Guest speaker at Eltham Community Action Group (ECAG) Annual General Meeting The Shire of Eltham was established in 1871 and ceased to exist, due to a municipal restructure, when all councillors were sacked on 15 December 1994. Jim Connor, a past Councillor of the former Shire of Eltham and current President of the Eltham District Historical Society gave a very interesting presentation about the machinations of how and why Eltham became Nillumbik. The first building completed at the Mt Helen Campus was "G" Building, and is depicted in this photograph. Diamond Creek Bini Shell Community venue Built in 1979 in Diamond Creek opposite the hotel using a construction method invented by Dante Bini. A net of flexible steel rods were laid on the building’s circular base, on the top of a fabric bladder. Concrete was poured onto the mesh and a sealed cover laid over the concrete making a sandwich of cover, bladder and mesh. Compressed air was pumped into the bladder and the sandwich slowly began to rise and become a massive self-supporting dome. The inflation of the dome attracted crowds of onlookers many from various technical schools, VIPs and the famous football doctor, Donald Cordner. An opening night dinner was held to celebrate the construction and the Diamond Creek Bini Shell was used as a community venue for over ten years including for the Town Fair. The Shell was closed for safety reasons after a Bini Shell in another State had chunks of concrete fall off the dome due to a construction fault. At the Diamond Creek Town Fair in 1991 the demolition of the Bini Shell was an item on the Town Fair’s program. "The Mechanics’ Institute hall (demolished) and the library played a central role in the story of Melton social life, and in the development of its learning, culture, entertainment, celebration, commemoration and many community groups. The building on the site today - with the Court House the only remaining early community or public building remaining in High Street - is a tribute to the energy and talents of the very small Melton community over many years. Its substantial size, brick materials, and the evident use of an architect in its design, sets it apart from most other simple weatherboard Mechanics’ Institutes that were built in smaller country towns in Victoria. The financing and upkeep of this building, which was community-owned until 1982, and built on land purchased by the community rather than granted by Government, itself contributed to the coming together of the Melton community in decision making and fundraising. Although the original hall is demolished, the 1983 Melton Community Hall adjacent is partly its successor, demolition of the Institute hall having been predicated on its construction. The Royal Australian Engineers (RAE) is a corps of the Australian Army (although the word corps does not appear in their name or on their badge). The RAE is ranked fourth in seniority of the corps of the Australian Army, behind the Staff Cadets, Armoured and Artillery Corps. The Corps was formed by the amalgamation of the various colonial engineer corps of the States and territories of Australia in 1902[2] and since then has served in various conflicts including World War I, World War II and the Vietnam War. The Corps has also served on numerous peacekeeping operations and is currently involved in the Australian contribution to the war in Afghanistan. The RAE provides combat engineering, construction and other technical support to the Australian Defence Force. One of the main roles of the Corps is to provide mobility and counter mobility capabilities to the Australian Army and its allies. This means enhancing the ability of friendly forces to move while denying movement to enemy forces. In order to provide these capabilities, engineers are required to conduct many tasks including penetrating minefields, locating and disarming booby traps, purifying water and building roads and bridges. Queenscliff’s first pier, then known as the Fishermen’s Pier, was completed in 1857. It was not until some thirty years later that the second Steamer Pier was constructed adjacent to the former and periodically extended from the mid to late 1880s to cope with the demand in pleasure bay steamer services. The last of these extensions was to provide a dog-leg construction and the extant shelter shed. 1960 witnessed the demolition of the original Fishermen’s Pier - by this time having been extended in the late nineteenth and early twentieth centuries to the equivalent length of the Steamer Pier - and saw the relocation of its 1926-29 lifeboat house to the Steamer Pier, now Queenscliff Pier. The mid to late 2000s saw Queenscliff Harbour undergo large-scale redevelopment in order to deepen its waters for pleasure craft and increase its berths to over 300. This was met with strong community opposition, largely with concerns for neighbourhood character and perceived cause for gentrification its stakeholders would impart. Philip Shillinglaw and his wife Sarah came to Eltham in 1882. Their property "Wattle Brae" originally encompassed present-day Eltham Central Park and part of Eltham Library, extending north to include Andrew Park and the site of the railway station. An early photo shows that much of it was planted for crops. They also had cows; in 1913 Philip wrote to the local paper complaining about an earlier report that one of them had been killed on the railway line. "I give an emphatic denial to the report. It is not true." Their house Shillinglaw Cottage (built by George Stebbings) still exists, though it was moved with funding from local residents in 1963-64 when faced with demolition to make room for new Council Offices. Philip was actively involved with the Methodist Church as preacher, Church Steward and Sunday School teacher. A Sunday School picnic and a sports carnival were held on his paddock. Eight of his children attended Eltham Primary School. In 1908 he ploughed part of the schoolyard (possibly for use as a garden) free of charge. When Philip died in 1914, his funeral was described as one of the largest ever seen in Eltham. He and Sarah are buried in Eltham Cemetery. In 1977 residents of Cockatoo built a kindergarten in McBride Street Cockatoo to service the growing population in the area. The building was officially opened on the 22nd of November of that year. Residents formed a Co-op, raised all the money to build the kinder along with lawn bowls and tennis sporting facilities for the town. No small feat, let alone for a town with a population of around 3000. The land was provided by the council for the kinder to use and that was their sole contribution to the building of the kinder. The unique building, was designed by Richard Allen and depicted a children's carousel. The design was to provide a feeling of enjoyment and friendship to the children who used the building. The large glass windows that were installed on the north-eastern side of the building made up 1/3 of the exterior wall. This overlooked the playground of the kinder making it easy to see the children at play from inside. The site of the building is in a dominant position and is highly visible to all who travel through Cockatoo. It was used as a child care facility right up until 2005. The kindergarten has recently been granted heritage listing after Cardinia Council started demolishing the building. The local community were successful in putting a halt to the demolition and saved the building. It will become an integral part of the Cockatoo Ash Wednesday memorial. Geoffrey MAINWARING (29 October 1912-13 April 2000) Born Adelaide South Australia Geoffrey Mainwaring studied at the South Australian School of Arts and Crafts before becoming an art teacher at Thebarton Technical School (1928-36). Mainwaring was adept at depicting a variety of subjects, from landscapes to portraits, and was very competent using a variety of media, including pencil, oils, and watercolour. He was a confident draftsperson, and completed many sensitively rendered portraits that give an insight into the character of the sitter. In June 1941 Geoffrey Mainwaring (SX13471) joined the 2nd Australian Imperial Force, and after five months was transferred to the Engineers and employed as a Sergeant-Instructor, specialising in demolitions. In late 1942, he was sent to New Guinea as an Australian army artist on probation. On 27 May 1947, Mainwaring was discharged from the Army, having served for five and a half years. He was appointed as an artist on a civilian basis until his paintings were completed in March 1948. In 1949 he was appointed Head of the Art School at the Ballarat School of Mines (now Federation University Australia). He continued to paint commissioned portraits for the Australian War Memorial until the late 1950s. Geoffrey Mainwaring died at Ballarat in April 2000. This item is part of the Federation University Art Collection. Geoffrey MAINWARING (29 October 1912-13 April 2000) Born Adelaide South Australia Geoffrey Mainwaring studied at the South Australian School of Arts and Crafts before becoming an art teacher at Thebarton Technical School (1928-36). Mainwaring was adept at depicting a variety of subjects, from landscapes to portraits, and was very competent using a variety of media, including pencil, oils, and watercolour. He was a confident draftsperson, and completed many sensitively rendered portraits that give an insight into the character of the sitter. In June 1941 Geoffrey Mainwaring (SX13471) joined the 2nd Australian Imperial Force, and after five months was transferred to the Engineers and employed as a Sergeant-Instructor, specialising in demolitions. In late 1942, he was sent to New Guinea as an Australian army artist on probation. On 27 May 1947, Mainwaring was discharged from the Army, having served for five and a half years. He was appointed as an artist on a civilian basis until his paintings were completed in March 1948. In 1949 he was appointed Head of the Art School at the Ballarat School of Mines (now Federation University Australia). He continued to paint commissioned portraits for the Australian War Memorial until the late 1950s. Geoffrey Mainwaring died at Ballarat in April 2000. This item is part of the Federation University Art Collection. Shirley Randell is a long-time activist for gender equality and women's empowerment in education, employment, public service and civil society in Australia, the Pacific, Asia and Africa. She was the first female dean at Ballarat College of Advanced Education (later Federation University Australia). Her appointment as Dean of Academic Affairs made her the first woman to hold a senior management position at the college. In 2019 Shirley Randell is a Member of the Order of Australia, having received the Officer of the Order (AO) award in 2010 for her services to international relations through education, public sector, institutional reform and economic empowerment of women in Australia, the Pacific, Asia and Africa. She is a member of many important boards and committees including the Australian Government Women’s Alliance – Economic Security for Women and the indigo foundation. An Ambassador of Dignity Ltd, the Australian Centre for Leadership for Women, Women’s International Cricket League/FairBreak and The International Alliance for Women, Shirley Randell is also a member of the Independent Scholars Association of Australia Council, Graduate Women International Projects Committee, and sits on the several editorial boards including the BioMedical-Central Women’s Health Journal. Philip Shillinglaw and his wife Sarah came to Eltham in 1882. Their property "Wattle Brae" originally encompassed present-day Eltham Central Park and part of Eltham Library, extending north to include Andrew Park and the site of the railway station. An early photo shows that much of it was planted for crops. They also had cows; in 1913 Philip wrote to the local paper complaining about an earlier report that one of them had been killed on the railway line. "I give an emphatic denial to the report. It is not true." Their house Shillinglaw Cottage (built by George Stebbings) still exists, though it was moved with funding from local residents in 1963-64 when faced with demolition to make room for new Council Offices. Philip was actively involved with the Methodist Church as preacher, Church Steward and Sunday School teacher. A Sunday School picnic and a sports carnival were held on his paddock. Eight of his children attended Eltham Primary School. In 1908 he ploughed part of the schoolyard (possibly for use as a garden) free of charge. When Philip died in 1914, his funeral was described as one of the largest ever seen in Eltham. He and Sarah are buried in Eltham Cemetery. Black and white photograph of bulldozer excavating the former Shillinglaw Cottage site for new Shire Offices. 'Shillinglaw Trees' in background. The cottage and land were purchased by the Shire of Eltham as the site for a new shire office building. The cottage was destined for demolition but members of the community concerned at losing one of the areas earliest buildings (built c.1859) initiated a fund-raising campaign to save the cottage. In 1964 the cottage was dis-assembled, all the bricks numbered and reassembled several hundred meters to the south on a site between the Gahan house and the Eltham Railway Trestle Bridge (present-day Panther Place), which became known as the Eltham Common. The new shire offices at 895 Main Road were opened in 1965. Following the Kennett Government amalgamation of local government areas in 1994, the Shire of Eltham ceased to exist, and a new Shire of Nillumbik was created 15 December 1994 from the former Eltham shire and parts of the Diamond Valley shire. The former West Riding which included parts of Montmorency, Lower Plenty and Briar Hill were ceded to the new City of Banyule. Commissioners were appointed for several years and the new Council occupied the former offices of the Shire of Diamond Valley in Greensborough. The former Eltham Shire offices remained vacant until August 1996 the Commissioners suddenly elected to have the former Shire offices demolished immediately and the site has remained vacant ever since. It was not until 1997 before the community was allowed to democratically elect new Councillors to represent them. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' Murray Comrie Collection. This image depicts stores in the main street of Tarnagulla, including the two-storey bank building being used as a licensed general store. The building on the left was also a bank, originally constructed by the Union Bank in 1859, and Is probably the first brick and stone building at Tarnagulla. It was used by the bank until 1888 at which time the Union and Colonial banks amalgamated. After this, the building was used for a variety of purposes. The milk bar section was constructed in the 1920s in an area at the front of what had once been the Bank’s manager’s residence. The Two-story bank building On the right was constructed and used by the Colonial Bank of Australasia (from 1866 to 1888) and, following bank amalgamation, by the Union Bank (from 1888 until closure in 1942). The original site had been occupied by Joseph Foo's store, a large wooden building with attached theatre. While the bank was being built, the Colonial Bank operated from the former Company's Hotel (soon after to become the Borough of Tarnagulla Council Chambers, then the Mechanics’ Institute, and finally, prior to final demolition in 1980, Burstall Hall) The new double-storey building was used by the Colonial Bank from 1866 until 21st February, 1888. The premises were sold to the Union Bank for £2500. The Union Bank moved in and commenced operations on 6th June 1888, continuing until 1942. The building was later used as a general store until the 1990s. It is a now private residence. This is a reasonable copy of an older original. Copy probably made by Murray Comrie in the 1970s. The Union Bank absorbed the Colonial Bank in 1888, and the Union Bank moved operations next door into the much larger former Colonial Bank premises which had been constructed in 1865/66. The City of Moorabbin Historical Society was formed c 1960 by a group of Moorabbin residents who were concerned that the history of the area should be preserved. A good response to a call for items related to the historical area of Moorabbin Shire brought donations of a wide variety of artefacts which are now preserved by the current members of CMHS at Box Cottage Museum . Helen Stanley, Secretary of CMHS, began producing a Newsletter for members in April 2007 to provide current information and well researched items of historical interest.Helen Stanley has produced a bi-monthly Newsletter, 2007 - 2013, for the members of the City of Moorabbin Historical Society that contains well researched interesting historical items, notification of upcoming events, current advice from Royal Australian Historical Society , Museums Australia Victoria and activities of Local Historical Societies. The Newsletter is an important record of the activities of the CMHS. Tom Sheehy, past President of CMHS, was an Historian and Author of ‘Battlers Tamed the Sandbelt’. 2 x A4 paper printed on 3 sides Issue 10 of the bi-monthly, City of Moorabbin Historical Society Newsletter produced by Society member and Secretary, Mrs Helen Stanley in February 2009. The Victorian Bushfire tragedy around Marysville is still unfolding as this Newsletter is written. The first meeting for the year is February 22nd and subscriptions are due. An excerpt is transcribed from the City of Moorabbin Historical Society Newsletter October 1962, “A Piece of History in Ormond” by an unknown eyewitness author, describing the original “Box Cottage” situated in Mr J. Reitman’s cement products factory at 306 Jasper Road, Ormond prior to demolition. The current Editor gives information obtained from further recent research . An Article by Tom Sheehy, past President and Historian, February 1979 “The Vineyards of Moorabbin”. The ‘Brighton Estate” began when Henry Moor brought Vine cuttings from Camden NSW 1848 and they were productive after 3 years. Many Vineyards then appeared from Port Phillip Bay to East Boundary Road and produced 2/3 of the annual Victorian grape crop.
