Eight of these letter books contain letters written by the Warrnambool lawyer George Mackay. They are mostly letters written to contacts while he was living in Scotland and letters sent from Warrnambool to Scotland to his daughter, Margueretta (Meta) who was studying medicine. Scottish-born George Sutherland Mackay (1850-1926) opened a legal practice in Kepler Street, Warrnambool in 1891 and in 1893 bought the business of the late James Fletcher, with the business known as Fletcher and Mackay. In the 1920s John Taylor became a partner and the firm of Mackay, Taylor & Co. (later Mackay Taylor) continued until 1999 when it merged with Taits Solicitors to form Tait Taylor (now Taits Legal). George Mackay was a Warrnambool Councillor and the first Mayor to hold office for four successive years. He was instrumental in getting the Warrnambool High School established and was the Chairman of the first School Council. Two of these letter books contain letters written by Ernest Powling. One letter book contains letters written by James Mack, a Warrnambool accountant These letter books are of considerable importance as they contain letters relating to legal matters in Warrnambool and district from the late 19th century to the mid 1940s. The letters also give an insight into the private life of a prominent Warrnambool lawyer, George Sutherland Mackay..1 This letter book has a dark blue cover, brown leather binding, an alphabetical index with tabs and handwritten letters. The spine is slightly damaged. A loose receipt is inside the front cover. .6 This letter book has a mottled blue and pink cover, black binding, an alphabetical index with tabs and handwritten personal letters. .7 This letter book has a dark green cover, brown binding, an alphabetical index with coloured tabs and handwritten private letters. .8 This letter book has a mottled cover with black binding and an alphabetical index with tabs. Many of the letter copies are upside down. .9 This letter book has a dark green cover with red binding, an alphabetical index with tabs and handwritten personal letters. .10 This letter book has a dark green cover with buff-coloured leather binding, an alphabetical index with tabs and copies of typed letters. The leather is torn on the front cover. .11 This letter book has a green cover, a brown leather spine and a paper label pasted on the cover. These three books contain braille printing and may have come from The Victorian Association of Braille Writers and may have been used by Miss Skirrow in South Warrnambool in 1916. This latter information comes from the loose card in one of the books. Braille writing was invented by the French man Louis Braille in 1824 based on the French alphabet. These books are of historical interest and appear to have local significance..1 A hard cover book with a mottled pattern and black bindings containing 42 pages of braille printing. The original Shire of Eltham was founded in 1871. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. The collection has been catalogued into a number of Series. The main series are Series 1: Main Photographic Series; Series 2: Main Transparency Series; and Series 3: Brochures and Published materials. Every Item in each of these major Series has been individually catalogued on a spreadsheet, one spreadsheet per Series. A further 70 Series have been created to catalogue smaller, discrete collections of photographs and negatives and other memorabilia including registers, published materials and objects. The completion of its transfer to the Society was noted in Newsletter No. 159 November 2004. Generally memorabilia items classified as part of Council 's art collection and negatives of historical photographs have been retained by the Council. The items now stored at our Local History Centre are quite diverse. They include many photographs of Council activities, Councillors and Council staff. There are Council brochures, calendars and other publications. All of these items are catalogued and stored in quality archival boxes. Also included is a large collection of old Council registers such as letter books, contract registers, cash books, etc. Many of these are large leather bound volumes, more of interest for their appearance than for their content. The first meeting of the Memorabilia Reference Group was held December 5, 1996. The aim of the group was to facilitate all actions required for the safekeeping of the Shire of Eltham memorabilia. Prepared for Nillumbik Shire Council by Samantha Westbrooke Pty Ltd in association with Peter Mills PhD, Architectural Historian and Roark Muhlen-Schilte, Archaeologist. Covers history of early market gardening in Eltham with the commencement of European settlement in the late 1830s. The site for the village of Eltham was surveyed in 1851 and the Township Plan shows that the property is made up of Lots 7 and 8 which were sold at auction in June 1852 to M. O'Shea. The history of the Bell Street property is closely tied to the West family from the 1860s to 1930s; the earliest rate books for Eltham show William West farming in El;tham in 1864. In the aerly 1930s ownership of the creek side was transferred from the west family to the Fabbro family who shortly afterwards were impaced by the 1934 Diamond Creek flooding. Guido Fabbro relocated the original West home further up the hill and built a new Italianate style modern home in situ. The Fabbro family farmed the property. In 1993/4 Eltham Council acquired the creek-side market garden blocks to the south of 2 Bell Street which was recconceived in 1998 as the Barak Bushland Reserve. The Fabbro house was demolished shortly after and the lots were sold to a developer in 1994. Book prize awarded to David Wilson (1885) for excellence in conduct and general proficiency. Book donated back to school after purchase in a junk shop. Handwritten inscription reveals details of family tree. Significant to the school social history because it was awarded by F J Thomas who led the school for a brief period during 1874 - 1875 and left under undignified circumstances (see Mein's history p. 19).
