This is a simplified estimate, the detailed estimate being prepared by Mr W Jinkins for submission to the State Minister for Labour and Industry. Ballarat College of Advanced Education invited Professor Peter Compes of Germany to conduct a Seminar on the subject "System Safety Management by Risk Assessment". This was to be held over two days in February 1980. Registration to attend was no later than 8 February 1980. Prof Compes was Professor of General Safety Science, University of Wuppertal, Federal Republic of Germany. The seminar was to look at current experiences with accidents and disasters and future projections. This Assessment Contract was to be signed by the student and approved by Eric Wigglesworth. There was a timetable for their tutorial presentation. Heather broke down barriers in engineering with an integrity that earned her tremendous respect and led to her becoming the first female Head of Engineering for the City of Ballarat. This was forwarded to the External Advisory Panel and other experts for comment, etc. Comments were constructive and some modifications were made. These have been incorporated in this Second Draft dated August 1976. The aim of the course is to assist the administrator in identifying such accidental loss producing areas as - injury. plant damage, fire, breaches of security, property and storm damage, pollution, transportation, product liability and occupational disease. This document one of several papers and objects from the estate of Mr Arthur O. Dixon, an ex-master mariner and later smallhold farmer. Other correspondence and papers gifted to the Mission indicates the year 1919 (post his service in World War 1) was a time of some changes for Mr Dixon, possibly leading to his subsequent re-location to Australia show that he served as a crew member on the Merchant vessel "Hororata" a vessel which is noted in the MTSV records including an image of the crew in the early 1920s. (see VC record ).This vessel is also mentioned in a narrative poem by a de-mobbed Soldier of WW1 as the transport for a number of returning servicemen and families. The poem is held in the National Library of Australia.Unusually for the early 20th C. era of Mr Dixon's service at sea two images of Mr Dixon were included in the gift of papers. Personal objects included an unusual small travel size New Testament (see VC record ) heavily annotated provide further insights into the experience of early 20th C. seafarers. At right angles to the certificate is a small margin at left indication the current document is an approved copy in 1919 of the original certificate issued in 1904. The assemblage was presented to the students of Ballarat College of Advanced Education (BCAE) by a NASA astronaut. The Australian Flag and NASA Astronauts crew patch were flown aboard the Orbiter Atlantis, STS-36, 28 February to 4 March 1990. Astronaut Pierre Thout's first flight was as a mission specialist on the crew of STS-36 which launched from the Kennedy Space Center, Florida, on February 28, 1990, aboard the Space Shuttle Atlantis. This mission carried Department of Defense payloads and a number of secondary payloads. The stimulus for this project to investigate health and safety in art teaching and to suggest cost effective control measures, arose from concerns that had been expressed by some members of staff within the Arts Faculty at the Ballarat College of Advanced Education about aspects of health and safety at their workplace.
