Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. The old Diamond Street bridge in Eltham had a raised section seen here and a lower section, the railings of which can just be seen. The upper pedestrian crossing provided continual access for foot traffic during times of flood. Laughing Waters is the name for a stretch of the Yarra Valley Parklands consisting of river flats and hilly riparian bushland. With Birrarung (Yarra River) flowing through, Laughing Waters has been an important gathering place for thousands of years. For the Wurundjeri, ‘Garambi Baan’ (the name for Laughing Waters in Woi wurrung) is an important site for growing and harvesting food. Significantly, Wurundjeri iuk (eel) traps remain at Garambi Baan to this day. The Wurundjeri Woi Wurrung People take their name from the Woi wurrung language word ‘wurun’ meaning the Manna Gum (Eucalyptus viminalis) which is common along ‘Birrarung’ (Yarra River), and ‘djeri’, the grub which is found in or near the tree. Wurundjeri are the ‘Manna Gum People’ and their Ancestors have lived on this land for millennia. The site on the Yarra River near the former Morrison property Killeavey was given a language name in 2015 at the instigation of Wurundjeri Elder, Dave Wandin. Garambi Baan means “laughing waters” in the traditional language, Woi wurrung. The site at Warrandyte was rediscovered by Campbell Beardsell OAM in 2007 and is one of only a few known remaining iuk (eel) traps on Country once found the length of the Birrarung (Yarra) and the Maribyrnong. Original Indigenous aquacultural infrastructure was dismantled, taken away from sites and used to build houses, fords and roads by Europeans. The difficult and restricted access to this site is thought to be one of the reasons for its survival. The iuk trap is located within lands managed by Parks Victoria. The Narrap team in partnership with Parks Victoria and Acacia Land Management have been improving the native vegetation with a program of woody weed removal, exclusion fencing and revegetation. Caroline Shillinglaw was born at Plenty, October 6, 1863. She died at the Shillinglaw family cottage 'Wattle Brae' in Eltham April 11, 1947. Caroline never married and was the youngest of Phillip Shillinglaw's siblings. Margaret Shillinglaw was William and Jean Shillinglaw's ninth child. She was born at Northcote March 3, 1856 and died at North Fitzroy September 7, 1933. She never married. Yeoman & Co operated at 47 Chapel St., Prahran from 1883 to 1889. The fashion depicted is typical of mid 1880s. CABINET 1866-1905 The Cabinet photo was introduced in 1866 in answer to a demand for a larger format photograph which could be mounted for a cabinet or on the wall. They were 4.5 inches by 6.5 inches (11.5 x 16.5 cm), more than twice the size of the cdv. They cost about twice as much as a cdv but eventually displaced them. They were not extensively produced until 1880 and had ceased by 1905. Elizabeth (Lizzie) Ann Shillinglaw born August 15, 1879 at Bundoora, Victoria was the fith child of Phillip Shillinglaw and Sarah Ann (nee Kidd). She commenced school at Eltham State School No. 209 (Register No. 391) in 1883 at age 3 years, her final year being 1892. She was engaged to a local Eltham lad who enslisted in the First World War and presented her with a gold ring with Lizzie inscribed on it. He never returned from war and Lizzie never married. Lizzie was quite involved with the local Methodist church where father Phillip was a Lay Preacher. She also had a dress making business in Smitrh Street, Collingwood. At the time of her father's death in 1914 she was living at 18 Stanley Street, Richmond. She returned to Wattle Brae in Eltham where she and her unmarried sisters, Mary and Ada and brother Ernest Samuel continued to live. Mary Shillinglaw born November 5, 1880 at Bundoora, Victoria was the sixth child of Phillip Shillinglaw and Sarah Ann (nee Kidd). She commenced school at Eltham State School No. 209 (Register No. 423) in 1885 at age 4 years. Mary did not marry and spent most of her life at Wattle Brae (Shillinglaw Cottage). In his Will, Phillip Shillinglaw provided that any of his unwed sisters would be able to live at Wattle Brae, rent free. When Eltham Shire Council aquired the property in 1963 to build new Shire Offices, both Mary and her sister Lizzie (also unmarried) were still living at the cottage. Council paid for the women to relocate. Mary moved to Elizabeth House, a nursing home in Ivanhoe but found it very hard to adapt to her new surroundings and living consdtions. She died there only a few months after departing Eltham on October 29, 1963 at age 83 years. Lizzie died June 28, 1972 at age 93 years. Post Card printed on back with photographer's details: W. The Eltham Hotel was opened in 1854 situated on the south east corner of Main Road (Maria Street) and Pitt Street. Post card dated Eltham 2.1.1908 sent to Mr C. Watson "Malvale" Mardan Inscribed "Wishing you a Brigt and Happy New Year from Florrie" Most likley sent by Florence May Shillinglaw to sister Carrie Watson and new brother-in-law Christopher Watson - The Watsons married in 1907 View looking south on Main Road towards Pitt Street and Watson's Eltham Hotel on left. At this time, the hotel was run by Christopher Watson Jnr. Carrie Shillinglaw had recently married his son, Christopher. Ultimately the hotel would pass to his youngest son, Herbert James (Jim) Watson who demolished the original building in 1925 and erected a new modern building on the same site that remains in present time though modified several times over the years. SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. Photographer Bill McAuley was with the Valley Voice newspaper 1978-1979 when he took this image of local identy and school lollypop supervisor, Jock Read on his horse Lofty. According to Jock's daughter, Sue Johnson, Jock had acquired Lofty only about one year before this photo was taken. The Great Kantō Earthquake of 1 September 1923 devastated the major cities of Tokyo and Yokohama, as well as five other surrounding prefectures and was one of the world’s worst natural disasters of the early twentieth century. In terms of loss of life and material damage, with an estimated 140,000 deaths and countless homeless, it is still Japan’s worst national disaster. Nearly 90% of the newspaper printers were destroyed in the earthquake. These postcards were not produced for aesthetics but as a major tool for the spread of information. Seeing how newspaper companies were left with their offices in shambles, postcard publishers tried to fill the gap hence some were in three languages. A very small number of publishing companies were fortunate enough to survive, one of them being Mitsumura Printing, which took advantage of its remaining resources to churn out postcards. When the Ōsaka Mainichi Shinbunsha published its bilingual three-volume photographic pictorial of the Great Kantō Earthquake just two weeks after the event, the calamity had already been captured in thousands of images that circulated on a national and international media highway. Commercial photographers and photojournalists produced the most abundant and immediate images of the quake, which were transmitted in newspapers, special-issue newspaper pictorials, commemorative photography collections, illustrated survivors’ accounts, and sets of commemorative postcards. These photographic images functioned as both news and souvenirs, rendering their consumers/viewers, inside and outside the devastated locale, into both witnesses and voyeurs. Images in the news media and those issued by respected publishing houses carried the visual authority of supposed facticity. As such they both produced and became the historical record of the event. Since the vast majority of 1923 disaster postcards that survive have no writing on them, they were likely treated more as collectibles than as a form of postal communication. Many were put into albums, creating new ways to combine images and create visual cultures of disaster for home viewing. Accordion-style albums allowed for personalized, serial organization of images that produced unique, imagistic narratives of the event. The album pages were also two-sided and could be stretched out to view a series of images on recto and verso. Bill Teagle's sister Violet Amelda Teagle had married Theodore (Curly) Feldbauer in 1933. Bill's brother-in-law Curly was taken as a Prisoner of War by the Japanese and died at Sandakan in March 1945. The family did not learn of Curly’s death till months later and Bill's sister, Violet, herself could never forgive the Japanese for what happened to Curly. Curly is remembered on the Eltham Roll of Honour Board and his son, Albert Feldbauer (Bill’s nephew and youngest child of the children of the soldier fathers attending a school in the district), was given the honour of turning the first sod for the Eltham War Memorial Infant Welfare Centre Building. Despite this, the family maintained this cherished souvenir from a time of previous foreign friendship with Japan. The item was possibly given by Bill Teagle to his sister Margaret Rose (formerly Ingram) who later married Richard Edward (Eddie) Fielding in early 1948. (Eddie had been engaged to someone else before he went to war, but his fiancée broke it off before his return to Australia.) It was cared for by the Teagle/Fielding family for approximately one hundred years.
