd. set up a manufacturing, distribution plant in Auckland, New Zealand, circa 1960. This company began producing precious metal jewellery in a rented space in the premises of Matthey Garret Ltd., Bullion Merchants, in Drake St., Auckland. Later they moved into their own building in Sale St., Auckland. The company prospered and purchased land and built a factory at 121 Apirana Ave. Glen Innes, Auckland, circa 1964. ( B. John Hitchen was the manager of the first Cheltenham Post Office that opened 1/8/1857 in a boot and shoe store. Mail was transported to and from St Kilda to Cheltenham by coach 6 days a week and an additional service twice weekly to Tootgarook via Frankston also by coach. 1868 Post office Savings Bank began operation and the Telegraph office was established at the Railway Station 1885. A new building was built 1891 in Point Nepean Road for the official Cheltenham Post Office and a new manual telephone exchange began 1899 with 24 subscribers. By 1909 100 subscribers, 1951 there were 1700 and in 1974 12,000 subscribers . Hence this new building was designed by Oscar A. T. Gimsey & Assoc. and built by T W Morris & Sons Mordialloc. The Melbourne Hunt Club was founded by Mr George Watson in 1852 with hounds brought to Australia from Ireland and moved its headquarters a number of times as the city grew between 1897 and 1929, The kennels were originally at Kirk's Bazaar, in Bourke Street, Melbourne, subsequently they moved to St Kilda, Caulfield, Deer Park, Oakleigh, Cranbourne and finally to their current location in Packenham. Oakleigh was the favoured spot, mainly because of the railway and the unloading ramp at the station. Riders and horses arrived on special trains and hunted over the surrounding market gardens, but not without friction. After 1929, significant numbers of Hunt Club members had access to motorized horse transport and besides, Oakleigh was becoming too built up. The Hunt Club moved on to Cranbourne The club maintains the oldest continual pack of hounds in Australia. The, horse drawn metal scoop ,guided by a man, was used to clear earth for road making. Well before the introduction of motorised, mechanical graders and trucks the painstaking, labour-intensive work was undertaken by large teams of sturdy men using strong horses such as the draught horse. Roads were needed by the market gardeners to transport their produce to market. Later as the heavy wagon loads continually caused ruts and general degradation of the roadways a Plateway system was installed so that the wagon wheels could roll along the rails thus protecting the roadways. August 31st 2021 Ron Nash, from WA, informs us "The men and horses pulling earth scoops in the photo are not moving earth for road making - they are excavating an "earth tank", or dam, as described in common nomenclature today. This skill was known as "tank sinking", and tank sinkers were active in many rural and remote areas in the 1800's and early 1900's, establishing sizeable dams for important water reserves for community and farm and railway use. With the advent of mechanised equipment such as bulldozers, the trade of tank sinking was still carried out, but on a faster basis. I am a former tank sinker and earth moving contractor, now long retired." Early settlers in Moorabbin Shire had to build the roads, plateways, drains, as the settlement of the land, in Dendy's Special Survey 1841 Brighton, spread and market gardeners need to transport their produce to market. Early settlers in the Parish of Moorabbin, County of Bourke, established market gardens and farms in the area of Henry Dendy's Special Survey 1841 Brighton. Small communities grew near Churches & Schools and shops and businesses were established. Following the opening of the Railway line from Caulfield to Mordialloc 1881 the shops and business moved from the Tucker Road /Centre Road ( East Brighton ) East Bentleigh area to be close to the transport. Shops, businesses and housing developed along Centre Road between Thomas Street and Jasper Road.
