Negative copy of copy by Yeoman and Co. of original c.1864 photograph. The first Eltham State School building with school group. David Clarke (Head Teacher) and his sister, Catherine are standing in the centre of the group. Built with stone walls and wooden shingles on the roof. This was the first State School building which was built in 1856 and replaced with a new building in 1875 after the stone walls collapsed outwards. Photo taken immediately prior to the demolition of the old baker's shop on the corner of Main Road and York Street, Eltham. Joh Ebeli and Elwers Howard endeavoured to preserve some parts of the house. The old weatherboard building, possibly dating from the 1860s, comprised a dwelling with a shop in the front room opening off a timber verandah deck which directly fronted the Main Road footpath. At the rear is a brick building of much later date which was for many years used for the bakery. The buildings were demolished for flat construction. Publicity at the time was oriented toward moves to preserve the weatherboard building which came from a number of individuals including members of this society. The society had no official connection with any proposal to retain the building or any part of it on any other site. The issues involved were part of a wider consideration of the matter of preservation of historic buildings. In this case the Society and in particular the committee had been aware for some years of the impending demolition. The possibility of the preservation of the building had been canvassed on a number of occasions. The Society’s view was that whilst the baker’s shop was an interesting old building which contributed to the character of Main Road, it was not of sufficient importance to wage an organised campaign for its preservation. The Eltham Performing Arts Centre is a mult-use community facility with a seating capacity of up to 200 in the theatre mode. The project budget of $675,000 was jointly funded by the Shire of Eltham, Eltham Little Theatre Inc. and the Bicentennial Authority. Building works commenced in May 1987 and the Centre officially opened on 26th January, 1988 (Australia Day). The c1920 brick shop and side dwelling is one of just three early 20th century shop buildings left in Eltham and one of just two that have intact facades. These shops are physical links with the country village of Eltham at that time and their siting in isolated locations along the street reflects that village era. Since the 1950s Eltham's main street has changed dramatically and the intact pre 1940 buildings such as this shop are key components of the section of Main Road south of Henry Street which still has a streetscape recognisable from that earlier time. The side dwelling illustrates the common practice of that time for shopkeepers to live at their premises. In the 1990s this was an antique Shop and in 2010 “Eltham Cycles”. In 1981 the Shire of Eltham Historical Society was asked by the Victorian Place Names Committee to comment on a proposal by the Shire of Eltham to assign names to parklands in Eltham as follows:- "Eltham Common" - the area between the municipal offices, Main Road, the Eltham railway -line, and Panther Place and containing Shillinglaw Cottage. The Shire has advised that this name has been used locally for the site since about 1975. "Alistair Knox Park" - the area bounded by the Eltham railway -line, Panther Place, Main Road, Bridge Street, and Susan Street, and through which flows the Diamond Creek. The area has been known locally as "Eltham Town Park" The proposed name "Alistair Knox Park" had created some local controversy with a number of reversals of the Council's decision and letters to the local paper both for and against the proposal. The society was reluctant to be drawn into this controversy particularly as there were known to be members with strong views both for and against the proposed name. The society appreciated the work done by Alistair Knox both in the formulation of the park concept and in its development but because of the controversy generated by the proposed naming and also because of the wide general use of the park by the public·, the name Eltham Town Park was felt more appropriate. The society noted that there was no outstanding historical associations with the land comprising the park which would warrant naming the park after any particular person, place or event. No objection was raised to the Eltham Common proposal as set-out above. The decision was made in the knowledge that Alistair Knox had been associated with the society over many years and was a prominent figure in the recent history of Eltham. He was regarded as a key figure in the environmental building movement and in particular was renowned for his use of mud bricks as a building material. He served as a councillor of the Shire of Eltham from 1971-1975, his final year as Shire President. It was during these years that the proposals to create the park in its present form were shaped and Alistair played a leading part in the decision to make it a landscaped passive recreational park rather than a sporting area. The parklands comprise a section of the Diamond Creek valley. The creek itself flows through the centre of the area which is overlooked by steep hills on each side. The parks form part of the land purchased from the Crown in 1851 by J.M. Holloway and then subdivided into allotments and called "Little Eltham". While most of the area was subdivided into residential lots the creek valley was subdivided into lots suitable for small farms. Some further subdivision took place over the years and the whole of the parks now comprises eight separate titles. A list of some of the former owners has been compiled but exhaustive research on all owners has not been carried out. The ownership of one parcel has been traced back to when it was purchased from Holloway by John Hicks Petty in 1874, long after it was subdivided. Other families owning land within the area over the years included Lyon, Rees, Clark, Waterfall, Carrucan, Graham, Hill and Morant. The character of the valley area has remained rural while development occurred on each side. Early photos show the area as orchard and grazing land. In 1901 the railway was constructed through the area resulting in the timber trestle bridge across the Diamond Creek. which is an important feature of the park landscape. A memorial obelisk to the Eltham servicemen killed in World War 1 was erected at the south eastern corner of the park. The site is now within the intersection of Main Road and Bridge Street and the memorial was shifted in the 1950s to the Eltham R.S.L. clubrooms. Following the financial failure of the local sub-branch, the memorial obelisk was again relocated to the Eltham War Memorial building precinct in 2011. During the early 1960's the Council started purchasing the land which now comprises the parks. In the late 1960's the area to the east of the Diamond Creek was used as a garbage tip and filled above the flood plain of the creek. When this area was filled the tip was transferred to the west side of the creek. From the early 1970's the area has been progressively developed as a park for passive recreation with ornamental lakes, extensive tree planting and landscaping. The character of the valley before the days of the tip has been recreated and this has earned a Landscape classification from the National Trust, an unusual honour for a man-made landscape. The parks are not only attractive in appearance. The bluestone blocks were originally part of the bluestone lockup located behind the Police Residence and Courthouse. The stones at one stage formed an edging to a grass island at the intersection of Wattletree Road and Main Road and were painted white. When that intersection was reconstructed the stones were brought back to the former residence, occupied by the Shire Department of Parks and Environement where again they were used as edging for a newly constructed driveway put through from Main Road through where the original Police Station was sited. The stones now form part of the garden bed edging at the rear of the building. At some stage in 1989 a reproduction Police Station was built beside the residence as originally located, for the purpose of providing a lunch room for shire staff. Folder, Eltham Obelisk (later Cenotaph), 1918-2018
The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. Around this time, with pending roadworks, the obelisk was relocated to the front garden of the Eltham RSL sub branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jepoardy and in conjunction with Nillumbik Shire Council, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012. This hotel was located in Chute Street Diamond Creek. The site was from the C.F.A. station east to the corner. In 1925 this hotel was burnt down at 11.00 am on a week day and the street was closed by police because the lighting system used petrol gas and an explosion was feared. Fortunately there was no explosion. This photo shows the gutted structure after the fire. The original sketch was photographed in 1970 for reproduction in the Shire history publication Pioneers & Painters (1971). The very fragile original was kept in the Council stoungroom and suffered significant damage to its edges over the years, no doubt it has also yellowed. A comparison of the original as digitised (2022) with the negative taken 50 years earlier also reveals that the left 20% of the sketch has been cut off, probably due to damage. In June 1842 Thomas Sweeney applied to the Superintendent, C.J. La Trobe, asking permission to purchase a portion of the recently surveyed ‘Parish of Nillumbik'. His request was allowed and handed to the sub-treasurer and Land Board. He paid £110 for 110 acres and called the land 'Culla Hill'. He first built a temporary house, a slab hut 12 feet by 10 feet, in which he lived with his wife, an Irish girl whom he had married in 1838. (His first wife had been drowned at Port Jackson.) Some time later he built a permanent residence on the model of a Tipperary farmhouse. It was a rectangular building of hand-made bricks and stone quarried from the Western Hill with a recessed verandah in front, and bore a slate roof. The out-buildings consisted of a detached kitchen, stable and a barn. It was in this house that succeeding generations of Sweeneys were reared. The original slab hut became a washhouse and survived till recent years. 'Culla Hill' became a social centre for the district, church services being held there on various occasions. The first wheat crop in the district was planted by Sweeney who also supplied the first grain for a mill that later was built at Eltham. He took an active interest in the development of the district. At this time travelling people--many of them runaway sailors or convicts--often passed the settlement, and some of them stayed and worked with Sweeney. A tribe of aborigines living on the river below 'Culla Hill' were apparently on good terms with Sweeney, for it is said that they helped him with the building of his house. Very little is known about the aborigines who originally lived in the Eltham district. There must have been many of them; their stone axes, grinding stones, and anvil stones have been found in the gullies around Research and canoe trees and artifacts were found on the Kangaroo Ground hills. Early settlers remembered a tribe that camped on the site of the present railway bridge at Eltham. They held corroborees there and visited settlers for hand-outs of 'flour and bacca’. There was an aboriginal reserve on the Yarra, upstream from Eltham, but most of those who had collected there later went to live on the Pound Reserve at Warrandyte, where the last aborigines in the area finally ended their days. The Pound Reserve, of 1,103 acres, was established at Pound Bend in 1841. The chief protector, George Robinson, and his four assistants, were given instructions to care for the aged and sick, to provide blankets and rations for all who lived there, to train the able-bodied men in agriculture and other trades and to find them jobs. The Yarra blacks, who later came under the protection of William Thomas, have been described as a 'fine race, well made and above the average height'. Thomas Sweeney died on 6 September 1867 and was buried in the Eltham Cemetery. To his wife Margaret and his son John, he left the entire property of 'Culla Hill'. To his other son Patrick, he left 150 acres, including a small two-roomed wooden cottage. He had five daughters: Kate and Margaret (twins) who were born in 1842, Ellen 1846, Annie 1848 and Johanna 1851. John Sweeney farmed 'Culla Hill' until his death in 1909. He had ten children; one of them, Mary, became Mrs M. Carrucan whose son, Mr John Carrucan, still lives at Eltham. The World War Two War Memorial Building Complex with its civic purpose was a conscious shift away from memorialisation by monuments and a focus on the future and not the past. The cenotaph is an example of the post World War One memorialising practice of erecting monuments to commemorate the past. The location of the cenotaph in front of the former Infant Welfare Centre confuses the history of the site and obscures the ability to view the three buildings as a united complex. Additional subsequent modifications with the provision of access ramps and rails has further impacted upon the garden design. June Meeting (Newsletter No. 240, Jun. 2018) Prior to Shillinglaw Cottage (c1878-80) being relocated to where it is now operated as a popular cafe near the Eltham Library, it was within Josiah Holloway’s 1850s subdivision known as Little Eltham, which later became the centre of the first Eltham township. Originally a farmer’s cottage it is historically significant because it is one of the Shire’s oldest dwellings and a fine example of the work of the well-known pioneer builder George Stebbing. In 1964 the then Shire of Eltham purchased the Shillinglaw property with the intention of demolishing the cottage and constructing new Shire offices on the site. However extensive community action resulted in funds being raised to have the building saved and relocated further south to the Eltham Common, where it was joined by the Eltham Library 1994. New Shire offices opened in 1965, but following municipal restructure in 1994 these were demolished and the land sold to a developer, which precipitated a dramatic trail of community angst, threats of legal action, the sacking of a newly elected council and several unsuccessful development proposals, by subsequent councils. After all these years the vacant site there is still guarded by the three trees that were outside the front of the Shillinglaw Cottage. This photo is believed to have been taken circa 1985 when the Shire of Eltham Parks and Environment occupied the site. This photo was originally mounted on 3mm MDF fibre board with notes and stickers applied as part of a display on the former Police Residence and now present day Local History Centre, home to Eltham District Historical Society; possibly put together by Harry Gilham during his time as president of the society. Eltham Police Station and Residence: A brief history 1860 Eltham Courthouse built in Main Road, together with an adjoining police residence, office, lock–up and stables. 1959 Police Department purchases a house in Pryor Street to be refurbished as Eltham Police Station 1961 Police in Eltham move into Pryor Street refurbished buildings and office. c.1961-1981 Occupied by Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Former Police Station dragged around to rear of Police Residence (prior to August 1967) to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. 1981 Shire of Eltham take over management of old Police Residence in Eltham. It remains unoccupied for a period of time whilst its future is discussed in Council. 1981-1985 Used for community job creation scheme 1985 Shire of Eltham Parks and Environment occupy the residence. Council improve the driveway but later add a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Also add a rear toilet facility between the Police Residence and former Police Station, which was doubling up as a lunch room. Council also commence discussions to re-establish a replica Police Station. c.1986 November. Former Police Station demolished; believed to have been suffering termite damage. c.1989 After some years of discussion a replica Police Station is built, based on photographs, to act as a lunch room and meeting room for Parks and Environment staff and volunteers doing community service. 1996 Eltham District Historical Society in discussions with Nillumbik Shire Council commisioners throughout the year regarding a home for the Society. A proposal put forward by the Society in October to occupy the former Police Residence. 1997 March. Eltham District Historical Society gains access to former Police Residence. 1998 July 12th. The building was placed on the site of a former Scullery and modified for Lands Department use. 1981 Shire of Eltham take over management of old Police Residence in Eltham. It remains unoccupied for a period of time whilst its future is discussed in Council. 1981-1985 Used for community job creation scheme 1985 Shire of Eltham Parks and Environment occupy the residence. Council improve the driveway but later add a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Also add a rear toilet facility between the Police Residence and former Police Station, which was doubling up as a lunch room. Council also commence discussions to re-establish a replica Police Station. c.1986 November. Former Police Station demolished; believed to have been suffering termite damage. c.1989 After some years of discussion a replica Police Station is built, based on photographs, to act as a lunch room and meeting room for Parks and Environment staff and volunteers doing community service. 1996 Eltham District Historical Society in discussions with Nillumbik Shire Council commisioners throughout the year regarding a home for the Society. A proposal put forward by the Society in October to occupy the former Police Residence. 1997 March. Eltham District Historical Society gains access to former Police Residence. 1998 July 12th. Documents relating to a focus group brought together by the Shire of Nillumbik Chairman of Commissioners in 1996 to provide advise on the best long term use for the buildings and land situated between the former Eltham Shire Offices and Country Fire Authority buildings. Article about the purchase of land for the Eltham War Memorial and preparations to make a drive for funds History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967.
