In his early adult life, Richard Kaylock worked as a whaler (visiting California and New Zealand) and later as a drover on a large cattle station in New South Wales. In 1848 he came to Melbourne, working as a slaughterman, then settled in Eltham in 1854, his occupation thereafter being variously recorded as butcher or orchardist. He also had some experiences at Ballarat during the Eureka Rebellion. He died in 1910 at the age of 84. His obituary described him as a "striking personality" who was "brusque to a fault" and "strictly upright, expecting others to be the same". It seems from his will that he was illiterate. Its low level and insubstantial construction made it susceptible to flood damage, necessitating frequent closures until repairs could be carried out. The original bridge was demolished in 1923 and replaced by a "new up-to-date" one. When a lack of finances delayed repairs to the Bridge Street bridge in 1931, traffic had to detour via Brougham Street for some time. The Crozier home, known as ‘Belmont’ was weatherboard with a rammed earth floor. It was situated on twenty-four acres along the track at its rise, about half-a-mile east of Maria Street (Main Road) bounded by Mt Pleasant Road on the south and Pitt Street northwards. William Crozier used the land for cultivation and grazing. The track the Eltham Wesleyans took, by foot or horse, was along the Mt Pleasant Road, and like most roads of the time, a dusty trail in summer and a hoof and cart rutted quagmire in winter. William and Mary Crozier had seven children: Sarah, (1848 Ireland), John McClelland (1851 Eltham), Eliza (1855 Eltham), William (1857 Eltham), Jane(1859 Yarraville), Charlotte Amelia (1861 Yarraville), and Thomas Vance (1864 Eltham). Upon this property he built a two-roomed dwelling of slats and bark and a storeroom of log and bark, ten feet square. In 1880 he applied for a Crown grant of the property. Tragedy struck the family in 1882 when the youngest, Thomas Vance at age 17 accompanied by John Anderson, went into "Hall's Dam" to bathe, neither of them being able to swim. On wading out together, Crozier suddenly slipped into a part about 10ft. deep, and sank, after rising only once. Anderson pluckily tried to save him, nearly losing his own life in the attempt, saving himself when sinking for the last time by seizing hold of a projecting root. The body was not recovered until two hours after, when Mr. Thomas Bell, a farmer in the locality, who was attracted to the spot, on hearing of the occurrence, although unable to swim, plunged in with a rope around his waist, and succeeded with some difficulty in bringing it to the surface. Their eldest son, John also died prematurely at age 42 when he was killed by a falling tree branch whilst engaged in ring-barking trees at Eltham. A still cold wind was blowing and John, and others who were working with him, sheltered themselves at lunch time by sitting on the side of a large tree. When thus seated, the wind detached a limb of the tree which sheltered them, and though they heard the cracking, they had not time to get clear before the limb fell. It struck John on the head, and felled him to the ground, He appeared to be suffering severe pain, and two of his companions conveyed him to the Melbourne Hospital, where during the night he was operated upon for a fracture of the skull. Despite the operation being successful, John ultimately succumbed to his injuries the following afternoon. In good times William was known for his wealth of reminiscences of the early days of the district however his health failed him for several years until his death in March 1909. He was a man of very industrious habits, of a retiring disposition and much esteemed by those who knew him best. Mary died in January 1915 after a long illness. They are buried together along with their sons John and Thomas in the Eltham Cemetery. Honor Birch (nee Young) was married to Edwin Samuel Birch. Their children were Honor Mary Birch, known as Nora, born 1900, Margaret Martin, Bert Birch and Brigidene Brinkotter. In 1903 a Miner’s Right of one acre in area beside the Watsons Creek just outside the then Shire of Eltham was granted to Edwin Samuel Birch. In 1907 Birch applied to purchase this land but was unable to because it was part of the creek reserve. Documents show that the cottage existed at that time. Upon Birch’s death in 1932, his daughter, Honor Mary Birch was granted a permit to occupy the residence. Honor died in 1950 and was buried in Eltham Cemetery. In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. He was a native of Northumberland and the Scottish Borders who arrived in Melbourne in 1847. The house on the top of the mound would have been built not long after he bought the land; the farm was named "Greenhills". He married Elizabeth Wilson, daughter of John Wilson who had been in Diamond Creek since about 1846. Their first child was born in 1854 so there would be some form of dwelling from about that time. They had eight children who all survived to a good age. His will describes the house as part stone and part wood and of four rooms. Nillumbik Historical Society (NHS) believe it was one of the earliest if not the earliest house, in this part of the district. The remains of the stone house foundations are on top of the mound (photos on the VHD page) and the barn walls are on the north and to the east side of the mound. NHS is not sure how much or which part of the surrounding area was covered by the barns but they were large enough to hold dances after the race meetings that were held in the late 1880's on the adjacent creek flats. It would make sense with the lay of the land that they covered some of the ground to the north and east and used for farm storage, packing sheds for their apple and pear orchards and also for supporting the Nillumbik Gold Mine the family worked to the north up the gully. The path that comes down the gully and runs into the trail goes past the mine site which was on the west side of the gully a couple of hundred metres up from the flats. Date estimated to be circa 1912 based on the style of printing on the reverse of the card - Kodak Austral paper for real photo postcards, the paper was manufactured c.1908-1914 (See also POSTCARDS ON KODAK PAPER - IS IT POSSIBLE TO "DATE" THEM? http://tps.org.au/bb/viewtopic.php?t=115) Brougham Street was created in Josiah Holloway's 1851 subdivision of Little Eltham. It was one of several east-west streets shown on the subdivision plan as crossing the Diamond Creek. The western part was named Wellington Street on the subdivision plan but was later changed to conform with the name of the eastern part as acknowledgement of the continuity of the street. It is not known when the first bridge was constructed in Brougham Street however it was certainly mentioned at Council’s meeting of 2 June 1884 as being in a dangerous state of repair. This photo (c.1895) of an old bridge shows a very low-level simple log girder bridge crossing the creek at a right angle and so the approaches involved bends in the road alignment. This bridge was generally known as Kaylocks Bridge or Kaylock’s Crossing after the owner of the adjoining land. It was most likely built from around the mid-1850s, or a crossing of some fashion established as Richard George Kaylock, butcher of Little Eltham and his wife Emily Ann settled there in 1854. His property was in Wellington Street (now Brougham Street) and apparently extended across the Diamond Creek. In September 1922, Council called for tenders for a new timber bridge to be constructed at Kaylock’s crossing. An engineering assessment carried out for the Council by Macleod Consulting at the time of the replacement suggested that the construction details indicate that it was in the 1900s, however this dating could possibly have been the result of numerous repairs undertaken over the years to flood damage. The tender was awarded to Mr Weller of Kangaroo Ground who commenced work in February 1923 on a higher-level timber trestle bridge. Work was slowed due to illness of the contractor and the accidental death of a man in March 1923 following the collapse of the bank after he had jumped into a hole that had just been blasted. The bridge was completed around July 1923 at which point the old structure was pulled up, marking what was described in the ‘Advertiser’ newspaper as the passing of an old and well-loved landmark in the district. In April 1924 the approach to Kaylocks bridge was washed away during the heavy flooding that destroyed the Main Road bridge. The western side was repaired, and an extra span was added to the eastern side using timber from the destroyed Main Road bridge. The bridge was again severely damaged four months later in August 1924 When a lack of finances delayed repairs to the Bridge Street bridge in 1931 (also referred to as Obelisk Bridge at the time), traffic had to detour via Brougham Street for some time. Local residents feared that the Bridge Street bridge might never reopen. Kaylocks Bridge was constantly subject to damage by floods. In the 1934 flood it was submerged by two feet of water. In more recent times the bridge was again severely damaged by flooding and repairs made. SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary.
