This is a study of Melbourne Legacy by the author William Paul Healy, from April 1973 to March 1975. The author was interested because of the reputation gained by Legacy over the preceding 50 years, for successfully delivering welfare services by volunteers to widows and their dependant children. The aim of the study was to describe, analyse, explain and evaluate the work of Legacy. This has been done at great length and in summary the great value of Legacy is in the continuity of a Legatee with the one family i.e. the legatee maintained contact with the family through school, beginning work/university and other milestones in the life of a dependant family. It was thought that families in receipt of Legacy services functioned at a higher level than those who do not receive such services.Significant in that Legacy was seen as providing a high quality service. A regular event for the widows was the annual open air concert in the Fitzroy Gardens. This event was held on the 4th March 1990 and the 3rd Military District Band performed. The concert was held in March for many years. Over 600 ladies from metropolitan and country Victoria attended. The label says that the bandleader was Major Malcolm Bell and Donald Cant was the singer. Donald was a Lance Corporal and member of the 3rd Military Band but was on leave to be the understudy for Anthony Warlow in Phantom of the Opera. The photos show the widows sitting in the sunshine and enjoying the band. Photos were taken by Susie Howard, the publicity officer, and Legatee Melican. Items for sale included home made food items like relish and jams, and craft items. Legacy House held craft lessons throughout the year and often the items made were sold at the fetes or at a stall outside Legacy House during Legacy Week for fundraising. Legacy House was open Monday to Friday with many events scheduled for Widows to participate in such as Tuesday craft sessions, painting lessons, stamp sorting and a cup of tea was always available.
