On the 20th December 1853 Lieut Governor Charles LaTrobe took his spade to turn the first sod of an embankment across the swampy bed of the Plenty River at a lonely place called Yan Yean, in order to create Melbourne’s first water supply. In the early 1850’s water had been drawn from the Yarra which even then was known as Yarra Soup. A convict by the name of James Blackburn produced the basic design for supplying water to Melbourne from a reservoir on the Plenty River at Yan Yean, and later on he was appointed consulting engineer on the project. In 1853 a contract was let for the building of the wall for 91 thousand 575 pounds, and at one stage some 400 labourers were at work in the area. A tramway was constructed to convey stone and other materials from Melbourne. “The lIrusaqi are monotheistic Void worshippers. The Void is an extremely complex concept, and seems to include multiple interpretations of the two great signs, the triangle and the circle. On one level the triangle symbolises Man, and on another, the whole material universe. The Void, symbolised by the circle, is both within and without Man and the material universe. So, we find many variations of the circle and triangle imagery permeating the whole of lrusaqi society, i.e. villages are laid out in pyramid form, with a circular well at the centre, towns are built on a series of triangles, intersected by highways and the Court of the Imperium itself is based on a central circle within a triangle, with delegates to the Court in the three corners, while the positions of the three Heads of State and the one Head Speaker, repeat the pattern. The Void itself is always portrayed as an expanding and contracting circle, (not unlike the aperture of a camera). This Robe is worn by the High Priest’s acolyte and spokesman. The Voidsayer interprets the prophesies and sayings of the Priest, in words readily understood by the common people. The disc on the back of the Robe is the Void, and the gold lines symbolise the words of the Priest, coming from the source of life. The Robe is covered in gold chain mail, a sign that the Robe-wearer will defend his master with his life, if necessary.” -Inga Hunter -

Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. This is a photograph of the bridge from the Orbost side. The first pile bridge over the Snowy River was just completed by Mr Jim Granter when the 1891 flood took out the centre,. There were differences of opinion as to whether the council should pay . The Shire Secretary, Mr John Draffin, persuaded them to honour their obligations. Mr Granter and Mr Clarke finished it as a suspension bridge which was opened by Mrs William Watt. Soon after a mob of cattle stampeded, the weight snapped the cable, letting one side sag. Mr R.P. Cameron repaired it and this bridge remained until 1922. "In 1890 the contract for a bridge was let to Mr James Granter for £1450. This structure with additions and improvements made to it was to cost the ratepayers about £2,500, and its erection was proceeded with in a very satisfactory manner until, just as the greater-part of the work had been completed, the flood of 1891 came down on it, piling up mountains of logs, timber and debris against the piers, which had not been made wide enough apart to allow for. contingencies of this kind. The structure held out bravely until the turn of the flood and then gave way with a crash, about five bays from the centre disappearing in the stream." Work began on the Library construction in 1968. This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. After retirement in 1987, the College Council decided to name the Library after him in recognition of his achievements.Colour photograph of the ground floor of the E.J. Colin Jackson, Phil Harrison and Garry Snowden were in Parliament House, Canberra, on the evening of 20 August 1996, to hear the Budget Speech by the new Federal Treasurer, Peter Costello MP, who announced: “…the Government will provide $42 million over the next three years to establish the Green Corps. The Green Corps will be open to young Australians aged 17 to 20 to demonstrate their commitment to the environment by working on projects to preserve and restore Australia's natural environment and cultural heritage. The projects will also contribute to their career and employment prospects through training, skills development, work experience and personal development.” Soon after, the Commonwealth advertised a tender for a manger for the new program. Phil Harrison orchestrated a flurry of faxes between Brisbane and Ballarat, as Colin Jackson, Madeline Townsend, Garry Snowden and John Fenton fine-tuned the document. National reach and credible record won ATCV the job to administer and manage Green Corps for the whole of Australia for five years (1997-2002) was won in November and the contract was signed on the eve of Christmas, 1996. At the national launch of Green Corps – Youth for the Environment held in sweltering Adelaide on 12 January 1997, Colin Jackson assure the responsible Minister, Senator Amanda Vanstone, that thirty six projects were already in place and that recruiting was going well. Those who were there recall with awe the remarkable celebration that was the National Green Corps Conference on 21-24 February 1998 in Canberra. One hundred and one participants representing 71 past and current teams from around Australia, Treasurer Peter Costello, three other Commonwealth Ministers, and several “captains of industry” were on hand. Board member Sue Campbell remembers feeling “deeply moved” when Travis Schicchitano explained to the audience how much joining Green Corps had meant to him. Accessory - Bookmark, Adam And Charles Black, The English Lakes and Religious Bookmark, 1949
This bookmark was found in a book called 'The English Lakes' owned by Elizabeth Chatham-Holmes. The bookmark is a Stevenograph. In 1854 Thomas Stevens began with weaving plain and fancy ribbons, but was soon experimenting with a development of jacquard weaving to produce pictures. For this, the picture was plotted on squared paper, in the fashion of a cross-stitch embroidery design, and a large card then perforated to represent each colour appearing in every "line" of the picture. The cards, arranged in an endless chain and attached to the loom, controlled the manipulation of the warp threads. Each time the shuttle crossed the loom a different card came into use, changing the arrangement of the warp threads and, consequently, the pattern woven..When the industry collapsed in 1860, Stevens determined to make use of his experiments by producing pictures in such variety as to appeal to all tastes. The earliest productions seem to have been bookmarkers... The pictures included portraits of celebrities and local scenes, scriptural texts, hymns and psalms, and verses from the poets. Stevens also introduced to the Admiralty a hat ribbon with the name of the ship woven in gold wire. The Slingsby T53 glider was designed by J. Sellars in the 1960s as an easily maintained two seat trainer suitable for RAF Air Training Corp use and for sale in the USA and Australian markets where wooden gliders were becoming less popular. The Slingsby T53 prototype first flew in 1967. The T53B version has a conventional fixed tailplane with elevator instead of the all-moving tailplane of the original type. The “B” version also has ailerons of narrower chord and lacks wing flaps. Further changes were made to the fin (extended above the tailplane) for the final “C” version. Production of the T53 at Slingsby was disrupted by a fire at the factory in 1968. As a consequence the contract to supply 40 of the type to the RAF was cancelled and only a relatively small number (possibly 27) were made by Slingsby before the project was discontinued. The rights were later sold to Yorkshire Sailplanes. It designated the glider as the YS53 Sovereign – only a few were produced (possibly 3). The Australian Gliding Museum’s example is a type “B” model. It bears serial number 1686 and was manufactured in 1967. It was registered in Australia as VH-GUB in name of Boonah Gliding Club, Boonah, which is about 90 kilometres south west of Brisbane in Queensland. Locally it was called “the Bomber”! This exhibit is a representative example of the Slingsby T53 sailplane type. The Hon. Nathaniel Levi (1830-1908) was the first Jewish Member of the Parliament of Victoria. He served in the Legislative Assembly from 1861-1867, representing the electorates of Maryborough (1 Jan 1861 - 1 Dec 1865) and East Melbourne (1 Feb 1866 - 1 Dec 1867). He later served in the Legislative Council for the North Yarra electorate (1 Sep 1872 - 1 Jan 1904). Born in Liverpool on 20 Jan 1830, he arrived in Melbourne in April 1854 on the Matilda Wattenbach, opened a store and established a career as a businessman. In 1858 he joined the firm of John Levey & Son, Melbourne and Maryborough. He pioneered the coal and sugar beet industries; established the firm of Nathaniel Levi & Company c1867; commenced auctioneering and agency business c1870; obtained contract for railway advertising c1875; with his two sons (Joseph and John) as partners, the firm became Nathaniel Levi & Sons c1884. He commenced a short-lived newspaper, the Daily News, in Oct 1885. He was a founder and trustee of the Chamber of Manufactures, and its President 1893-1895. He married Sarah Levy in 1855. Nathaniel Levi was prominent in the Jewish community and was President of the Melbourne Hebrew Congregation in 1880–82 and 1904–05. These plans were associated with Mr Andrew Wood, a contract builder who worked in the 1920s and built many Californian bungalows in Surrey Hills and surrounding suburbs. Andrew Wood was born in Chiltern in 1861 to Andrew and Ellen Wood (MS: Green). His father had emigrated from Falkirk, Scotland. As a young man Andrew worked as a carpenter in the mines in South Africa (c 1899). He married Eleanor Agnes Stuchbery in Hamilton, Victoria in May 1901. They had 5 children - Doris (M Roberts), Robert Andrew, Donald Allen, Jean (M Cowan), and Gwenyth (M Bray). The first 2 children were born in Hawthorn; the other 3 in Surrey Hills. The family home at 286 Canterbury Road, Surrey Hills (on the corner of Middlesex Road) was built by Andrew. Andrew died in 1940; Eleanor died in 1977, aged 100 years. After Eleanor's death the house was sold and demolished. Surrey Lighting was established on the site. Gwenyth May Wood (3 May 1917, Surrey Hills - 5 Jan 2004) married Leslie David Charles Bray (1921-1983). Gwenyth was the donor's mother. Uniform - Tunic or Doublet, David Lack Pty. Ltd, ca 1940s
The design of the uniform with its silver, diamond shaped buttons with the Scottish thistle symbol on them, indicate that the uniform was made for a Scottish Pipe Band member. There may be a connection with the local Warrnambool and District Pipes and Drums Inc, which began as the Warrnambool Pip Band in 1906, formed with the purpose of popularising Scottish music. Those with uniforms wore the Gordon tartan. In 1946 the uniforms were changed, with the Cameron or Errcht tartan chosen for the uniform. The Band now wears the Anderson tartan. The maker, David Lack Pty Ltd, advertised as a uniform specialist. In 1941 the business was located at 35-37 Little Latrobe Street, Melbourne. In the same year the firm won a contract with the Commonwealth Government Department of Supply, providing blue trousers for the Department of Air. In 1946 a branch of the firm operated in Myrtleford, Victoria. The Elizabeth Street, Melbourne, branch provided new uniforms in 1948 for the Leeton District Band. In the 1950s and 1960s David Lack manufactured blazers for the Olympic Teams as well as for bowls teams and schools. The Broken Hills Cameron Pipe Band' was gifted with uniforms that were also made by David Lack. It was a "... a Cameron of Lochlel red kilt and plaid, with black doublets and cross belts, and silver trimmings.” [Barrier Miner, Broken Hiss, 15-03-1954].The pipe band uniform jacket's design is associated with traditional Scottish pipe bands that originated in the United Kingdom and continue to this day in Australia and even locally in Warrnambool since 1908. The maker, David Lack Pty Ltd, is renowned as the maker of good quality uniforms who has supplied many government contracts for clothing and uniforms since the early 1940s. Uniform tunic; red jacket; Scottish Pipe Band Doublet with silver braid and silver diamond-shaped button closure and decoration. The buttons have the Scottish thistle symbol on them. There are seven buttons on the tunic front, three on each skirt flap, three on each contrasting black cuff and one on each black epaulette. The tunic has a two-inch stand-up collar. The whole item is fully lined with black nylon/silk blend fabric, the shoulders are padded, and there are pockets under the front skirts. There is an inscription on the maker's sewn-in label. Sue presents this talk about Melba's father, David Mitchell, who was born in Scotland in 1829. After completing a stonemasonry apprenticeship, he arrived in Melbourne in 1852. Rather than join the gold rushes, he set up business in Richmond as a building contractor. His first major contract was for the masonry for St. Patricks Cathedral in 1856, and from then on his busines thrived as Melbourne building boomed as a result of the gold. By 1878, Mitchell had established his estate near Lilydale and opened the limestone quarry. Introduction by Russ Haines, President, Ringwood and District Historical Society. -

Apprenticeship Indenture made on the second of February 1878 between Thomas William Orr and Charles Stoneman commencing 20 July 1878 for the terms of five years ending 19 July 1883. Indenture between 'James Orr, father of Thomas William Orr ( now employed as a blacksmith with Mr. Charles Litchfield Stoneman, Coach Builder) of Sandhurst. The said James Orr (father) agrees to allow his son Thomas Orr (unclear) to ecome an apprentice to the said Charles Litchfield Stoneman to the trade or business of a blacksmith.' Pinned to front of indenture is a newspaper article, no date, re the conditions for apprentices 'have certainly changed in the last 60 odd years' and details the conditions of a coachbuilder apprenticeship in 1889. 'Taverns , inns, or alehouses he shall not haunt' and 'matrimony he shall not contract' are some of the terms of apprenticeship. This photograph shows the construction of the first bridge over the Snowy River at Orbost being built. a copy was also donated by Gil and Heather Richardson. The first pile bridge over the Snowy River was just completed by Mr Jim Granter when the 1891 flood took out the centre,. There were differences of opinion as to whether the council should pay . The Shire Secretary, Mr John Draffin, persuaded them to honour their obligations. Mr Granter and Mr Clarke finished it as a suspension bridge which was opened by Mrs William Watt. Soon after a mob of cattle stampeded, the weight snapped the cable, letting one side sag. Mr R.P. Cameron repaired it and this bridge remained until 1922. "In 1890 the contract for a bridge was let to Mr James Granter for £1450. This structure with additions and improvements made to it was to cost the ratepayers about £2,500, and its erection was proceeded with in a very satisfactory manner until, just as the greater-part of the work had been completed, the flood of 1891 came down on it, piling up mountains of logs, timber and debris against the piers, which had not been made wide enough apart to allow for. contingencies of this kind. The structure held out bravely until the turn of the flood and then gave way with a crash, about five bays from the centre disappearing in the stream." The LHLG newsletter of 1918 features this image and notes that they accompanied their shipmaster father Captain Aviss, of the Barque Inverneill who with his wife Catherine Florence Aviss, travelling through dangerous European waters, brought the family of three children to visit Melbourne. The two children featured are Margaret and Ronald, born at sea in 1915. Their young sister, Ruth Neil, was also born at sea on the 27 August 1918. The family re-united with a first meeting for the children and grandparents, Captain and Mrs Frampton, who "had lost two ships to enemy submarines and were now on their third". The family participated in "a happy Communion service in our chapel , in which the parents and grandparents joined this formed the keystone of their visit to Melbourne". Unfortunately the young Mrs Aviss contracted the Spanish influenza on their arrival in St John, New Brunswick, Canada, she succumbed in November 1918 after spending a week in the Parks Hospital. Herbert Aviss was left with 2 toddlers and a 3 month old baby. He went back to England with his children in March 1919 on passenger ship, accompanied by a nurse. Martin Frampton and his wife were in New York at the time, but they probably learnt about Catherine's death in the local newspaper. A memorial plaque in her name unveiled in the chapel at the Mission in April 1919. The parents and grandparents left their names and signatures in the visitor book (0149) on the 28 April 1918.One of the rare stories of seafarer visits illustrated with a photograph of the children of a family accustomed to life aboard ship. The impact of influenza also affected this family and others are recorded amongst the supporters of the Mission and reflects the widespread impact that the epidemic of the post WW1 period had on people, Mission activities and restrictions affecting public events. This consists of a large iron disc that was used as a platform for fitting iron tyres (like the one shown on top of the platform) to wooden spoked cart wheels. The local blacksmith and wheelwright worked together to assemble the wheel, which was clamped to the platform placed close to the fire. The red hot iron hoop, previously forged to the correct size was lifted with tongs by the blacksmith over the outside of the rim, then hammered down amid flames from the scorching timber. The wheelwright drenched the tyre with cold water as soon as it was in position. A clamp placed on the naff (hub) and screwed down tightly kept the spokes at a constant angle as the tyre cooled.
