Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Work began on the Library construction in 1968. This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. After retirement in 1987, the College Council decided to name the Library after him in recognition of his achievements.Colour photograph of the ground floor of the E.J. The E.J. Tippett Librocate.ary is named after the late E.J. Tippett who was a long time President of the Ballarat School of Mines Council, and library advocate. In February 1985, the first sod for the new SMB Campus building was turned by the Minister for Planning and the Environment, the Hon. Evan Walker, M.P. The overall responsibility for the building rested with the Public Works Department in association with the SMB Campus architect, Ewan Jones & Associates and the builder, S. J. Weir Pty. Ltd. They put together the facility that is both functional and of a style that merges with the surrounding architecture. The Davey Paxman Experimental Steam Engine was purchased as the result of a bequest from Thomas Bath. The 'substantial sum' was used to build an Engineering Laboratory. The Ballarat School of Mines Council minutes of 08 November 1901 record: - Plans for [the] proposed building were submitted ... and ... it was resolved that a temporary building for an Engineering Laboratory be put up.' This laboratory, as an existing building, is first mentioned in the Ballarat School of Mines President's Annual Report of 1901, presented on 28 February 1902, reporting 'the erection of a building 67ft long by 33 ft wide' This report also lists all the equipment that would be accommodated in the Engineering Laboratory, including the experimental steam engine and boiler. The experimental Davey-Paxman steam engine arrived in Ballarat towards the end of 1902. The Engineering Laboratory was opened on 14 August 1903 by His Excellency Sir Sydenham Clarke. This engineering laboratory remained in use till about 1945. By 1944 preparations were under way at the Ballarat School of Mines to expand existing facilities, to be ready for the influx of returned soldiers. A new Heat Engines laboratory was built, this time of brick construction, replacing the previous corrugated-iron shed. In the early stages the steam engine was used to drive an overhead transmission shaft for machinery in the adjacent workshop. Later the steam engine was moved to a space that became the Heat Thermodynamics Laboratory. At the end of 1969 the engine was relocated to the Thermodynamics Laboratory at the then Ballarat Institute of Advanced Education (BIAE) Mt Helen Campus. It was donated to Sovereign Hill in 2006. According to the research of Rohan Lamb in 2001 around five experimental steam engines were made by Davey Paxman, and three of these had similar configuration to the Ballarat School of Mines Steam Engine, however, each of these was also unique with different valve arrangements. The list, which was on a scrap of paper in a folio held in the Essex Archives, confirmed that one was sent to India. The Ballarat steam engine can be dated to late 1901 to early 1902. Zig Plavina was responsible for moving the steam engine to Mount Helen, and worked on it as a technician for many years. He observed the following: * The condenser is driven by the low pressure engine. * The following arrangements are possible: i) the high pressure engine alone, exhausting to atmosphere. Condenser not used, crankshaft flanges not coupled. ii) crankshafts coupled, mains pressure (120 psi) steam supplied to high pressure engine, partially expanded steam delivered to low pressure engine (Tandem operation). Choice available re exhaust steam: either to the condenser or to atmosphere. iii) crankshafts not coupled, reduced pressure steam supplied to low pressure engine. Exhaust steam - either to the condenser or to atmosphere. * Valve arrangement - a choice of Pickering cut-off or throttle governor. The RSS&AILA was the name of the RSL in 1956, called Returned Sailors and Soldiers and Airmen Imperial League of Australia. The Australian Imperial Service of Women’s Auxiliary of the RSL was formed by mothers, wives, widows, sisters, daughters and aunts of men who served in the Australian Imperial Forces in the First World War (1914-1918). The auxiliaries grew from this beginning to raise money for the welfare of men and women who served and their widows and families. In Victoria, the RSL Women’s Council of Victoria is headquarters for Auxiliaries throughout Victoria. The aim of Women’s Council is to support the Auxiliaries, in assisting the Returned & Services League to give a helping hand to Service Members, their families and the wider community. RSL Sub-Branches and their Women’s Auxiliaries work together towards the same goals. As of August 2015 there are 64 Women’s Auxiliaries with approximately 1250 members. The Lara Ladies Auxiliary was disbanded in September 1952, due to not enough members to continue the auxiliary (the ladies from the beginning becoming too old – First World War). Those left promised to continue to support the RSL in all its future activities, which the ladies continue to do today as members and Associate members. Here is the last entry, dated 8th September, 1952: “Since our last meeting our President Mrs Marshall has passed away. It was decided that as there is not enough members to continue the Auxiliary the Lara Sub Branch was requested to have the Auxiliary disbanded. Assistance was promised the League by the ladies present in all its futher activities.” There were four present at this meeting. Signed by P. Heather Hatfield was a member of staff at the Wimmera Institute of TAFE before it's amalgamation with the University of Ballarat (UB). As Quality Manager for the University she was instrumental in getting UB Quality Accredited. She died suddenly in 2006. Anne completed her secondary education at Presentation College Windsor. She left Melbourne to study Librarianship at Ballarat College of Advanced Education and completed a Graduate Diploma of Librarianship in 1981 and a Graduate Diploma of Education in 1986. During her studies Anne E. Stewart produced weekly shows on 3BBB Community Radio Ballarat, `As the assistant children's librarian at Geelong in 1987 Anne E. Stewart drove the Jolly Jumbuck storytelling van to various local sites, gathered the children and told a story. A keen community player Anne E. Stewart has fulfilled a number of pro bono roles such as the President of the Australian Storytelling Guild (Vic Branch), and Council President of the Daylesford Primary School. Anne E. Stewart is a senior writer for the 'Swag of Yarns' and has worn the prestigious storytellers Cape at Dromkeen, an institution that nurtures and develops children's literature. Returning to her alma mater in 2007 Anne E. Stewart developed a ghost tour through the historic Ballarat School of Mines (SMB) campus. Established in 1870, and incorporating a former gaol, the SMB ghosts came to life as she enthralled numerous groups visiting the campus on Open Day 2007, 2008 and 2009. In 2009 Anne E. Kerrie Cross was a member of the Ballarat School of Mines Council from 1985 to 1992. In 1987 she was appointed as the first female senior vice president of the School of Mines Council. She was the President from 1988 to 1991. Prior to this she chaired the equal opportunity committee at the school. Kerrie has been the regional manager of the Department of Community Services and now the assistant regional director for the Department of Health in the Central Highlands/Wimmera region.
