The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. This is a programme of a concert called ‘Grand Symphonic Concert and Irish Ballad Night’ staged by the Warrnambool Orchestral Society at the Warrnambool Town Hall on July 10th 1902. The conductor was Louis Bayer (1857-1907). Born in Germany, Bayer came to Warrnambool in 1891 and, with his wife, Eleanor, taught piano. violin, orchestration and singing and established the Warrnambool Orchestral Society. In 1896-7 Bayer was the musical director of the Warrnambool Industrial and Art exhibition, composing the Cantata for the opening ceremony and directing over 60 musical performances, including 22 operas and many concerts. Bayer was a composer and wrote several operas, including one called ‘Federation’. Bayer’s wife was an accompaniste at this symphonic concert and two of his sons played the horn and the drums. The soloists at this symphonic concert included Minnie Sloane, Lucy Meares and J. Robertson. This programme is of great significance as it features a concert conducted by Louis Bayer, one of the most important musicians in Warrnambool’s history. This is a yellow-coloured piece of paper folded in two to make four pages. The pages have details of the concert programme, a list of members of the orchestra, one advertisement and a front page with the concert headings in a fancy border. Apart from 30 photographs of built structures and places in Kew dating from 1960 and 1961, 145 of his 35mm colour slides chronicle the development of the Eastern Freeway through the Yarra Valley over a five year period from c.1972 to c.1977. This important collection was donated to the Society by his granddaughter in 2025.This collection of 175 35mm slides is of local and statewide significance, owing to its subject matter, particularly the major development of road transport infrastructure during the 1970s with the construction of the Eastern Freeway. This was representative of a widely-held belief, of the immediate post-war era, that a district's civic centre should be precisely that – not just a single grand building for official use, but a dedicated precinct providing a range of community facilities as well as an administrative function. The Kew masterplan was later abandoned. The City Hall was designed to cater for public or official functions. The concert featured the soloists, Nellie McClelland, Lucy Meares, W.D. Thomson and D. Williams. The concert may have been sponsored by Youngers Stores. This large department store was established in 1888 and closed in the 1980s. This programme is of great significance as it featured a 1902 concert conducted by Louis Bayer, one of the most important musical identities in Warrnambool’s history. These are two sheets of green-coloured paper folded in two to make eight pages. The printed material is in black type. The pages include the concert programme, a list of members of the orchestra and several advertisements for Youngers Stores. The front page has the concert title (‘The All Nations Night’) in a text box bordered by a floral pattern. This is a picture of the original Town Hall building built in High Street in the 1890's. It was designed by renowned Bendigo Architect W.C .Vahland. This picture was taken in 1979 when the Echuca Library was housed there. The Echuca Library operated out of this building from 1965 up to 2013 when the new library was built. In this photograph there are two people standing in the doorway and two cars parked in the street.This photograph is significant because it shows the first Town Hall building built in High Street in the late 1890's. The building was designed by W.C Vahland and was also used as the Law Courts before the Law Court building was built in Law Court Place. This building has also been used as the High School, while the Echuca High School was being built in the 1920's it was also used as a Kindergarten and the town Library operated there from 1965 to 2012 when the new Library was built.
