Accompanying letter from Florence Chrichton 2013 : "Originally sent to Shire of Eltham Engineer, Mr. McDonald. [These photographs were part of their campaign to the Shire of Eltham in 1975] claiming that the zoning regulations were being breached by the occupants of various factories in the nearby light industrial zone [Brougham Street, Eltham] - to the detriment of those living in adjoining residential zones, and that, despite .. earlier objections and complaints, nothing was done about it."
